failure of top-down secularization
Turkey is, after 100 years, a complete failure of top-down secularization. So are Iraq and Syria. You keep pushing religion under the rug, via bureaucrats; it comes back with a vengeance.
Iran has, somewhat, the opposite situation.

The Middle East is now Europe's backyard
We are accustomed to thinking about policy in binary terms - domestic politics on the one hand, foreign affairs on the other.
But as the tragic events in Brussels demonstrate once again, home and away are not so easily separated.
Indeed, in a fundamental sense, the problems of a fragmenting Middle East are fast-becoming Europe's problems too.

Syria conflict: Russia's Putin orders 'main part' of forces out - BBC News
In a surprise move, Russian President Vladimir Putin has ordered his military to start withdrawing the "main part" of its forces in Syria from Tuesday.
He said the Russian intervention had largely achieved its objectives.
The comments come amid fresh peace talks in Geneva aimed at resolving the five-year Syrian conflict. [...] [ Comment: The decision to scale down Russian operations may partly be fuelled by cost, given falling oil prices; it could also be driven by a desire to end Russia's isolation and western sanctions.
But whilst Vladimir Putin has ordered his foreign minister to focus efforts on the political front in Syria, he appears to be hedging his bets. ]

Migrant crisis: Russia and Syria 'weaponising' migration - BBC News
[ positioning, pr, spin ...? ] US Gen Philip Breedlove said they were "weaponising" migration to destabilise and undermine the continent. He also suggested that criminals, extremists and fighters were hiding in the flow of migrants. Migrants are continuing to accumulate in Greece, after Macedonia stopped allowing more than a trickle through. On Wednesday it allowed around 200 Syrian and Iraqi refugees to cross, with thousands still stuck on the Greek side of the border. New figures suggest last year's total of one million seaborne migrants arriving in Europe could be matched well before the end of the year.

Migrants break down Macedonia fence on Greek border - BBC News
Macedonian police have fired tear gas at a crowd of migrants who destroyed a barbed-wire fence on the Greek border using a makeshift battering ram. [...] [ From Commentary: ] But part of the EU's problem is that events on the ground are moving faster than the policies are being implemented. [ Defining moment of Europe. History. And Europe is failing the world. The people of Europe, are failing the world. ] [...] Individual countries like Sweden, Denmark and Belgium have broken ranks and imposed their own border checks. Others have failed to take in refugees. Angela Merkel pointed her finger squarely at Austria, saying its decision to accept just 80 refugees a day had led to today's problems in Greece. Europe's leaders have a chance to restore some unity at another crisis summit in a week's time. But it may be events on Greece's borders that dictate what happens.

Migrant crisis: Nato deploys Aegean people-smuggling patrols - BBC News
Is it becoming a national security? // The announcement followed a request from Turkey, Germany and Greece at a defence ministers' meeting in Brussels. Mr Stoltenberg said the mission would not be about "stopping or pushing back refugee boats". Nato, he said, will contribute "critical information and surveillance to help counter human trafficking". US defence secretary Ashton Carter earlier said that targeting the "criminal syndicate that is exploiting these poor people" would have the greatest humanitarian impact. The decision was made to help Turkey and Greece "manage a human tragedy in a better way than we have managed to do so far," Mr Stoltenberg, Nato Secretary General, said. [...] Nato's Standing Maritime Group 2, which is under German command, will lead the operation in co-operation with Greek and Turkish coastguards. Britain will also contribute troops to a new 6,000-strong force that is intended to act as a deterrent [...] After years of steady military withdrawal from Europe since the end of the cold war, the US last week announced a quadrupling of military spending to $3.4bn (£2.35bn) to increase its presence in Europe as a counter to Russia. The Pentagon has fired the first shot in a new arms race | Mary Dejevsky | Opinion | The Guardian
In a speech in Washington last week, previewing his announcement, Ash Carter said he would ask for spending on US military forces in Europe to be quadrupled in the light of “Russian aggression”. The allocation for combating Islamic State, in contrast, is to be increased by 50%. The message is unambiguous: as viewed from the Pentagon, the threat from Russia has become more alarming, suddenly, even than the menace that is Isis. [...] In the last months of his presidency, this detachment is ending. The additional funds for Europe’s defence are earmarked for new bases and weapons stores in Poland and the Baltic states. Syria refugee crisis: six charts that show how Europe is struggling to respond | World news | The Guardian
Of the 1.2 million asylum applications filed, 356,805 were from Syrian applicants. The number of first-time applicants has grown hugely in the past five years. The increase in the number of people seeking asylum in Europe has been driven primarily by applications from Syria, Afghanistan and Iraq. [...] In Germany, one of the few EU countries to have reported full-year figures for 2015, there were almost 442,000 first-time asylum applications in 2015 alone: over a third of these by Syrians. Going through paperwork takes time, though; the country registered 428,468 Syrian arrivals last year. As a proportion of population, the most applications have been received in Hungary (649 applications per 100,000 population), Sweden (528 per 100,000 population) and Austria (where there were 273 applications per 100,000 population up to the end of November). //&! bit.ly/1o5FdLQ // Cameron Pays Up to keep them away and voters happy - bit.ly/1R3rJf5 &! bit.ly/1Kr9kqZ

Syria conflict: Russia air strikes 'killed 200 civilians' - BBC News
At least 200 civilians have been killed in Russian air strikes in Syria, an Amnesty International report says, quoting witnesses and activists. It says it "researched remotely" more than 25 Russian attacks in five areas between 30 September and 29 November. The findings indicate "serious failures [by Russia] to respect international humanitarian law", Amnesty says. Moscow has repeatedly denied causing civilian deaths, describing such claims as part of "information warfare". Russia began air strikes targeting Islamic State militants (IS) and other groups on 30 September, saying it was acting at the request of Syrian President Bashar al-Assad. Moscow has also been accused of bombing rebel groups opposed to Mr Assad but backed by the West.

Why Cameron's case for Syria airstrikes is highly contentious | Politics | The Guardian
There is no clear strategy, objective or endgame, with one US commander describing the campaign in Syria and Iraq as a stalemate //&! bit.ly/1MT50MH - He claims the terror group has an external operations group dedicated to causing mass casualty attacks around the world. He insists the strikes against Isis will be part of a comprehensive political and diplomatic plan to deny the group space and create the circumstances for an end to the civil war in Syria. The aim, he says, must be to close down ungoverned space. //&! bit.ly/1LBsvrP &! bbc.in/1Nv0ZDO

Turkey releases audio of 'warning' to downed Russia jet - BBC News
Turkish President Recep Tayyip Erdogan has defended the action by the country's military, saying "everyone must respect the right of Turkey to protect its borders". He said he did not want to escalate tensions further. Turkey is a member of Nato. The alliance has backed Turkey's version of events, although it, too, is calling for "diplomacy and de-escalation" to resolve the situation. Russia and Turkey have found themselves on opposing sides in Syria's conflict, with Russia supporting President Assad, while Turkey is a staunch critic. Turkey is part of the US-led coalition against the so-called Islamic State (IS) group. //&! bbc.in/1Ii6VIW //&! Abschuss mit Ansage - bit.ly/1liM42Q //&! UN resolution on IS 'extraordinary step' - BBC News
However, even if peace can be made between government and opposition in Syria, the meeting was united in its determination to carry on the fight against so-called Islamic State (IS) in Syria until its conclusion. The following week the UN Security Council confirmed the IS actions in Syria constituted "a global and unprecedented threat to international peace and security". Indeed, the Council called upon member states which have the capacity to do so to take "all necessary measures" to redouble and co-ordinate their efforts to eradicate the safe haven established by IS in significant parts of Iraq and Syria.

Defence review: PM could send 10,000 troops on to streets - BBC News
Trident - about 31bn // https://en.wikipedia.org/wiki/Deterrence_theory - Up to 10,000 troops could be deployed on to British streets in the event of a Paris-style attack, David Cameron has said, as he announced plans for an extra £12bn for military equipment. The PM also said two 5,000-strong "strike brigades" would be created, as it was revealed the cost of renewing Trident could increase by £6bn. [...] the government's £178bn defence spending plans for the next decade // Comment: The extra £12bn going to the Ministry of Defence of course comes at a cost to other departments. Every penny that goes there has to come from somewhere else, and the depth of the cuts elsewhere will be revealed by George Osborne on Wednesday. Welfare, the police, and support for business are all likely to be hit. [...] what ground forces exist in Syria to take and hold land where IS is destroyed? Billions of pounds of new British military kit can't answer that. [ Drones and Bombs don't replace boots ]
