For two decades, Westminster has used universities as its magic answer for social mobility. Ministers did so with the connivance of highly paid vice-chancellors, and in the process they have trashed much of what was good about British higher education. What should be sites for speculative inquiry and critical thinking have instead turned into businesses that speculate on property deals, criticise academics who aren’t publishing in the right journals – and fail spectacularly to engage with the serious social and economic problems that confront the UK right now. As for the graduates, they largely wind up taking the same place in the queue as their parents – only this time with an expensive certificate detailing their newfound expertise.

Tuesday 24 July 2018. It occurs to me that at the age of nearly 47, I still have absolutely no idea what I want to do with my life. I was rather hoping something would suggest itself.

It doesn’t help that today the PhD students are sent a jargon-splattered 100-page document about the Research Excellence Framework. This is a government initiative designed to make sure (as I understand it) that British universities are doing Good Work with Proven Impact. I can only assume that the main purpose of the REF is to put people off a career in academia.

The irony of acquiring qualifications in English literature is that they give one an increased intolerance of the literature of the workplace.

In your forties, you start to feel like a ghost. Less visible to the swim of things, but able to slip between worlds more easily. And you know more things. I’ve still yet to solve the puzzle of how best to translate my own abilities into a regular minimum wage, but I can tell more easily what paths would be unsuitable.

However, there is an alternative scenario. This is one in which our political leaders and the media and other interests that have supported them own up to the blind alley up which these policies have led us over the past forty years or so. They are prepared to explain to the electorate that you cannot have European levels of public services with American levels of tax (and tax avoidance). They are no longer prepared to put up with the excuses of what is left of UK-owned business for their failure to match international standards of investment (including investment in people) or even the investment record of foreign-owned firms in Britain (at least pre-Brexit).

They are willing for the Government to be more actively engaged in managing economic demand, in combating market concentration, and in promoting and supporting industrial innovation. They work with the EU and other governments to control the offshore and other activities of multinationals and to regulate the cross-border movement of goods, services, capital and people. Above all, they believe in and extol the virtues of public goods, working with civil society organisations like universities to rebuild the public infrastructure and the (now frighteningly decayed) public realm.

This all changed with the removal in 2014 of caps on student numbers. Universities could now compete with each other for students, and market share. The first set of victims have been the post-92 universities, the ex-polytechnics, whose staff are not in the USS pension scheme. Students considering an expensive degree at London Metropolitan University, for example, now found places at King’s College. In London, LMU’s pain has been swiftly followed by that of Westminster University, currently engaged in serial cutbacks of staff.

In this first wave, the USS employers have boomed. Indeed, the Higher Education Statistics Agency reports that sector surpluses rose by a factor of 10 from £158m in 2005/6 to £1.5bn in 2016/17. However, to accommodate the new student numbers, universities needed estate capacity. They started a major programme of investment in new buildings, campuses and student accommodation. To do this they needed to borrow. Whereas some initial loans may have been on favourable terms, as construction costs have increased, institutions have had to borrow on the open market.

Of course, when you borrow in this way you have to declare your assets and your liabilities, including the liability toward the pension fund. It is this new obligation that I believe explains why, in the USS negotiations, UUK employers (led by the most expansionist Russell Group employers) focused on Defined Contribution, rather than, say, a worse Defined Benefit scheme.

"It's kind of like a sensor that's embedded in them, which can be used for tracking them," Ram said of the card. "It's really not designed to track their social interactions, but you can, because you have a timestamp and location information."

Working in partnership with UA Information Technology, Ram gathered and analyzed data on freshman CatCard usage over a three-year period. She then used that data to create large networks mapping which students interacted with one another and how often.

For example, if Student A, on multiple occasions, uses her CatCard at the same location at roughly the same time as Student B, it would suggest a social interaction between the two.

Ram also looked at how students' interactions changed over time, by constructing networks two weeks at a time over a 12-week period.

"There are several quantitative measures you can extract from these networks, like the size of their social circle, and we can analyze changes in these networks to see if their social circle is shrinking or growing, and if the strength of their connections is increasing or decreasing over time," she said.
