That was more than a letter of resignation provided today by Defense Secretary James Mattis. It was a bright red line in American history. [...] Two key points were cited by Mattis as intractable differences that existed between him and the president. First, he stated his strong belief in the alliances on which U.S. foreign policy has depended for three-quarters of a century and which have been serially attacked and eroded by Trump. Next he offered an explicit critique of the actions of Russia and China which he characterized as profoundly threatening on many levels.

“Because you have the right to have a Secretary of Defense whose views are better aligned on these and other subjects, I believe it is right for me to step down from my positions,” Mattis wrote.

Mrs May said the UK's counter-terrorism strategy would be reviewed, as she promised to step up efforts to combat Islamist ideology and work with other countries to prevent the internet being a "safe space" for terrorists.
She said there was "too much tolerance of extremism in our country" and while it would involve "some difficult and embarrassing conversations", that must change. [...] Some analysts see this as a last desperate bid by IS to its supporters, following multiple setbacks in the Middle East where its self-proclaimed caliphate is shrinking fast. However, the ideology of IS is likely to survive those defeats and will continue to fuel terrorist attacks around the world. [...] With three attacks in close proximity, terrorism against soft targets is beginning to feel, to some people, like the new normal.
The brutal reality is that this kind of threat is absolutely typical of what jihadists sought to achieve in all their attacks across Europe.

Torture victims in high court challenge to Home Office over detentions | Law | The Guardian
Seven victims of torture who have been locked up in immigration detention are at the high court, challenging as unlawful a government policy that allows some torture survivors to be imprisoned.

The seven, who include victims of trafficking, a man kidnapped by the Taliban, and two men tortured because of their sexuality, say the government should no longer be able to routinely incarcerate people who have experienced persecution. The charity Medical Justice, which works to improve the health of immigration detainees, is also part of the judicial review challenge.

Hat Anders Breivik etwas falsch verstanden, oder haben wir noch nicht verstanden, dass er gar nicht gegen konkrete Menschen kämpfte, sondern gegen Ideen? Die Amokläufer-Psychologie versagt. In his new book, Irregular War (IB Tauris) , he reflects on Isis, al-Qaida, Boko Haram, Al Shabab, and the Taliban - all separate manifestations, he says, of a new non-state dynamic driving international conflict through asymmetric and hybrid warfare. But their significance is more fundamental. They are part of what Rogers calls “an historical shift towards revolts from the margins”. And such revolts are made more likely by “the widening global socio-economic divide and the onset of climate disruption”. [...] The causes of conflict are many and deep – economic, political, societal, environmental, demographic. [...] “the increasing marginalisation of the majority of the world’s people caused by the workings of the neo-liberal system of international economic activity” which concentrates most of the fruits of economic growth in the hands of a transglobal elite of some 1.5bn people.

Turkish officials: Europe wanted to export extremists to Syria
Officials point to Europeans arriving in Turkey with weapons and on watchlisted passports and say warnings were ignored. Turkish officials have accused European governments of attempting to export their Islamic extremist problem to Syria, saying the EU has failed to secure its own borders or abide by pledges to share intelligence and cooperate in fighting the jihadist threat.

The failures were outlined by Turkish officials to the Guardian through several documented instances of foreign fighters leaving Europe while travelling on passports registered on Interpol watchlists, arriving from European airports with luggage containing weapons and ammunition, and being freed after being deported from Turkey despite warnings that they have links to foreign fighter networks.

Brussels attacks: Belgium admits 'errors' over bomber arrest
Belgium has admitted that it made "errors" relating to one of the Brussels attackers.
Turkey has said it arrested and deported Brahim el-Bakraoui last June, warning Belgium he was a "foreign fighter" - but was "ignored".
The Belgian interior and justice ministers said they had offered to resign over this but added that the prime minister refused to let them.

We are accustomed to thinking about policy in binary terms - domestic politics on the one hand, foreign affairs on the other.
But as the tragic events in Brussels demonstrate once again, home and away are not so easily separated.
Indeed, in a fundamental sense, the problems of a fragmenting Middle East are fast-becoming Europe's problems too.

IS in Europe: The race to the death
The BBC's Panorama programme has seen the transcripts of some important interrogations carried out by France's equivalent of MI5, the DGSI. They reveal valuable details about the tactics used by Abaaoud to train and equip IS fighters in Europe. [...] Nicolas Moreau was one them. He was arrested in 2015 having left Nantes to fight jihad in Syria in 2014.
He, like many IS recruits, was a former petty criminal who had converted to Islam in prison and become disillusioned with life in France.
He told his interrogators he couldn't stand the "injustice" and "couldn't see any future in this country".
He went on to provide valuable information about IS's external operations department known as Amni, meaning "security", that sends hand-picked trained fighters back to Europe to inflict death and destruction on their homelands.
"Each gets 50,000 euros (£40,000) to mount an attack," Moreau said.

In a surprise move, Russian President Vladimir Putin has ordered his military to start withdrawing the "main part" of its forces in Syria from Tuesday.
He said the Russian intervention had largely achieved its objectives.
The comments come amid fresh peace talks in Geneva aimed at resolving the five-year Syrian conflict. The Nigerian-born Christian believes the passenger next to him assumed he was a Muslim and jumped to the conclusion that he may be a terrorist. “That guy doesn’t know me and within two minutes he’s judging me,” he told the Guardian. “Even if I was a Muslim, it was pretty unfair the way I was treated. I don’t think anyone, irrespective of their religion should be treated in such a way. “If we keep on giving into this kind of bigotry and irrational fear, I dare say that the terrorists will have achieved their aim.” [...] But he now fears he is on a terrorist watchlist because when he returned the next day from his business trip, the electronic passport gate did not let him through and he had to speak to an immigration officer before proceeding. “Someone felt I was a terrorist because they saw the word ‘prayer’ on my phone and now I stand in uncertainty about my freedom of movement in and out of the United Kingdom,” he said.

Pando: At what point is the convenience of technology outweighed by the constant stress?
Yesterday, I wrote about new proposals to allow the government to trawl the social media accounts of visa applicants before allowing or denying entry to the US.  Specifically, I wrote about my relief, as a visa-carrying foreign worker, at having deleted my social media accounts last year. For all the myriad reasons the government might declare me unworthy of living here -- particularly under President Trump -- at least an old dumb tweet won’t be one of them. [...] Connected technology was supposed to make our lives easier. And of course it has, in countless ways. But what it doesn’t seem to have done is made our lives less stressful...
