It could mean school league table rankings having to include the exam results of pupils who have been excluded and moved elsewhere.
The intention is to stop so-called "off-rolling", where schools remove difficult or low-achieving pupils.
"Exclusion from school should never mean exclusion from education," said review author Edward Timpson.
Education Secretary Damian Hinds, endorsing the report, promised "greater clarity" for schools over the appropriate use of exclusions.

And Amanda Spielman, the chief inspector, described “off-rolling”, alongside other results-boosting methods, as a scandal.
Our investigation shows that even though the inspectorate recognised this as a national problem going back to 2010, it has not done anything about it.
The research organisation Education Datalab recently published reports on pupils leaving their secondary schools, following an investigation by Education Guardian in 2014. It raised concerns that 20,000 pupils were being lost to state education altogether, with no one knowing where they had gone. The reports do not show whether pupils were encouraged to move or left of their own volition. Those who had disappeared were mostly lower achievers.

Islamic State militants say they are responsible for a blast that killed the governor of Yemen's port city of Aden. Jaafar Mohammed Saad and several aides died when their convoy was hit. IS says it detonated a car laden with explosives as he drove by. The group has established a presence in Yemen since its civil war broke out. It is opposed to the government and Iranian-backed Houthi rebels who have seized much of the country, including the capital Sanaa. Earlier this year, Aden was recaptured by government troops backed by a Saudi-led coalition.

Nach dem Ende des ersten Kalten Krieges haben die Regierungen versäumt, sie weiterzuentwickeln und sich naiv auf der Friedensdividende ausgeruht. Der Krieg in der Ukraine und das russische Abenteuer in Syrien sind die Folge dieses Versagens. Die eigene Sicherheit oder Einflusssphäre auf Kosten anderer erhöhen zu wollen, führt nicht zu mehr, sondern zu weniger Sicherheit und Stabilität. Europa braucht deshalb neue Absprachen über Sicherheit und Zusammenarbeit. Europa braucht ein neues Helsinki.

US President Barack Obama is to set out his "game plan" against Islamic State militants in a speech on Wednesday. Mr Obama, who has been criticised for failing to outline a strategy, told NBC TV the US would degrade IS, shrink their territory and "defeat them". US jets bombed IS targets in western Iraq for the first time on Sunday. Meanwhile, the Arab League has vowed to take "all necessary measures" against IS, which has seized a huge amount of territory from Iraq and Syria. The League gave its backing to a Security Council resolution passed last month calling on member states to stem the flow of weapons and money to extremists in Iraq and Syria. BBC World Service Middle East editor Sebastian Usher says the Arab League's message will hearten Mr Obama, but the question now is whether its members will fully act on it, and act together rather than against each other. [...] Mr Obama went on: "On Wednesday, I'll make a speech and describe what our game plan's going to be going forward."
