Much of the extra £3.8bn allocated to the NHS in George Osborne’s autumn statement has effectively already been spent, a leading health expert had said. John Appleby, chief economist at the King’s Fund, backed Labour claims that NHS trust deficits and extra pension costs mean very little of the extra money promised for 2016-17 will be available for better care. He said the NHS was in a weaker position now than five years ago and faced a real challenge over the rest of this parliament. Labour released figures that it said showed Osborne’s health spending boost was “more spin than substance” because £2.2bn would be swallowed up covering trust deficits and another £1.1bn would have to fund extra pension costs. Market forces will need to be compelled to cut usage, perhaps when prompted by a shift in public opinion, he said. “Those with a vested interest find ways around legislation. So, in addition to public policy we will need also the power of market forces,” he added. “When the public start demanding meat that has not seen antibiotics - because they understand that the meat may contain antibiotic resistant bacteria - only then will real progress be made. Das liegt vielleicht daran, dass man eine Gegenbeschwörung für notwendig hält, weil ja schon der Terror als eine Form der Beschwörung erscheint: eine Beschwörung der Angst- und Hasssphären der westlichen Gesellschaften, die radikalisiert werden sollen. Denn Radikale können zur Selbstrechtfertigung, als Existenznarrativ auch Radikale auf der anderen Seite gut gebrauchen. Schwarz-Weiß-Malerei als wichtigstes Geschäft Notfalls erzeugen sie sich welche, das wichtigste Geschäft des Radikalismus ist die Schwarz-Weiß-Malerei, Zivilisation heißt Differenzierung. Ein Verleger fordert in diese Stimmung hinein ernsthaft die "Radikalisierung der Mitte", als definiere sich die Mitte nicht gerade durch die Abwesenheit von Radikalismus. Die Absurdität dieser Beschwörung hat innenministerielle Qualitäten, hilfloser und unverantwortlicher kann man gar nicht in die islamistische Falle tappen, dem Wunsch nach Radikalisierung.

TTIP bringt Rekordzahl von Gegnern auf die Straße
&! http://www.internet-law.de/2015/10/noch-ein-paar-allgemeine-gedanken-zu-ttip.html - TTIP hat aber noch eine ganz andere Dimension. Es verfestigt den Ansatz der westlichen Welt als Closed Shop. Damit wird die Kluft gegenüber Schwellen- und Entwicklungsländern verstärkt, die nicht nur bei diesem Abkommen außen vor bleiben. Das ist gerade angesichts der aktuellen „Flüchtlingskrise“ ein Ansatz den man überdenken sollte. Wer Fluchtursachen bekämpfen und die Situation in den Heimatländern der Flüchtlinge verbessern will, kann nicht gleichzeitig Abkommen wie TTIP befürworten. Vielmehr müssen wir den Blick auf eine gerechtere Weltordnung richten und genau dafür steht TTIP nicht.

Viel wichtiger aber ist, nach vorne zu schauen. Die alten Sicherheitsstrukturen aus dem vergangenen Jahrhundert taugen nicht mehr. Nach dem Ende des ersten Kalten Krieges haben die Regierungen versäumt, sie weiterzuentwickeln und sich naiv auf der Friedensdividende ausgeruht. Der Krieg in der Ukraine und das russische Abenteuer in Syrien sind die Folge dieses Versagens. Die eigene Sicherheit oder Einflusssphäre auf Kosten anderer erhöhen zu wollen, führt nicht zu mehr, sondern zu weniger Sicherheit und Stabilität. Europa braucht deshalb neue Absprachen über Sicherheit und Zusammenarbeit. Europa braucht ein neues Helsinki.

China pledges $2bn for developing world - BBC News
Chinese President Xi Jinping has pledged to establish a $2bn (£1.3bn) fund to assist developing countries and to significantly increase investment. Addressing a UN summit on development goals, Mr Xi said investment would reach $12bn over the next 15 years. He also said China would cancel debts to the world's least developed nations, including small island nations. Beijing, he added, would assist in 600 overseas projects in the next five years and offer more scholarships.

Acting alone in Syria would be extremely risky for Russia. Putin can ill afford an unsuccessful military operation. Coordination with the U.S. would greatly increase the chances of success. For the U.S., though, an alliance with Putin comes with strings attached: Once Islamic State is defeated, Washington would need to discuss the post-war setup with Moscow, and they have a poor record of agreeing on anything. Also, if Obama retreated on his commitment to bring down Syrian President Bashar al-Assad and agreed to a smooth transition of power in Damascus, he would give Republicans a new pretext to accuse him of weakness.

In the last year there have been devastating Chinese hacks of American computer systems, and the U.S. government has floated the idea of sanctioning China in response. Here's the apparent response: A noticeable downtick in significant hacks of American networks, and news that the U.S. and China are working on a cybersecurity arms deal, ahead of Chinese President Xi Jinping's Thursday arrival in America. The proposed agreement would supposedly prevent either nation from attacking the other's "critical infrastructure" during peacetime.
