£1bn funding shortfall may force UK care homes to close, says watchdog | Society | The Guardian
Fees paid by cash-strapped councils fail to meet costs of caring for residents, according to Competition and Markets Authority [...] In its report into the £16bn care homes sector, which covers 410,000 residents and stretches across 11,300 homes, the CMA said “urgent action” was needed because the current regime was “not sustainable” without additional funding.

It suggested that people who paid for their own care were being asked to pay more than they should in order to subsidise council-funded residents.

[first NHS Councils blame each other for little progress, now NHS Department withholding funds bc no progress from Council ] But now NHS England is threatening to withhold the cash (one tranche from the Better Care Fund) because the authority is failing to reduce its bed-blocking figures by ensuring care packages are in place. Council leaders say the target – cutting social care-related delayed transfers of care by two-thirds in eight weeks – was unrealistic and set at ‘extremely short notice’. Now they are lobbying the Government on the issue, and working with the local NHS to find alternative ways of paying for the affected services. stop increasing general taxation. increase tax on causes. Verursacherprinzip. // Calls for a similarly tough approach on obesity have not yet been rewarded with a strategy, despite one being due last year and Scotland’s obesity rates amongst the highest in the world, even higher than in the rest of the UK.

Could the protracted legal wrangling with the drinks industry have tempered the Scottish Government’s appetite for imposing tough restrictions on food manufacturers and supermarkets? It will be clearer when the obesity and diet strategy emerges in the winter. [...] One long-awaited strategy which did see the light of day was the new mental health strategy, launched by Maureen Watt in March, but the minister may well have been disappointed in the response.

The document “lacks the ambition and investment that Scotland deserves” said the Scottish Association for Mental Health’s chief executive, Billy Watson.

The question, as with the rest of NHS Scotland’s challenges, is how would it be paid for?

NHS financial problems endemic and no longer sustainable, say auditors | Society | The Guardian
Auditors were particular alarmed by the decision to transfer £950m from the NHS’s budget for buildings and IT to pay staff’s wages. [...] Meg Hillier, the chair of the public accounts committee, said the Department of Health was making “pie in the sky assumptions” about closing that gap. [...] The bodies estimate that trusts and CCGs can make a further £14.9bn of savings by “moderating the growth in demand for healthcare services” and by making 2% productivity and efficiency improvements. NHS £8bn budget plan 'not enough', say hospital bosses - BBC News
Patients in England will see rising waiting times, rationing and cuts in the number of staff unless the NHS gets more money, health bosses say.
A five-year plan to increase the budget by £8bn a year by 2020 was only set out last year, but now hospital bosses have warned that is not enough.
Chris Hopson, of NHS Providers, said the settlement needed to be redrawn.
It comes as the half-year accounts for 2016-17 showed hospitals and other NHS trusts were failing to keep in budget.

Could plans for NHS shake-up collapse? - BBC News
The plans will focus on trying to moderate that demand and treat more patients away from hospitals.
But there has been no denying that some of the plans will see closures of accident and emergency units and hospital wards, concentrating services on fewer sites.

NHS cuts: Why they terrify people in power - BBC News
The King's Fund described clear "anxieties" among ministers and the NHS leadership about the 44 reviews of local services launched this year.
In fact, that was probably diplomatic: they're terrified of how this is all going to play out.
Hence, they have resorted to rather strong-handed techniques to keep the changes under wraps - going as far as to provide advice to local managers about how to avoid answering Freedom of Information questions.

Virgin handed contract to run 200 NHS services as Tories sell off more of our health service - Mirror Online
[ profit from illness ] Hundreds of campaigners, including I, Daniel Blake film director Ken Loach, marched last month against the deal.

Public health nursing and speech and language therapy are also included in the contract. The council said it will have a clause requiring any financial surplus to be reinvested in services.

But Ruth Allen, of the British Association of Social Workers, said: “How long will that last, and how will surpluses be defined?”

She added: “How can they provide sustainable value on public money and highest quality when they need to show dividend returns to shareholders?”
