Smart Traveler Enrollment Program STEP
Basic safety step, logging travel plans with the state department, if you feel at possible risk for abduction. More generally, if there's a major accident/incident, and state knows you were in the area, they might check on it, and possible check in on you to see if you are okay. They also send updates to you if things start going bad in your general area.

Celebration of the Establishment of the Robot Revolution Initiative Council (The Prime Minister in Action) | Prime Minister of Japan and His Cabinet
Bruce Schneier calls IoT the World-sized Web, a global robot fitted with brains/sensors/actuators that has emergent behavior properties, and considers the need of a government agency with the smarts and the teeth to deal with applicable technology policy. This being japan, I doubt it has the teeth, but it may have the tech policy smarts and the advisement capacity to affect change.

India Gov't To Load Critical Data To The Cloud - Forbes
India planning on making the direct leap to cloud services, leapfrogging intermediary government models/services/operations methodologies. Considering the current epic government ID drive, and the dispersal of cellular telephone infrastructure, as fixed line infrastructure rollout costs are simply too high at the moment, this may have legs.

Public entity eyed for power supply : Business : DAILY YOMIURI ONLINE (The Daily Yomiuri)
So the government is using the opportunity to pimp slap TEPCO into allowing a power grid ISO. Still kinda daft to have two ISO's for the 50/60Hz split, but understandable since the transfer limit across the divide is so low. Which might change if Son gets his way with his offshore HVDC grid intertie, which having an ISO exist would facilitate.

東京新聞:共通番号、15年1月に利用開始 政府、法案概要を決定:政治(TOKYO Web)
Japanese government is going to attempt a national number register for all citizens, and eventually force all interaction using this number, such as national pensions, national health care, and disaster relief. Naturally, such central consolidated information will allow the national government to keep tabs on anyone easily, rather than disappearing into the current prefectual and municipal systems. Since Jukinet went so well the first time around...

Interesting pseudo-fork of OpenVPN, endorsed by the government of the Netherlands. I don't quite understand/appreciate the reasons behind swapping PolarSSL for OpenSSL though. Japanese government wants to build 'back-up' Tokyo (Wired UK)
Follow the money, since this smells like pork to keep Itami airport afloat. Unfortunately, the normally sane option of just setting up in Osaka proper faces NIMBY issues for land allocation, and there is something to be said for a green field facility, provided it is actually done right. I don't expect it to be done right though, since that is usually very ugly, and japanese people have become overly concerned about outward appearances these days. Also, what took them so long? The Hanshin earthquake should have been enough to show the need for government continuity facilities, but no one did jack then. It takes a real rumbler felt in Tokyo to get them to move? Typical reactive behavior.

Japan plans floating wind farm near nuclear plant
METI is talking about offshore wind near the fukushima plant, since hardly anyone would be sane to fish near there anyways, removing the fisherman segment of the usual complainers. Using the nuclear plant as the landing station of the wind turbine array would make sense since a lot of power infrastructure is available and unused. This article seems to mention offshore floating turbines, but most other articles seems to specifically mention non-floating pile types.

Softbank CEO Son to Set up Energy Foundation following Japan's nuclear crisis - International Business Times
Hrm, nice idea in concept, but despite Son's efforts, I suspect it will be packed with local japanese scientists, who will toe the party line and not piss off METI. His money would be better spent sponsoring a japanese version of a clean energy X-Prize/ARPA-E to promote businesses and stand clear of government meddling. Hell, if he was really serious, he would do an SPS X-Prize, but that's probably asking too much...

Gov't to allot 2 'platinum frequency bands' to cell phone operators › Japan Today: Japan News and Discussion
So softbank FINALLY might get a low frequency band to fix their radio penetration problems? Or will NTT and KDDi do a bait and switch and screw them over? Getting stuff in the 900MHz would fit in well with an overall plan for acquiring foreign cellphone models with little to no modifications to the hardware, since that's an original GSM band for voice and SMS communications, which would help Softbank enourmously since they have a reputation for dropped calls. It would also improve battery life since it's a lower power mode than operating at UMTS 3G at much higher frequencies. You would still need to use UMTS 3G for data if you want high speed downloads though. COnsidering Vodaphone did the original network deployment, I bet there is a lot of legacy GSM gear that could be activated with a simple software switch.

Ministry plans data centers for cloud computing : Business : DAILY YOMIURI ONLINE (The Daily Yomiuri)
METI courting the big global cloud companies? Or is this something on the surface that's fair, when it's really sweetheart deals to NTT and friends? The idea of a special district is interesting, but pushing it up a notch as a kind of tax haven/free trade zone would make it more appealing though.
