Too many children in mental health hospitals, says report - BBC News
Children with learning disabilities or autism were being particularly let down by the system, it added. Children's Commissioner Anne Longfield's report says successive governments have tried to tackle the problem, but the number of children in mental health hospitals remains "unacceptably high".

Research shows a clear need to "focus on children's journeys before they are admitted into inpatient care", the report says, but often this is not happening.

"Children, families and staff working in this area spoke again and again about how the failure to provide appropriate support to children when they are in school and living in the community, and particularly when they reach a crisis point, has contributed to inappropriate hospital admissions and delayed discharges," it says.

Ministers should consider abolishing the Department for Work and Pensions after its failure to help ill and disabled people out of poverty, a leading thinktank has said. By the end of his time there he concluded that the “DWP is institutionally and culturally incapable of making the reforms needed to achieve such a shift in outcomes for ill and disabled people, or for ‘harder-to-help’ groups more widely”. [...] The report concludes that while the DWP has been able to help people with minor difficulties into employment, the outcomes are “much poorer when it comes to supporting people with more complex needs”, such as the ill, disabled, older people, those with drug and alcohol problems, ex-prisoners and the homeless. [...] It calls for the DWP to be stripped of responsibility for these hard-to-help groups, with the health department and NHS helping the ill find work, local government taking over Jobcentre Plus, and benefits and pensions delivered by HMRC. The charitable sector could also be given a bigger role. [...] It accuses the department of seeing claimants through a “benefits lens”, in which conditions were placed on their payments as a way of forcing them into work. He warns that the department’s reputation among many groups is now so bad that it may prove impossible and expensive to improve. “A bad reputation is far harder to lose than a good one,” he writes.

Benefits rule changes could cost pensioners in UK thousands a year
From 15 May, new pensioners with partners under 65 can no longer claim pension credit - new pensioners whose partners are younger than the state retirement age of 65 can no longer claim a means-tested top-up called pension credit.

Instead they will be forced to claim the much less generous universal credit alongside their younger partners.

The couple rate of universal credit is £114.81 a week compared with £255.25 for a couple receiving pension credit. This amounts to a potential loss of £7,320 a year.

Spending on welfare benefits for the UK’s poorest families will have shrunk by nearly a quarter after a decade of austerity, according to new figures highlighting the plunge in living standards experienced by the worst-off.

By 2021, £37bn less will be spent on working-age social security compared with 2010, despite rising prices and living costs, according to estimates produced by the House of Commons library.

Some of the most striking cuts are in disability benefits – personal independence payments (PIP) and employment and support allowance (ESA) – which together will have shrunk by nearly £5bn, or by 10%, since the start of the decade.

Up to half a million disabled people like Philip and their families will be financially worse off under universal credit, according to disability charities, through the removal of the disability premiums, as well as cuts to child disability payments, which could affect 100,000 children at an annual loss of £1,000. Ask the Department for Work and Pensions (DWP) and it states that the support given by SDP is now provided through personal independence payments, (Pip) and social care from local councils, and that “transitional protection” will be available when disabled people are moved from ESA on to universal credit in 2019. But press further, and it turns out that cash-strapped local authorities have no obligation to provide support. And there is no help for disabled people like Philip who are transferred early.

Angela Merkel wird der Ausfall maßlos ärgern. Es lief ja alles rund bis hierher, nun aber muss sich die Union mit dem Vorwurf der sozialen Kälte herumschlagen. Dass die CDU-Chefin jetzt rasch öffentlich und offensiv auf Distanz zu ihrem schon länger in der Kritik stehenden Generalsekretär geht, damit ist allerdings nicht zu rechnen. Merkel wird die Sache nicht noch größer machen wollen und hoffen, dass der Sturm schnell vorüberzieht.
