Uh using variable depth buoy/submarine setups seems a bit overkill, could achieve most of the same result with a long pipe for a local deep ocean upwelling to bring the necessary nutrients to the surface. But open ocean kelp farming is an interesting concept itself.

200Km offshore means this is nominally a blue ocean offshore structure, not something that one would normally call coastal. Which means that this is not going to be similar to the megafloat runway that was built a while ago in Japan as a test of such hardware. This is going to be more like a seastead. So, perhaps more like a PSP barge setup then?

Interesting idea of feeding effluent/wastewater/sewage into ocean floating clear tubes to make algae and clean the water. End run around the issues of fertilizer/nutrient feeds for algae production, algae growth medium location, facility structure cost and location, and nicely deals with the wastewater output of sewage treatment facilities.

Interesting egg beater VAWT on a spar buoy concept, but if you are doing VAWT, wouldn't a helical gorlov turbine be better? Whether a spar, or a tension leg platform is better is up for debate, but a helical gorlov with a lower ring driving multiple smaller generators that also double as bearings to offload bearing torques on the center post (thus making the center post lighter), mounted on a three post tension leg offshore platform seems like win/win situation. Keeps the turbine light, increases redundancy (and provides scale economies) for the generator component, and isn't hideously complex. But, how to clear the the first 50 foot air layer where wind is weaker is an issue, one that HAWT addresses due to blade clearance issues.

Interesting that they are developing a downwind turbine. While it may have natural pointing ability, their available information still indicates active yaw control, not passive. Reducing blade stiffness by avoiding the need to not strike the tower seems good to reduce cost, but there may noise issues from blade/tower interaction (which are mitigated due to being offshore).

"experimental" means it will be a political mess. The only gain they have is probably locating it just off the coast from the reactor sites. Since there will few locals and fishermen to complain, and convenient transmission network access by colocating the power cable landing station with the reactor sites.

One Per Cent: Green Machine: Storing wind power beneath the waves
This seems to be describing an underwater CAES setup, but I though the original concept was actually a pumped hydro based concept. Basically, a strong in compression concrete sphere has a positive displacement pump/generator placed on it, and pumps water out of the sphere at depth. This emulates a pumped hydro dam/lake/reservoir but with a huge hydraulic head. With a deep underwater CAES setup, you run the risk of the sphere becoming buoyant, which kinda defeats the secondary purpose of being an offshore floating wind turbine platform's anchor. Maybe it isn't actually CAES but a simple pressure regulation system to maintain minimum pressure to prevent excess vapor formation (and the risk of ice accumulation)?

Interesting spar buoy VAWT design. The bizarre concept of using an axial pump to fill the VAWT lower ring torus with water as a kind of kinetic energy storage for wind variability ride through, but which self drains the torus if the spin speed is too low, is kinda clever, but the structural weight to accomplish that is non-trivial. But won't this get hooked up on the Gorlov turbine patent?

Japan plans floating wind farm near nuclear plant
METI is talking about offshore wind near the fukushima plant, since hardly anyone would be sane to fish near there anyways, removing the fisherman segment of the usual complainers. Using the nuclear plant as the landing station of the wind turbine array would make sense since a lot of power infrastructure is available and unused. This article seems to mention offshore floating turbines, but most other articles seems to specifically mention non-floating pile types.

Interesting. A pull/retrieve power stroke based, figure 8 racetrack pattern autonomous flight pull stroke, offshore floating buoy based parafoil wing kite power generator system. System will need a rather large energy accumulator/battery/flywheel/capacitor to even out the energy output from an array of these though. Could do that at the array level, or at the individual buoys. Buoy based does not favor all electric flywheels (maybe CVT clutch coupled mechanical flywheels), clutched air compressor based systems would also work, capacitors probably would be undesirable though. That water pump spherical anchor may be favorable if using a TLP platform style pipe tendon for moorings
