In a surprise move, Russian President Vladimir Putin has ordered his military to start withdrawing the "main part" of its forces in Syria from Tuesday.
He said the Russian intervention had largely achieved its objectives.
The comments come amid fresh peace talks in Geneva aimed at resolving the five-year Syrian conflict. [ positioning, pr, spin ...? ] US Gen Philip Breedlove said they were "weaponising" migration to destabilise and undermine the continent. He also suggested that criminals, extremists and fighters were hiding in the flow of migrants. Migrants are continuing to accumulate in Greece, after Macedonia stopped allowing more than a trickle through. On Wednesday it allowed around 200 Syrian and Iraqi refugees to cross, with thousands still stuck on the Greek side of the border. New figures suggest last year's total of one million seaborne migrants arriving in Europe could be matched well before the end of the year.

Syria conflict: Russia air strikes 'killed 200 civilians' - BBC News
At least 200 civilians have been killed in Russian air strikes in Syria, an Amnesty International report says, quoting witnesses and activists. It says it "researched remotely" more than 25 Russian attacks in five areas between 30 September and 29 November. The findings indicate "serious failures [by Russia] to respect international humanitarian law", Amnesty says. Moscow has repeatedly denied causing civilian deaths, describing such claims as part of "information warfare". Russia began air strikes targeting Islamic State militants (IS) and other groups on 30 September, saying it was acting at the request of Syrian President Bashar al-Assad. Moscow has also been accused of bombing rebel groups opposed to Mr Assad but backed by the West.

The UN Security Council has unanimously adopted a resolution outlining a peace process in Syria. The resolution endorses talks between the Syrian government and opposition in early January, as well as a ceasefire. The Syrian war, which is heading towards its fifth year, has killed more than 250,000 people and displaced millions more, the UN says. However, disagreements remain over the future of Syrian President Bashar al-Assad. The US, UK and France called for his departure, saying he had lost the ability to lead the country.

Despite all the controversy over whether Assad should stay or go, the war would carry on in either case. This is very much a civil war with committed supporters on either side. In the short term Russia wants to stop Isis, and if possible defeat it – though this not likely to happen.

Russia has begun carrying out air strikes in Syria against opponents of President Bashar al-Assad, Moscow has confirmed. The strikes reportedly came in the rebel-controlled area of Hama province. Washington was informed in advance that they were about to take place. Syria's civil war has raged for four years, with armed groups - some of them Islamist, including the Islamic State (IS) group - fighting to overthrow the government. The US and its allies have insisted that President Assad should leave office, while Russia has backed its ally remaining in power. Acting alone in Syria would be extremely risky for Russia. Putin can ill afford an unsuccessful military operation. Coordination with the U.S. would greatly increase the chances of success. For the U.S., though, an alliance with Putin comes with strings attached: Once Islamic State is defeated, Washington would need to discuss the post-war setup with Moscow, and they have a poor record of agreeing on anything. Also, if Obama retreated on his commitment to bring down Syrian President Bashar al-Assad and agreed to a smooth transition of power in Damascus, he would give Republicans a new pretext to accuse him of weakness.

Moderate syrische Rebellen bekommen offenbar Hilfe aus den USA und derTürkei. Eine entsprechende Abmachung haben beide Länder nun unterzeichnet, hieß es aus der amerikanischen Botschaft in Istanbul. Die Hilfe betreffe Ausbildung und Ausrüstung der Kämpfer. Schon im kommenden Monat könne das Training beginnen. Ausgebildet werden sollen hunderte Kämpfer nahe der Stadt Kirsehir. Sie sollen Widerstand gegen die Terrorgruppe "Islamischer Staat" leisten. Türkische Regierungsvertreter sollen auch angedeutet haben, dass die Rebellen sich gegen Baschar al-Assad stellen könnten, berichtet die Nachrichtenagentur AP. Dies gilt bislang als Streitpunkt zwischen der USA und der Türkei.

Das Hauptproblem der beiden Freunde: Uneinigkeiten in Fragen der Syrien-Strategie. So hatte Obama die Terrormilizen des "Islamischen Staates" (IS) Anfang des Jahres noch als Anfängertruppe verspottet, im Sommer dann wurde er von deren Vormarsch überrascht. Das war der Zeitpunkt, als Hagel erklärte, der IS stelle eine "unmittelbare Bedrohung" von US-Interessen dar: "Das geht über alles hinaus, was wir bisher gesehen haben." Der Präsident war düpiert. Im Weißen Haus spotteten sie schon vorher über Hagels "gift of gaffe", sein Talent zum verbalen Ausrutscher. Stets verteidigte Hagel Obamas Direktive, dass US-Kampftruppen im Irak oder in Syrien ausgeschlossen sind. Gleichzeitig aber sagte er, niemand habe "die Illusion, dass Luftschläge allein den IS zerstören könnten". Irgendjemand, so die Botschaft, muss irgendwann Bodentruppen schicken. Nur wer?

So the next time you hear idiots like Senator Lindsey Graham blithering about IS chopping us all up in our beds one of these days, remind him that his favorite ally is so comfy with IS, so contemptuous of IS’s combat ability, that the IDF has coddled an IS outpost right below its most sensitive strategic position on the Golan Heights.
