Basic Configuration
EITHER:

Specify the caching machine as HTTP Proxy for APT, e.g. putting a line like the following into a file like /etc/apt/apt.conf.d/02proxy:
Acquire::http { Proxy "http://CacheServerIp:3142"; };

This option did not work for me and apparently does not work for a lot of other people.

The option which adds the I. P. address to the front of each entry does work.

In one laptop, you add the ppa to its sources:
