Mind the transparency gaps in UK public services (both of them) - Open Contracting Partnership Open Contracting Partnership
The example I gave earlier was not hypothetical. Fire safety surveys by a construction company (Carillion) showing defects in a public-private partnership (PPP) hospital where not subject to the FOI regime as they were deemed not to be held directly by the government body concerned (in this case a National Health Service Trust) but by its contractor (the private PPP entity).

The report cites similar concerns with access to information on fire safety from contracted-out local housing trusts in the wake of the tragic Grenfell Tower fire where flammable cladding fuelled the blaze, killing 72 people.

 report (FOI Good Practice: A survey of London local authorities) also reveals that some councils have special procedures for handling requests likely to attract unwelcome publicity, which are a cause for concern, and identifies errors in some councils’ internal guidance which could lead to requests being wrongly refused.

At this point West Midlands Police said they’d misinterpreted my original request as asking for the exact address (ie road name and street number- which we’d never print anyway — and which I didn’t ask for!). They sent me the date I’d originally asked for (more or less).

Home Office takes years to answer information requests - BBC News
The BBC's request was only answered after the Home Office was instructed to do so by the Information Commissioner, who intervened when we complained that the department had not replied.

The Home Office admits that its delay in some cases has been "unacceptable". In the past it has been censured by the Information Commissioner's Office over its slow handling of FOI applications, which the ICO has described as "extremely lengthy", "particularly severe" and "inexplicable and unjustifiable".

However Elizabeth Denham, the commissioner, faces criticism from openness campaigners for not taking stronger action over these persistent failings. The Campaign for Freedom of Information says "the ICO has been asleep on the job".

Birmingham Mail wins city council Freedom of Information fight - Journalism News from HoldtheFrontPage
In July last year, while the strike was ongoing, Neil asked via a Freedom of Information request to the binmen’s overtime bill and details of disciplinary action against staff, as there had been rumours about issues on the picket lines.

Both requests were rejected by the city council in a response issued on 6 September, two weeks after the regulation 20 working day deadline, with the authority claiming making the information public would disrupt attempts to resolve the dispute.

A challenge to the refusal was later lodged and a reply received in November in which Kate Charlton, the council’s city solicitor and monitoring officer, told the Mail that revealing the information could leave the council at risk of equal pay claims by providing information to claimants and alert more staff to pay disparity, prompting more claims.

Friday lunchtime lecture: The tenacity of building a business from FOI and open data – The ODI
When I started, most local authorities (of 348) refused to publish citing the risk of such data being used to commit crime. I proved, in a number of appeals to the Information Commissioner, that such fears were complete fallacies. To date, ICO has issued 15 decision notices in my favour, compelling local authorities to release vacancy data.

Tax collector HMRC has paid informants nearly £2 million since 2013
HM Revenue and Customs (HMRC) paid £421,460 for information about tax evasion in 2016/17, according to data released in a Freedom of Information request.

HMRC paid £460,433 in 2015/16, which compares to a spike of £605,000 in 2014/15, and to £402,000 in 2013/14.

HMRC declined to say how many informants the figures related to, stating disclosing this information could "prejudice the assessment or collection of any tax or duty or of any imposition of a similar nature," and "endanger the safety of any individual."

It has also previously declined to say how much was recovered using the information.

#FOI story: 100,000 vulnerable people overcharged £400 a year for council tax 
Data from a Freedom of Information request and research by MoneySavingExpert.com revealed that up to 100,000 people eligible for the discount are not receiving it.

As a result they may be being overcharged up to £400 a year and could be due backdated refunds totaling thousands of pounds.

A mystery shopping exercise was conducted by the website across 100 councils and found two thirds of councils were giving out incorrect information about the discount.

The Ideal Candidate

You'll need an ability to come up with shrewd and imaginative ideas for freedom of information requests with the ability to marshal legal and practical arguments well to press for FOI disclosures.  You'll need knowledge of how central and local government and the public sector is organised, and its responsibilities and functions. The ability to use Excel for journalistic purposes is essential, along with an understanding of the range of BBC output and the programme-making process.

Freedom of Information Legislation and Application: Japan and the UK | Reuters Institute for the Study of Journalism
First, British journalists have been using FOI more frequently and aggressively than Japanese journalists. Although some Japanese journalists have tried to improve how they use the FOI, much more effort is needed, including filing appeal procedures effectively.
The second finding is that the oversight body, such as the ICO (Information Commissioner’s Office), and the courts, have worked better and more independently in the UK than in Japan.

Journalists' FoI requests 'more likely to be rejected' - Journalism News from HoldtheFrontPage
FoI campaigners have hit out after Glasgow’s Sunday Herald reported almost half of all requests made to the Scottish Government in the 2015/16 financial year by members of the media were partially or fully refused.

The 47pc rejection rate for journalists compared with 38pc for all requests.

The figures, which were originally obtained by the Scottish Labour Party, showed that in each of the past seven financial years, a greater proportion of FoI requests from journalists were rejected than those from the public as a whole.

Ministers could have to lay bare their private Whitehall diaries after Freedom of Information win
The ground-breaking case marks the first time the courts have considered the public right to see entries contained in a ministerial diary under the Freedom of Information Act 2000.

Transparency campaigners say the case is of importance because the diary covers the time Mr Lansley was working on the Health and Social Care Act and allegedly subjected to extensive lobbying by private healthcare interests.
