Hundreds of foreign doctors mull leaving UK over 'crippling' fees | Society | The Guardian
High cost of visas and other charges is worsening NHS staffing crisis, warn medics
[...] One NHS doctor from India is among those considering going abroad. “Despite the NHS needing additional doctors these policies send the message that doctors on visas are second-class employees, unwanted and completely disposable,” they said. [...] Medics from outside the EU27 want visa charges , which can amount to thousands a year for them and their families, to be cut or scrapped altogether, along with the immigration health surcharge (IHS), which was recently doubled to £400 for every member of an overseas doctor’s family.

self-serving capitalism

Brokenshire’s plan immediately ran into internal opposition when Melanie Dawes, his most senior civil servant, said it was bad value for money for the taxpayer and regressively diverted money to richer parts of the population. Excluded pupils' results 'to be part of league tables' - BBC News
Schools in England will have to stay accountable for pupils they exclude, a government-backed review has said.

It could mean school league table rankings having to include the exam results of pupils who have been excluded and moved elsewhere.

The intention is to stop so-called "off-rolling", where schools remove difficult or low-achieving pupils.

"Exclusion from school should never mean exclusion from education," said review author Edward Timpson.

Education Secretary Damian Hinds, endorsing the report, promised "greater clarity" for schools over the appropriate use of exclusions.

Learning disability 'trapped' in hospitals as NHS target missed - BBC News
Figures for March show that there are at least 2,260 people with learning disabilities or autism staying in hospitals in England - most for around two years, with half being kept in secure wards. [...] But charity Mencap said "hundreds of people with a learning disability who should have been living in the community are still trapped in in-patient settings".

The charity said families were often powerless to get them out and people could be locked up for years on end, instead of being supported in their communities.

Child protection services near crisis as demand rises - BBC News
The Child Welfare Inequalities project concluded deprivation was the largest single factor in families becoming involved in child protection.

In the most deprived areas about one child in every 60 was in care, compared with one in every 660 in the wealthiest areas.

With poorer areas spending more money on those in care, the team also concluded these authorities had seen more cuts to preventative services.

Dangerous liaisons: why syphilis and gonorrhoea have returned to haunt Britain | Society | The Guardian
Clinic appointments fill up in minutes and babies are once again being born with syphilis – what is behind Britain’s sexual health crisis? [...] What makes STI clinics almost uniquely vulnerable compared with other healthcare is that six years ago, the then health secretary Andrew Lansley’s Health and Social Care Act moved the public health budgets that pay for them from the NHS (shielded from austerity) to local councils (which weren’t). Then, to cap it all, George Osborne cut the public health grant to councils by 7.4% in 2015. Almost half of councils in England and Wales now plan to cut sexual health funding, according to a recent BBC survey.

Children’s commissioner seeks more help for young people in vulnerable family situations [...] Government spending on early intervention services for children through local authorities has been reduced by 60% since 2010. The research says investing in these services is cost-effective compared with the expense of putting a child into care, which can be as much as £55,000 a year. Local authorities have said there is a growing crisis in children’s social care caused by increasing numbers of children being taken into care or made subject to child protection plans as a result of the failure to provide early support for families.

Student loans 'heading for trillion pounds' - BBC News
The conversion of means-tested grants into loans has meant that the poorest students end up graduating with the biggest debts, says Lord Forsyth.

And he warns that the current repayment system was more expensive for people in middle income jobs such as nursing, rather than high-paid lawyers or financiers, who would pay off their debts more quickly.

"The people who get screwed by this are those in the middling jobs," says Lord Forsyth.

"This was all done on the basis that it would create a market in higher education - and that has failed, there isn't a market."

Lord Forsyth says that there is no meaningful consumer choice or competition - and he dismissed the system for rating teaching quality in universities, the teaching excellence framework, as a "bit of a joke".
