The global surveillance programs revealed by Edward Snowden have caused journalists to change how they operate, question what the government knows about them, and consider abandoning investigative reporting, according to a survey from the Pew Research Center. A significant number of the journalists surveyed said they had changed their behavior, whether it’s how they store sensitive files (49 percent), how they communicate with other journalists (29 percent), whether they’ve reached out to a source (13 percent), or pursued a specific story (2 percent). Many are also convinced the government is gathering information about them. Some 64 percent of journalists believed intelligence agencies had “probably collected data” about them. (The other 36 percent, as “InfoSec Taylor Swift” joked, must not read the news.)

Still, there is one important parallel: A U.S. prosecution of Mr. Assange would carry significant downside risks for the United States. The issues at stake were described neatly in a recent policy paper by Google, about government efforts to disrupt the free flow of information on the Internet.
The paper does not mention WikiLeaks; it was widely seen as a broadside against China’s policy of filtering the Internet, after Google’s run-ins with the censors in Beijing. But it contained a useful summary of the different kinds of censorship practiced around the world, including this tactic: “Encouragement of self-censorship through means including surveillance and monitoring, threats of legal action and informal methods of intimidation.”

Espionage Act. Den will Lieberman ausgebaut sehen um Passagen, die es dem US-Justizministerium erleichtern würden, Assange anzuklagen. Er ist gerade beteiligt an gleich zwei Gesetzesvorlagen mit dieser Stoßrichtung.

Und er steht nicht allein damit. Peter King, der designierte neue konservative Vorsitzende des Kongress-Geheimdienstausschusses, legte Ende der Woche die "Securing Human Intelligence and Enforcing Lawful Dissemination Bill" vor - formell H.R.6506, kurz, knackig und sinnfällig aber einfach "Shield" getauft.
Shield ist ein typischer Fall von "Was nicht passt, wird passend gemacht". Die Gesetzesvorlage erweitert die Anti-Spionage-Gesetzgebung um Bestimmungen zum Schutz der Informanten von Militär und Geheimdiensten. Denn das ist einer der stichhaltigsten Vorwürfe gegen Assange und WikiLeaks:

Sollte jetzt eine einstweilige Anordnung ergehen, die Übernahme der Gewährleistung des Bundes für die Notkredite von bis zu 22,4 Milliarden Euro sich später aber als verfassungsrechtlich zulässig erweisen, "drohen der Allgemeinheit schwere Nachteile".
