When you consider that the harsher punishments for domestic violence introduced in 2018 suggest a sentence towards the upper limit of “a fine to up to 26 weeks’ custody” for common assault, you have to wonder what fantastical, sadistic metric the DWP has used to calculate sanctions.

Widening inequalities in pay, health and opportunities in the UK are undermining trust in democracy, says an Institute for Fiscal Studies report. [...] The think tank warns of runaway incomes for high earners but rises in "deaths of despair", such as from addiction and suicide, among the poorest.

It warns of risks to "centre-ground" politics from stagnating pay and divides in health and education.

The report says such widening gaps are "making a mockery of democracy".

The Institute for Fiscal Studies (IFS), one of the country's leading research institutes, is launching what it says is the UK's biggest analysis of inequality.

That will be chaired by Nobel Prize-winning economist Prof Sir Angus Deaton.

By the end of his time there he concluded that the “DWP is institutionally and culturally incapable of making the reforms needed to achieve such a shift in outcomes for ill and disabled people, or for ‘harder-to-help’ groups more widely”. [...] The report concludes that while the DWP has been able to help people with minor difficulties into employment, the outcomes are “much poorer when it comes to supporting people with more complex needs”, such as the ill, disabled, older people, those with drug and alcohol problems, ex-prisoners and the homeless. [...] It calls for the DWP to be stripped of responsibility for these hard-to-help groups, with the health department and NHS helping the ill find work, local government taking over Jobcentre Plus, and benefits and pensions delivered by HMRC. The charitable sector could also be given a bigger role. [...] It accuses the department of seeing claimants through a “benefits lens”, in which conditions were placed on their payments as a way of forcing them into work. He warns that the department’s reputation among many groups is now so bad that it may prove impossible and expensive to improve. “A bad reputation is far harder to lose than a good one,” he writes.

From 15 May, new pensioners with partners under 65 can no longer claim pension credit - new pensioners whose partners are younger than the state retirement age of 65 can no longer claim a means-tested top-up called pension credit.

Instead they will be forced to claim the much less generous universal credit alongside their younger partners.

The couple rate of universal credit is £114.81 a week compared with £255.25 for a couple receiving pension credit. This amounts to a potential loss of £7,320 a year.

The suspicion and disrespect for people reliant on benefits even extended to seriously ill and disabled people, who have been treated with such harshness that the United Nations says the government has committed ‘grave and systematic violations’ of their human rights, leading to a ‘human catastrophe’. Almost unbelievably, UC continues this process, with the abolition of both the Severe Disability Premium and the Enhanced Disability Premium, and the slashing of the allowance for a disabled child. So whilst families with a disabled member are more likely than others to be living in poverty, many will be even worse off under UC. (NB For current claimants there is some transitional protection, so please don’t panic).

By 2021, £37bn less will be spent on working-age social security compared with 2010, despite rising prices and living costs, according to estimates produced by the House of Commons library.

Some of the most striking cuts are in disability benefits – personal independence payments (PIP) and employment and support allowance (ESA) – which together will have shrunk by nearly £5bn, or by 10%, since the start of the decade.
