Stroke deaths in England halved in ten years, study finds | NIHR Oxford Biomedical Research Centre
global burden of disease

The rate of people dying from strokes decreased by 55% in a decade, according to a study published in the BMJ (British Medical Journal).

Researchers from the University of Oxford analysed data from almost 800,000 adults in England admitted to hospital between 2001 and 2010.

The authors said: "Our findings show that most of the reduction in stroke mortality is a result of improved survival of patients with stroke.

"However, acute and long-term management of such patients is expensive, and the NHS is already spending about 5% of its budget on stroke care.

"By focusing on prevention and reducing the occurrence of stroke, major resources can be conserved."

The study found that death rates from strokes decreased across all age groups. In men, overall death rates dropped from 140 per 100,000 people in 2001, to 74 per 100,000 people in 2010, and in women, from 128 per 100,000 to 72 per 100,000.

10 English NHS hospital trusts overspend by £850m | Society | The Guardian
Experts say hospitals cannot keep to budgets because of underfunding and demand
[...] However, trusts should not be blamed for racking up such huge deficits, NHS experts said. Hospitals could not keep to their budget because of government underfunding of the NHS, staff shortages and the fast-rising demand for care rather than profligacy or mismanagement, they stressed.

“The reason hospitals are reporting deficits is very simple: every year since 2010 the amount they have been funded to care for each patient they treat has been cut,” said Sally Gainsbury, a senior policy analyst at the Nuffield Trust health thinktank.
[...] More than 10 trusts had overspends that equated to at least 15% of their 2017-18 budget, Gainsbury said.

Crippling debt ‘linked to depression’ - BBC News
People with mental health issues are three-and-a-half times more likely to be in problem debt than those without such conditions, analysis suggests.

This link was even stronger for certain conditions such as bipolar disorder and depression, the Money and Mental Health Policy Institute said.

It said those with Obsessive Compulsive Disorder (OCD) were six times more likely to have serious money troubles.

It is leading calls for greater protection for those in this situation.

The institute analysed data from the Adult Psychiatric Morbidity Survey, which had responses from 7,500 people in England.

This revealed an estimated 1.5 million people were struggling with mental health and debt issues at the same time.

Is the NHS's long-term plan workable? - BBC News
Bleak picture
Budgets for public health (including prevention) and training of nurses, doctors and other staff have not yet been set out and, if less generous than the NHS settlement, they could affect the ability of the service to deliver the long-term plan, in the view of the report authors.

And what of the short term? The watchdog paints a bleak picture.

The financial health of some trusts, it says, is getting worse.

At the heart of this NHS cash boost lies a dishonesty: tax | Rafael Behr | Opinion | The Guardian
Theresa May’s boast that extra funding won’t involve tax rises should set alarm bells ringing [...] Stevens knows that £20.5bn is a lot, yet not enough. It repairs some of the damage inflicted by austerity – a problem denied for years by ministers who insisted the NHS budget was ring-fenced. That was true in a narrow technical sense. But rising costs and a displaced burden from deep cuts elsewhere imposed an unbearable strain on hospitals and GPs. [...] Phased in over five years, the £20.5bn uplift temporarily restores health spending to something like its pre-austerity trajectory. But it is unclear where the next £20.5bn comes from. Or the £20.5bn after that. The Institute for Fiscal Studies estimates that budgets should rise by 3.3% over 15 years to keep services at their current level. If the ambition is to make them better, the annual increase would be more like 5%, taking health spending to around 10% of national income. That is the level maintained by countries like the Netherlands and Sweden. May has no plan to keep Britain in that league. [...] The dishonest part is making it sound like a self-sustaining process when it is a one-off event.

NHS long-term plan: Focus on prevention 'could save 500,000 lives' - BBC News
MISTAKE. PREVENTION SHOULD BE ON TOP OF THE BUDGET, NOT TAKEN AWAY FROM THE BUDGET. That after the conservatives cut prevention (Public Health)
The government and NHS England are publishing the long-waited 10-year plan for healthcare later today. From what we know so far, it aims to reduce reliance on hospitals, giving them a smaller cut of the overall budget, and puts a greater emphasis on preventing ill health. Ahead of the publication, NHS England confirmed that a third of the extra £20bn a year the NHS will receive by 2023 will be spent on GPs, community care and mental health. Its chief executive, Simon Stevens, called the plan a "practical, costed and phased route map". However, senior doctors have complained that hospitals are facing a "near-on impossible" task over the next few years.

New leadership, same old problems - BBC News
new money won't be seen till next year, new winter crisis is coming for sure, and the wait lists will get even longer. - Health think tanks argue that the 3.4% is really only enough to cope with rising demand, never mind improving care.

Hospital sources point out that the new money won't come to the NHS until next year.

Nothing extra so far has been allocated for this winter and the intense pressure seen in the first months of this year is likely to be repeated.

There is every chance that waiting lists for routine surgery will get longer and accident and emergency performance won't get better.

Even with the £6bn cash boost next year, there are warnings that there won't be any rapid improvement. His instincts will be to tell the service to get on with job with the money it has. But that conviction will be tested in the depths of winter if hospitals are struggling to cope. 'Tax and regulate more to improve health' - BBC News
The independent analysis, produced for the BBC, said the success of the smoking ban and sugary drinks tax should embolden ministers.

The experts also said the fear of the "nanny state" tag was unfounded as polling suggested the public have an appetite for tough action.

It comes after ministers in England unveiled new plans for child obesity.
They pointed out that seven in 10 adults do not meet the recommended guidelines in relation to diet, physical activity, drinking and smoking.

But despite this, polling carried out for the report by Ipsos MORI found that 85% of people believe they have a "great deal of responsibility" for keeping healthy.

The survey of more than 2,000 people in the UK also showed a significant degree of support for taxes and regulation.

Bev Humphrey: ‘The underfunding of the NHS is almost conspiratorial’ | Society | The Guardian
Humphrey believes the health service is now close to breaking point and that government policy is to blame. “The chronic underfunding of the NHS is almost conspiratorial,” she says. “The way it has been starved of money for the last seven years is scandalous. We haven’t got to this decade to find everyone is suddenly iller. I fear the government will turn around in a few years and say, ‘Look, we have given you money and it hasn’t worked – we need a new system.’ I am concerned this would lead to a compulsory insurance model.” It would create a two-tier system, she feels. “The NHS is not only a very efficient service, it’s also clinically excellent. If we move away from that [a service that is free at the point of need] there’s no going back. What you would end up with is very poor quality services for the poorest and those who need it most.”

Unintended consequences: when government health campaigns backfire | Life and style | The Guardian
Meanwhile a second research paper has spotted a flaw in the government’s “responsibility deal” with drinks makers. The industry agreed on reductions in alcohol levels by 2015, but while more low-alcohol products are on offer, things aren’t panning out as expected. Cambridge University researchers have scrutinised how low-alcohol drinks are being promoted by Tesco, Asda, Sainsbury’s and Morrisons and found that consumers are being prompted to buy these beverages in situations where they wouldn’t ordinarily hit the bottle. The drinks are presented as a perfect lunchtime treat, and as healthy options next to pictures of fruit. “Lower-strength wines and beers appear to be marketed not as substitutes for higher-strength products, but as ones that can be consumed on additional occasions with an added implication of healthiness,” wrote the researchers. Make that an “irresponsibility deal” then.

In search of surrogates, foreign couples descend on Ukraine - BBC News
Foreign couples have been coming to this corner of Europe in droves since 2015, when surrogacy hotspots in Asia began closing their industries one-by-one, amid reports of exploitation. Barred from India, Nepal and Thailand, they turned to Ukraine, one of the few places left where surrogacy can still be arranged at a fraction of what it costs in the US.

"We have so many childless couples coming to our country - it's like a conveyor belt," says Ana, who asked for her identity to be protected.

When she was 21, and after some years of hotel work, Ana finally decided to become a surrogate. By then she had a daughter and realised she was eligible. Under Ukrainian law, a surrogate must have a child of their own before carrying someone else's. If you have your own child, you are less likely to become attached to the one you must give away, those who recruit the women say. [...] Europe's capital of surrogacy
Demand for surrogacy in Ukraine "has increased probably 1000% in the last two years alone," says Sam Everingham of Families Through Surrogacy, a Sydney-based charity that advises would-be parents.

The country, he adds, "has found itself almost accidentally as one of the handful of nation states" which allow surrogacy tourism.

Funding the NHS: Is it finally time for a new approach? - BBC News

But, intriguingly, a former top civil servant at the Treasury, Sir Nick Macpherson, has come out in favour of a ring-fenced tax which is renewed every five years.
