My fear, however is that this will end up as another Swift Package Manager.

Years since its release, SPM is still a distant 3rd to CocoaPods and Carthage in terms of its capabilities, but its very existence sucked most of the life out of those projects.

I'm OK with Swift having an official formatter.

SwiftFormat and SwiftLint never had a chance of becoming "official" tools due to NiH, and I kind of expected this to happen sooner given the swift-format stub project that's been sitting in the Swift repo for years.

It’s multi-paradigm, one of the least prescriptive languages I know. You can do protocols, OOP, functional, imperative - almost anything you want.
To expect fixed style is like demanding English is spoken with single accent and grammar - total bollocks.
