'Deep suspicion' The government has chosen not to legislate to shore up ministers' powers to veto the release of information. BBC political correspondent Ross Hawkins says campaigners, opposition politicians and many journalists regarded the independent review of FOI legislation with deep suspicion, concerned the government wanted to curtail a law that allowed them to reveal embarrassing facts about its failings. Some regular users of the law remain anxious about whether it will be easier for institutions to rule that information requests are too burdensome to be met, he says.

Five cabinet ministers and a minister who attends cabinet are campaigning for Brexit Foreign Secretary Philip Hammond has defended plans to prevent ministers who oppose EU membership from seeing certain government documents. He said the government, which backs EU membership, was not neutral and those who disagreed could draw on specific policy information from other sources. MPs are to question the UK's top civil servant after he issued guidance to withhold "referendum-related" material. One anti-EU minister said retaining documents "can't possibly happen". The government's official policy is that Britain should remain in the EU - and civil servants are duty-bound to support government policies. [...] And farming minister George Eustice said ministers needed "100% access" to material relating to day-day dealings with the EU.

Yesterday, I wrote about new proposals to allow the government to trawl the social media accounts of visa applicants before allowing or denying entry to the US.  Specifically, I wrote about my relief, as a visa-carrying foreign worker, at having deleted my social media accounts last year. For all the myriad reasons the government might declare me unworthy of living here -- particularly under President Trump -- at least an old dumb tweet won’t be one of them. Hunt 'misrepresented' data on 7-day NHS - BBC News
The Labour leader attacked Jeremy Hunt after the BBC revealed the health secretary used academically unverified and unpublished data to back his plans. Last July, in the pay row with junior doctors, Mr Hunt said there were about 6,000 deaths a year because of the lack of "a proper seven-day service". But this assertion was later questioned by academics. Emails show one of the author's of the unpublished paper, which Mr Hunt was using to justify the 6,000 figure, was unhappy with how his study was being used. The Department of Health said mental health care funding overall was rising. In the year to April 2016 the budget for mental health trusts was projected to rise just 0.3%. Of the 53 out of 59 mental health trusts in England which responded to the FOI request, 29 said their budget would be lower this year than last. Najat Vallaud-Belkacem told the Guardian that after last year’s devastating jihadi attacks in Paris, France was overhauling the teaching of secularism and civic values as part of the country’s drive against terrorism and radicalisation. “We have to reappropriate the concept of laïcité [secularism] so we can explain to our young pupils that whatever their faith, they belong to this idea and they’re not excluded. English GP surgeries reach new patient 'breaking point' - BBC News
Large numbers of GP surgeries in England have stopped taking on new patients or have applied to do so, a BBC investigation has found. The British Medical Association (BMA) says many are at "breaking point" as they struggle to fill staff vacancies. At least 100 surgeries applied to NHS England to stop accepting new patients in 2014/15, a Freedom of Information request revealed. NHS England said it was investing £15m to boost the workforce. At the beginning of November, 299 surgeries were indicating on the NHS Choices website - which provides patients with information about surgeries in their local area - that they were not taking on new patients. [...] Analysis of the Freedom of Information data suggests about 46% of the 100 surgeries which applied in 2014/15 were denied permission, or withdrew the request. NHS England says practices will seek approval before closing their lists to new patients.

But in a new YouTube video, West did comment, saying: “I’m not really meant to say anything, but I wanted to just say that I chose between being an objective journalist and being a human being with thoughts and opinions with principles.” He went on: “I shouldn’t have given my opinion on something that was current” but said that at the same time he “couldn’t forget the little boy I was when I was nine or 10 at school and I was being bullied for being camp and being gay”. The video now appears to have been deleted from West’s YouTube page.
