Dabei hatte kaum jemand mehr so richtig daran geglaubt, dass sich die Parteien dies- und jenseits des Atlantiks nochmal zusammenfinden. Selbst Brasiliens rechtsradikaler Staatschef Jair Bolsonaro geht vorsichtig auf Distanz zu den USA und Donald Trump. So ist das Abkommen auch ein klares Zeichen aus Lateinamerika an den US-Präsidenten, der die Nafta mit Mexiko und Kanada aufgekündigt und dem Nachbarn neue Konditionen aufgedrückt hat. Die Region will weiter offene Märkte und faire Konditionen.

Eine ganze Menge an Produkten werden durch die Richtlinie ab 2021 in der EU verboten sein. Dazu zählen Besteck, Teller, Strohhalme, Wattestäbchen und Getränkerührstäbchen aus Plastik. Ebenso sollen aufgeschäumte Lebensmittel- und Getränkeverpackungen aus Polystyrol untersagt werden. Polystyrol wird etwa bei der Herstellung von Joghurtbechern verwendet.

Foreign accounts can still be kept secret from tax authorities, says report [...] One problem is that not all countries are taking part in the exercise; the US is one of the key players missing. It has committed to sending partial information, but individuals can still hide their identities behind companies.

Austria and Bulgaria do not receive information from the US, the report said, and as of June 2018, at least 43 countries were not committed to implementing the common reporting standard, including Montenegro, Serbia and Ukraine. The report said the easiest way for an EU citizen or company to avoid the automatic exchange of information was to set up bank accounts in one of these countries or in the US using a company name. Another loophole involved countries that offer so-called golden visas to wealthy investors who commit large sums of money in exchange for citizenship.

Israeli spies 'watched Russian agents breach Kaspersky software' - BBC News
Israeli spies looked on as Russian hackers breached Kaspersky cyber-security software two years ago, US media report.
The Russians were allegedly attempting to gather data on US intelligence programs, according to the New York Times and Washington Post.
Israeli agents made the discovery after breaching the software themselves.
Kaspersky has said it was neither involved in nor aware of the situation and denies collusion with authorities.
Last month, the US government decided to stop using the Russian firm's software on its computers.
The Israelis are said to have notified the US, which led to the ban on Kaspersky programs.

Catalan crisis: Spanish court bars MPs' independence move - BBC News
Spain's Constitutional Court has suspended next Monday's session of the Catalan parliament, in a bid to pre-empt a possible push for independence.
The court said such a move would be "a breach of the constitution".

Setting up a powerful euro-zone banking supervisor, a significant move toward closer economic union within the 17-nation currency bloc, was a German condition for its agreement to allow the bloc's bailout fund to recapitalize banks without first lending the money to their host government.

Bypassing governments is meant to help Spain, where worries have mounted that Madrid is becoming overloaded with debt as it tries to shore up its struggling banks.

"There is a pressure to move ahead relatively quickly," said one senior finance official from a euro-zone country. He added that even under the best of circumstances, getting the supervisor up and running would take nine to 12 months.

The government fears that a financial transactions tax – a Tobin or "Robin Hood" tax – would disproportionately penalise the City of London, with traders and banks probably just moving to New York or the far east. "We would lose jobs and revenue," said an official.

But Germany and France support such a move which also enjoys popular backing. A recent Eurobarometer opinion poll showed 61% support for a tax on financial transactions across the EU, including two-thirds of Britons. David Hillman, of the Robin Hood Tax campaign, said: "The British government should wake up and smell the coffee. Other governments are moving ahead with a bank tax, while we are letting our financial sector off the hook."

German policymakers should take a pragmatic look at the situation. On the one hand the only way to save the euro (without forcing out the Mediterraneans) is to make it a transfer union. They would have to absorb enormous long-term costs to support their weaker siblings – either in terms of inflation or simple cash transfers. It would be a slow-motion long-term bail-out of even greater scale than the recent emergency infusions. And even this does not rule out the short-term prospect of default.

The sticking point is politics, but even there the debate is shifting. German politicians are loath to be portrayed as the destroyers of the European project, but this could easily be outweighed by the public reaction when Germans realise what they will have to pony up to keep the ship afloat. The French would be dismayed at the idea – after all the raison d’etre of the euro project was to feed off the German economic “miracle”. And if Germany leaves, does France stay or go?

Er enthält auch die Forderung, mindestens 40 Prozent einer Bonuszahlung dürften frühestens nach fünf Jahren ausgezahlt werden. Barzahlungen sollten auf sechs Prozent der gesamten Bonushöhe begrenzt werden.
Die Position des EU-Parlaments geht über die Forderungen der Regierungen hinaus, die bislang vor konkreten Grenzwerten zurückschrecken. Nötig sei eine echte Reform der Bonuskultur, sagte McCarthy.

Andere Parlamentarier kündigten an, es werde keine Kompromisse geben. Die Frage der Boni sei nicht verhandelbar, sagte der österreichische Christdemokrat Othmar Karas. Die hohen Boni für kurzfristige Risiken seien einer der Gründe der Finanzkrise und müssten deshalb angegangen werden.

Der EU fehlt eine Ergänzung der Geld- durch eine Wirtschaftspolitik. Die hatte ich schon 1989 in meinem Bericht an den Europäischen Rat gefordert, und der stimmte damals auch zu. Aber danach konzentrierte sich alles nur auf die Geldpolitik. Ein Konstruktionsfehler! Hätten wir den europäischen Institutionen die richtigen Kompetenzen gegeben, hätten sie schon zu Beginn der Exzesse an den britischen oder spanischen Immobiliemärkten Alarm schlagen können.

Wirtschaftsregierung?

Die habe ich nie gefordert. Uns fehlt es in der EU doch nicht an Institutionen. Ich wollte mehr Koordination der nationalen Wirtschaftspolitiken. Es gibt ja nicht nur die Wahl zwischen souveränen Staaten mit jeweils eigenen Währungen einerseits und US von Europa andererseits, nach dem Modell der USA etwa. Insofern ist auch die Alternative falsch, die von Krugman & Stiglitz formuliert wird: entweder Zerfall der Euro-Zone oder eine europäische Regierung. Nationalstaaten werden fortbestehen, enger zusammenrücken.

Against this background, we should expect an intensification of the European blame game in the weeks ahead. Greece will complain about the lack of meaningful support from its European neighbors. They, in turn, will point the finger right back, noting the urgent need for Greek austerity. And the IMF will be pulled in all directions, including by those hoping that the institution can engineer an immaculate recovery for Greece.

Ironically, the major issues in this complex case can be summarized by a relatively simple observation: that the solution to Greece’s problems is undermined by the inability of the major players credibly to commit to the required high level of coordination and trust.

It is a classic coordination failure in game theory. Any first mover will become worse off. Indeed, it is in the interest of any single party to wait for others to move first. As a result, no meaningful progress is made, the problems fester, and the risks of a disorderly outcome increase.

Whether devaluation would work, as it did in the 1930s, would depend on how wages reacted. If a sliding currency set off a round of wage increases, as some economists think it would, it would yield no competitive advantage.

That would mean the only practical prospect is for economies to regain their competitiveness against Germany, which has been the low-inflation anchor of the euro, the hard way.

Unless the European Central Bank deliberately relaxed monetary policy to set off a round of inflation—very unlikely—the alternative is for Greece and the other uncompetitive southern economies to embark on wage cuts that pushes inflation lower than Germany's over many years.
