Crews are meant to reach patients who have had cardiac arrests or are not breathing - so-called Red 1 calls - within eight minutes.
But performance data from NHS England for May showed for the 12th month in a row the 75% target has been missed.
The target for Red 2 calls, for other life-threatening cases such as strokes, has not been met since January 2014.
During May, 70.5% of Red 1 calls were met in eight minutes and for Red 2 calls it was 65%.
NHS England blamed the problem on the rising number of calls - there have been nearly 11m in the past year, an increase of 7% on the previous year.

People who have high blood pressure are almost 60% more likely to develop diabetes, according to research on 4.1 million people. The Oxford University study provides the strongest evidence yet of a link between the two conditions. Experts behind the study said more research was needed to see whether using drugs to lower blood pressure would help prevent people developing type 2 diabetes. The Medical Research Council scientists say the findings could lead to new drugs to improve lung function. But not smoking will always be the best option, they say. The scientists also uncovered parts of the genetic code which were more common in smokers than non-smokers. They seem to alter the brain's function and how easily someone can become addicted to nicotine, although that still needs to be confirmed.

Despite healthy eating edicts and government campaigns, they had, in their short lives, already advanced through the obesity categories – obese, severely obese, morbidly obese – and now, at super obese, were more than twice the weight they should be.

Deaths from stroke rose to 1,317 in the three-month period, an increase of 20% on the same period in 2014. Coronary heart disease claimed 2,008 lives, an increase of 12%. The provisional figures from the National Records of Scotland showed there were also 4,072 deaths from cancer during the three months - a rise of 4.2%. "Substantial investment and redesign in cardiology services contributing to a reduction in mortality rates from coronary heart disease by more than 43% in the last 10 years, with stroke deaths down by 41% over the same period." Doctors have called for the introduction of a tax on sugary food and drinks to tackle what they describe as an "obesity epidemic". The Royal College of Physicians of Edinburgh warned that being overweight may now be considered "the norm". It claimed a tax would help fund the "spiralling" healthcare costs associated with the problem. The British Soft Drinks Association (BSDA) insisted that the case is "not compelling". It cited research which suggested a 20% tax would save just four calories per day. Liverpool University chair of clinical epidemiology, Simon Capewell, is due to speak at a conference on the issue in Edinburgh later, entitled: "Obesity: A 21st Century Epidemic". Experts said unhealthy lifestyles were partly to blame for the rise, though the growing population and changes to hospital practice also played a part. Overall the rate of strokes is going down in the UK, however. Researchers say based on their findings strokes should not be considered as a disease of the old. [...] Experts analysed national hospital admission data spanning 2000 to 2014. Trends for people in their 40s and early 50s appeared to be getting worse. In women aged 40-54, there were an extra 1,075 strokes recorded in 2014, compared with 2000. Experts said growing obesity levels, sedentary lives and unhealthy diets - which raise the risks of dangerous blood clots - all played a part. And they argued strokes among this age group had long-lasting personal and financial impacts on individuals and their families, as well as on the economy.

Their research has further revealed that this increase in gut leakiness enhances inflammation as well as the production of a unique protein—alpha-synuclein—both of which are characteristic of this disease. [...] In research headed by Dr. Rongzhen Zhang at the University of California, San Francisco, he and his team discovered that, like the Parkinson’s research had revealed, in ALS there is also an increase in the leakiness of the gut. And again, like in Parkinson’s, their research revealed that this mechanism caused a robust increase in inflammation, a mechanism that has long been known to be associated with ALS. In an editorial in the British Journal of Sports Medicine, three international experts said it was time to "bust the myth" about exercise. They said while activity was a key part of staving off diseases such as diabetes, heart disease and dementia, its impact on obesity was minimal. Instead excess sugar and carbs were key. The experts, including London cardiologist Dr Aseem Malhotra, blamed the food industry for encouraging the belief that exercise could counteract the impact of unhealthy eating. They even likened their tactics as "chillingly similar" to those of Big Tobacco on smoking and said celebratory endorsements of sugary drinks and the association of junk food and sport must end. They said there was evidence that up to 40% of those within a normal weight range will still harbour harmful metabolic abnormalities typically associated with obesity.
