How Syria’s Regime Used Local Clerics to Reassert Its Authority in Rural Damascus Governorate - Carnegie Middle East Center - Carnegie, March 27, 2019
In Rural Damascus Governorate, several respected religious figures became influential players in opposition-held localities during the conflict. Initially helping with opposition governance, these clerics gained prominence by negotiating relief from regime sieges and access to supplies and other resources. This was visible in the suburbs south of Damascus and in the town of al-Tall, northeast of the capital. Meanwhile, the town of Kfar Batna in East Ghouta, a Damascus suburb, showed how divisions within the opposition allowed the state to reestablish connections with the local community outside any formal reconciliation framework through contacts with a respected local cleric.

By providing resources and guarantees to communities through popular religious figures, the state attempted to establish a degree of continuity with the systems of rule that had been in place before the conflict and to incentivize residents to return to the state. This served to empower local clerics at the expense of armed groups, as some clerics broke with the rebels and backed rapprochement with the regime.

In July 2013, the southern Damascus suburbs were besieged by regime forces. The area suffered severe hardship due to aerial bombardments and a government-imposed siege, which cut off the delivery of food and medical supplies. The regime then initiated contacts with Babila, Yalda, and Beit Sahim through other clerics who had left the towns at the beginning of the uprising. These figures reached out to Taweel, Khatib, and Hindi, due to their local popularity, to discuss terms for lifting the siege. Although Jabhat al-Nusra, one of the major armed groups in the area, initially declared that anyone engaging with the regime would be considered a traitor, pressure for negotiations mounted after over 200 residents died of starvation.1 As a result, armed groups were eventually forced to accept the formation of reconciliation committees.

Taweel, Khatib, and Hindi were chosen as the lead representatives for their town’s reconciliation committees. In February 2014, the clerics negotiated a ceasefire for the area. Although their engagement with the regime soured their relations with armed groups, it reinforced their popularity among residents due to the clerics’ ability to provide goods and services. During the negotiations, the clerics brokered aid deliveries, the release of detainees, the transfer of sick people, and even residents’ access to official government documents. These concessions served to reinforce the local communities’ dependence on the clerics and, by extension, on the regime for survival amid the siege.

Amid increasing discontent over the intra-rebel violence and the regime’s military advances in East Ghouta, civilians began to increasingly call for reconciliation with the state. Some gathered around Dafdaa, due to his stature as a Fatah Islamic Institute scholar and his connections with the regime through clerics in Damascus. In early 2018, Dafdaa began conveying regime guarantees to the local population and calling for demonstrations in support of reconciliation. Kfar Batna fell to the regime in March without a formal surrender agreement. However, it is alleged that Dafdaa, along with Failaq al-Rahman defectors, facilitated the Syrian army’s entry into the area. Speaking to Syrian state television later, Dafdaa said the public had realized that the solution to the area’s problems lay in returning to the state and in reconciliation.

Unlike the situation in the southern Damascus suburbs and al-Tall, the regime had not managed to rebuild influence in Kfar Batna by allowing the town access to resources in the lead up to its recapture. However, the state did advance its agenda in all three localities by exploiting the presence of popular clerics. The regime leveraged contacts with the clerics, who calculated that they could best preserve influence within their communities by engaging with the government and eventually advocating for the return of the state.

وتوزعت في بادئ الأمر على ما يقارب 50 قياديًا وعنصرًا في الفصيل، وخاصةً لقادة الأركان والكتائب والاستشاريين والمقربين منهم (أقاربهم وأصحابهم).

وأشار المراسل إلى انتشار مجموعات لـ “حزب الله” بالقرب من منطقة الحادثة، لكن عنب بلدي لم تستطع التأكد من الجهة التي تقف وراء الاعتقال.

The 47-year-old jihadist, whose call to arms drew thousands of Muslims from around the world to battlefields in Syria and Iraq, is believed to be hiding in a remote stretch of desert that straddles the border between the two countries, according to Iraqi security officials.

To elude capture, Mr. Baghdadi, who has a $25 million bounty on his head, has gone low tech, Iraqi officials say, shunning trackable communications devices, moving in a single vehicle to avoid attention and trusting only a small circle of close aides.

As recently as spring 2017, he was in eastern Syria, said a senior Iraqi militant who met with him and was subsequently captured. On that occasion, Mr. Baghdadi appeared to be in poor health, and flew into a rage when informed of Islamic State’s latest military setbacks.

In return for enlisting, the men are promised a guard corps ID card—allowing them to cross checkpoints without hassle—and $200 a month. “From every family you find one or two people who have become Shiite,” he said. “They say they do it so they can find jobs or they become Shiite so they can walk and no one bothers them.”

To incentivize Arab tribesmen in areas formerly controlled by Islamic State to convert to Shiism, Iran is granting cash subsidies, providing public services and free education, according to residents, a U.S. official and a person familiar with U.S. intelligence operations in the region.

In cities and villages across the country’s east and in parts of central Syria, the Iranian militia has taken over mosques and is sounding the Shiite call to prayer from the minarets. They set up shrines in places with religious historical significance, bought real estate under a contested property law and opened Persian-language schools.

“If you’re a student, they offer a scholarship. If you’re poor, they give you aid,” said an aid worker in Qamishli, in northeast Syria, whose friend was offered a chance to study in Iran. “Whatever your need is they fill it, just so you become Shiite.”

Isis brides — some of them armed — rioted in their refugee camp three days ago as the “caliphate” they remain loyal to entered its death throes.

Outnumbered guards at the al-Hol camp in northern Syria were besieged in their base by the shrieking mob. “The women were shouting that if I was in their hands, they would behead me,” said Jani, 18, a member of the camp police.

Police say the riot broke out after a Syrian man tried to molest a female Isis member from Iraq. Her screams brought thousands of Iraqis from across the camp to try to lynch the man.

“They can even bribe NGOs to bring weapons inside. Even the shops inside the camp they can give them money and get them to bring them guns.”

Guards said there were nowhere near enough of them to search all the arrivals thoroughly. Female officers dealing with the women as they enter the camp have found suicide belts hidden among their clothes. Some women, they said, have tried to hide knives in their hair. Others carry large amounts of US dollars, or small guns.

أما في ريف القنيطرة الأوسط فقد تكفل فرع أمن الدولة التابع لنظام الأسد بتجنيد قائدٍ عسكري سابق في جبهة ثوار سوريا يدعى ( أبو غدير ) لصالح حزب الله وقد استطاع أبو غدير تنظيم مجموعة رصدٍ متقدمة تشمل قرى وبلدات رويحينة وكودنة وبيرعجم وبريقة والعشة.

وفي ريف القنيطرة الجنوبي شكّل (ظاهر الحمد) القيادي السابق في الجيش الحر مجموعة لصالح حزب الله تعمل في بلدتي صيدا الحانوت والرفيد بالتعاون مع مجموعة (عبد الله شنيور) المنتشرة في قرية غدير البستان المجاورة.

وتقدّر المصادر عدد عناصر الاستطلاع الذين جنّدهم حزب الله في هذه المجموعات بمئة عنصرٍ مزودين بكاميراتٍ حرارية وقناصاتٍ وأسلحةٍ رشاشة خفيفة مع امتيازٍ لمجموعة كبّول التي تمتلك قواعد صواريخ كورنيت المضادة للدبابات - لكونها مكلفة بمهامّ عملاتية أيضاً - وتضاف لمهام الرصد الموكلة لهذه المجموعات مهمّة تسهيل حركة قادةٍ في حزب الله يزورون المنطقة سراً ويستطلعونها بشكلٍ استثنائي.

تتوزع هذه المجموعات في معظم ريف درعا من السويداء شرقاً حتى القنيطرة غرباً، وبحسب مصادر ميدانية فإن حزب الله لا يولي هذه المجموعات اهتماماً كبيراً بل إنه يتعامل مع عناصرها كمرتزقة يمكن استبدالهم في أي لحظة، إذ تقتصر مهامهم على تسهيل حركة مجموعات وعناصر الحزب ونقل السلاح والذخائر بين المناطق بالإضافة إلى نقل المخدرات وترويجها في بلدات درعا والقنيطرة.

The proportion of Syrians in extreme poverty, those living on less than $1.90 per day, has more than doubled to 69 per cent since 2011, according to a UN-backed study. As many as 56 per cent of the country’s businesses surveyed by the World Bank have either closed or relocated outside of Syria since 2009. Unemployment, under 10 per cent in 2010, rocketed to over 50 per cent by 2015, the most recent data.

Gulf-based construction companies are unlikely to risk America’s wrath. With regime allies Russia and Iran showing little willingness to spend, and China wary of investing, it is unclear who will pay to rebuild Syria apart from the Syrians themselves.


Sanctions suit tycoons with the strongest regime links, says Steven Heydemann, Middle East Studies director at Smith College in the US. With greater resources and deeper official connections, “the Rami Makhlouf networks have access to a much deeper tool kit to get around sanctions,” he says. Mr Makhlouf, a cousin of Mr Assad and on both EU and US sanctions lists, has leveraged his connections to build an empire from telecoms to real estate.

At the same time Iranian and Russian companies, including Stroytransgaz, are accused of muscling in on Syria’s key natural resources, securing lucrative phosphate, oil and gas and electricity contracts. Asked what chances there were for business in Syria now, one entrepreneur replies: “The cake has been divided.”

In October, the SNHR recorded 488 cases, 63% of which were in government controlled areas, in many cases so-called reconciled areas. 687 cases were recorded in September, 60% of which occurred in government controlled areas, again, mostly in “reconciled” areas. 693 and 647 were recorded in August and July respectively, suggesting the rate is fairly consistent. The SNHR alleges that Kurdish forces are arresting the second highest number of people every month, with alarmingly high numbers being reported through each reporting period.

Based on responses - as well as absenteeism - the Bank was able to estimate a range for exit rates of Syrian businesses over the conflict, with a upper boundary of over 56%. Meaning, over the course of the conflict, as many as half of all Syrian businesses may have collapsed or halted operations entirely. Almost all remaining active respondents (a mere 160) have had to cut working hours and seen declining sales. Almost two thirds have suffered from looting or theft and most decry shortages of supplies and key inputs such as electricity or fuel. Almost all firms have raised their prices by on average 446% over the course of the war.

Multiple vessels commonly involved in shipping Iranian fuel to the Eastern Mediterranean, upon release of the sanctions list, changed course and avoided Syrian ports (even those not directly named by Treasury).

The themes of submission and surrender hung like a pall over every conversation on that trip to Jordan. It extends to countries like Lebanon, where Syrians are caught between punitive legal measures and a threatening political discourse. Syrians who cannot safely return must opt either for indefinitely suffering the indignity and precariousness of life in Lebanon or for some form of escape—legal or otherwise—usually to Europe. A Beirut-based acquaintance from the ravaged eastern province of Deir Ezzor described, with chilling concision, his predicament: “The phase of war is over; the phase of vengeance is beginning. It’s bad here, too. Better to be far away.”

Increasingly, narratives of surrender are bound up with tales of how Syrians are being sucked back into collaboration with the regime they once fought. Damascus, for its part, has long practiced the art of terrorizing society with one hand and enticing it with the other—opening doors to social and economic advancement for those willing to give themselves over. After a period of relative weakness, this time-honoured strategy is re-emerging in force.

From the Social Market Economy to the National Partnership: The conflict elite and public-private partnerships in a post-war Syria | The Conflict Research Programme, Jan 31, 2019
The National Partnership was promulgated in 2016 and with it the end of the Social Market Economy. Far from being a policy blueprint for reconstruction, the National Partnership represents an approach to reconstruction that builds on some of the main marketising and privatising elements of pre-conflict economic policy through the centralisation of public-private partnerships as the core approach to reconstruction. Again, to stress, this is an idea and an approach, not a coherent set of policies. But as an idea it indicates the central role that private capital will play in Syria’s reconstruction. This is not simply because of the obvious government fiscal problems, but part of a trend in Syria state formation since the 2000s to shift and open up spaces for capital accumulation within the business community. The final frontier, so to speak, was always large-scale public works, and the conflict’s transformations have shattered that border and opened up all areas of the economy to private investment. Through this framework, the state commits itself to a transfer of wealth and assets under the guise of reconstruction. I should say parenthetically that there is no specific model for PPP, it could be public capital or private capital but in the Syrian case I believe that the state’s role as a partner is to facilitate these kinds of transfers.

For the conflict elite, the PPPs give them a way to connect with existing capital networks and to shift from the role of intermediation to deeper roles in the economy. In many ways, the conflict elite became so because of their ability to intermediate in conditions of violence. Now, the National Partnership is a way to bring them into the existing capital networks.

To conclude, the National Partnership is reflective both of contemporary processes of state formation and the social transformations wrought by the conflict. Syria’s authoritarian peace leaves long-term questions of reconstruction largely peripheral and the possibility of a comprehensive, socially-grounded reconstruction program virtually nil.

Yet some four months after the grace period ended, many of those who filed their taswiyye papers are still waiting to hear a response from Damascus, unsure of whether they’ve been welcomed back into the “nation’s embrace” or are now wanted by the state.

“Everyone did their taswiyye,” a-Shami says, including himself and his family. “[And] we were supposed to get documents back by the end of the six-month deadline.”

But even now, months after the grace period ended, a-Shami has yet to receive any word from the government—let alone any form of paperwork from the reconciliation committees. As a result, his family is essentially trapped in East Ghouta. While he can pass through local checkpoints within the former rebel pocket, he can’t travel to nearby Damascus. Without that paperwork, he is constantly at risk of being detained.

“There’s nothing happening right now,” al-Shami tells Syria Direct, adding that no one even knows who to ask about the process.

“If it’s an electricity issue, or a problem with services, you go to the municipality. But who do you ask when it’s a security issue?”

“It’s not clear,” a-Shami adds. “Nobody knows anything.”

“There are a lot of people coming from the south to the north,” a-Thaer says. Some of those smuggled northwards come from East Ghouta, while even more come from Syria’s Daraa province, where residents are also expected to reconcile with Damascus after the government captured the province last summer.

The manifestations of this change started appearing to the public, beginning with the deployment of control points without any hindrance, up to the issuance of statements that go in line with Ankara, the most recent of which regarding the battle of East Euphrates.

The departure decision of the Sharia scholar in Hayat Tahrir al-Sham, Abu al-Yaqzan al-Masri, and the decision to prohibit issuing fatwas and Dawah direction outside Tahrir al-Sham’s General Sharia Council, sum up the movements of the leader Abu Mohammad al-Julani to renounce the radical formations and trends in the faction, in a step to prove the group’s moderation and to drop the accusation of “terrorism.” This comes in preparation for the new phase that Idlib Governorate will undergo at military and administrative levels.

HTS Turns to Community Relations: Syria From Within | Chatham House, Feb 2019
Capturing new areas is usually accompanied by providing locals with protection measures, including for those who resisted HTS. The group’s objective for capturing new areas goes beyond eliminating its rivals or securing new financial resources. It is directly linked to HTS’s long-term goal of embedding itself in local communities and ruling them. In other words, the group portrays itself as a good ruler who aims to protect locals and serve them, despite their position towards it.

Therefore, HTS usually publicly declares its assurances to protect locals and prevent any retaliation against them. In the case of Atarib, those guarantees were clearly written in the city’s surrender agreement. As for the areas that were captured from Zenki, HTS published a public statement affirming its commitment to protecting the inhabitants of those territories. In those two incidents, HTS’s protection guarantees included individuals who participated in the fight against the group (fighters and civilians alike). This is a new practice, as HTS used to arrest those who fight against it.

To avoid skirmishes with hostile communities in areas captured by HTS (such as Atarib), the group reduced the number of its checkpoints and positioned them at the entrances of the city. Additionally, HTS allowed the people who wanted to relocate to areas outside HTS’s control (including those who are wanted by the group) to leave peacefully. The fighters of the defeated groups were also allowed to keep their personal weapons (such as rifles, hand grenades and handguns), regardless of their decision to stay or leave.

Additionally, HTS has provided various incentives to win the support of locals after an offensive. For examples, HTS published photos of its preparations to distribute aid to civilians, including the seized areas. The group also announced the release of former Zenki fighters that were captured during the attacks, despite their active participation in the fight. This move, which seems to be rare, aims to reconcile with the local communities to which the released fighters belong.

Following its victory against Zenki, HTS announced that it would pay monetary rewards to Zenki fighters who did not abandon their positions on the fronts with the regime in order to counter HTS’s attacks against their hometowns. Similarly, HTS announced its decision to allow the fighters of defeated groups who are stationed on the frontlines to keep their bases and weapons there as well as to provide salaries and supplies.

And let us not forget our current projects in Damascus that have begun in the town of Sayyida Zainab we have undertaken some works that are for the purpose of facilitating the return of the families and displaced people to their homes and livelihoods through cleaning and removing rubble and removing the remains of war from the development areas. This is in Damascus. As for in Homs, work is now being done to renovate the homes of the families of martyrs (naturally the families of martyrs have the priority) and raising the living standard for them. Of course there are many activities that we have been undertaking at the same time whether on receiving the displaced families or on liberating the towns from the terrorist gangs.

According to relatives and a battlefield witness, the fighters all died in the clash in Syria’s Deir al-Zor region, which took place overnight on Feb. 7.

    Such practices, an unusual pattern for Russian fighters killed in Syria, would have helped conceal heavy casualties until after President Vladimir Putin’s re-election in mid-March.

On whether death certificates issued by Russian officials contained incorrect information, Peskov said it wasn’t a question for the Kremlin. He added that he didn’t know whether there was a delay in returning the bodies.

Russian officials at the consulate issued more than 60 death certificates in the first part of last year through April 8, according to documents seen by Reuters. At least 33 of those were between March 22 and April 8. The election was on March 18.
