The new legislation allows the creation of internet fast lanes for "specialized services" and lets ISPs offer so-called "zero-rating" products — i.e. apps and services that don't count toward monthly data allowances — without restrictions. Unraveling Comcast Merger Exposes Weaknesses In Its Powerful Lobbying Arm | TechCrunch
Comcast spent $4.62 million on lobbying in the first quarter of 2015, an increase of 50 percent from its spending in the same quarter last year. But now the cable giant is reportedly walking away with little to show. Much of Comcast’s spending was aimed at ushering through the company’s merger with Time Warner Cable Inc. and preventing the adoption of strict net neutrality rules. Today Bloomberg reported Comcast is dropping the deal. The news came a day after the FCC staff recommended a hearing on the merger, a procedural move that would essentially halt the deal in its tracks.

That’s up from the $14.06 million the company spent on lobbying in 2013, setting a new corporate record for the search giant. Among tech companies, Google led the pack in lobbying expenditures, edging out Comcast which spent $16.80 million. Facebook, Apple, and Amazon also spent more than they ever on lobbying, lining the pockets of politicians and bureaucrats to the tune of $9.34 million, $4.74 million, and $4.11 million, respectively. These figures constituted double-digit increases over the previous year for all three firms.

Verlangsamungen und Blockierung von Internetzugängen werden durch den Entwurf ebenso legalisiert wie verbraucher- und wettbewerbsunfreundliche Praktiken wie das Zero-Rating einzelner Dienste. Rein protokollbasierte Dienste finden überhaupt keine Berücksichtigung. European Union antitrust officials have sent a detailed questionnaire to competitors and customers of Facebook Inc. and message service WhatsApp as they probe the proposed $19 billion acquisition of the latter by the California-based tech giant. EU antitrust officials will try get to the heart of the competitive landscape and understand what separates a social network from a messaging application, according to a questionnaire sent to them, and seen by The Wall Street Journal. Competitors have until Sept. 8 to reply to the questionnaire, which runs to nearly 70 pages and contains in-depth questions on the ease of switching between networks, how easy it is to create new competitors, and how the new social media industry and its apps compete with traditional telecoms services.

In addition to the wide swaths of rural land with few broadband options (again, this uses the outdated definition of 3Mbps or better), many of the most densely populated metro areas in the country — Los Angeles, Atlanta, Miami, Chicago, St. Louis, Seattle, New Orleans, and basically the entire D.C.-Philly-NYC-Boston corridor — have few options for even barely acceptable Internet service. Approving the Comcast/TWC merger will do nothing to change this map. It will only change the name of the company that screws up the billing for the customers in these areas.
