Hospital 'abused' vulnerable adults in Durham - BBC News
The 17-bed hospital is one of scores of such units in England that provide care for just below 2,300 adults with learning disabilities and autism. [...] Dr Paul Lelliott, deputy chief inspector of hospitals at the CQC, told Panorama: "On this occasion it is quite clear that we did not pick up the abuse that was happening at Whorlton Hall.

"All I can do is apologise deeply to the people concerned."

The Department for Health and Social Care said it treated allegations of abuse with the "utmost seriousness", but could not comment any further because of the police investigation.

Many are detained under the Mental Health Act.


The Panorama findings come eight years after abuse was uncovered at another hospital for people with learning disabilities, Winterbourne View, near Bristol.

After that programme, the then prime minister, David Cameron, promised the mistreatment of patients would never happen again.

San Francsico, CA. Today Attorney Pamela Price representing members of the Coalition for Police Accountability, a broad based group representing Oakland’s diverse communities, filed a Motion to Intervene with federal Judge William H. Orrick in the class action case that arose out of the Riders’ scandal. That case resulted in the Negotiated Settlement Agreement [NSA] which was intended to be a process to reform the Oakland Police Department.

The NSA which was initiated in 2003, was to last no more than five years. Sixteen years and many police chiefs later, the Oakland Police Department still has not been able to comply with the tasks imposed by the court. The City has spent more than $29 million paying the court’s monitor and compliance director plus legal fees to plaintiffs lawyers. Despite this, OPD is backsliding on tasks to complete the agreement.

OPD’s execution style shooting of Joshua Pawlik, a sleeping homeless man, last spring and the resulting botched investigation and cover up by the police chief convinced members of the Coalition that another approach had to be taken to move the department forward. As a result, nine members of the group have joined in the Motion to Intervene at federal court.

McConnell moves to change Senate rules to speed up confirmation of Trump nominees
Senate Majority Leader Mitch McConnell (R-Ky.) is setting up a major fight in the Senate next week over the chamber’s rules, as Republicans plan to deploy a controversial procedural maneuver to speed up consideration of hundreds of lower-level Trump administration nominees.

Agitated by Democrats slowing down consideration of President Trump’s picks, Senate Republicans had drafted a rules change that would significantly cut the time allotted for floor debate on numerous non-Cabinet agency officials and dozens of district court judges who have stalled on Capitol Hill.

As it now stands, a nomination can be debated for a maximum of 30 hours on the Senate floor after senators invoke cloture — a vote that cuts off unlimited debate on a nomination. Under the change proposed by Republicans, those 30 hours would be slashed to two hours for all nominations except for Cabinet choices, nominees for the Supreme Court and appellate courts and some independent boards.

“This is a change the institution needs,” McConnell said Thursday. “This is a reform that every member should embrace: a functional process for building their administrations. Let’s give the American people a government they actually elected.”

McConnell railed against the Democrats, criticizing their “obstruction simply for the sake of obstruction.”

For nearly all of 2016, McConnell blocked the consideration of President Obama’s Supreme Court nominee Merrick Garland, insisting the next president should fill the vacancy.

DHS Secretary Nielsen’s first public hearing before the new Congress was a disaster
At other points, Nielsen dodged questions about her dubious testimony last year that the Trump administration never had a family separation policy, admitted she’s broadly unfamiliar with research indicating kids are traumatized by being separated from their parents, and struggled to explain how the border wall the Trump administration is still pushing for would curtail the flow of smuggled drugs — most of which come through ports of entry.

Tasked with defending the indefensible, Nielsen is in an impossible position. But if Wednesday is any indication, with Democrats now in control of the House and eager to conduct oversight, she’s in for more grueling hearings over the next couple years.
