Language functions such as grammar, vocabulary and literal meaning are typically lateralized to the left hemisphere, especially in right handed individuals.[3] While language production is left-lateralized in up to 90% of right-handers, it is more bilateral, or even right-lateralized, in approximately 50% of left-handers.[4]

Broca's area and Wernicke's area, two areas associated with the production of speech, are located in the left cerebral hemisphere for about 95% of right-handers, but about 70% of left-handers.[5]:69

Auditory and visual processing
The processing of visual and auditory stimuli, spatial manipulation, facial perception, and artistic ability are represented bilaterally.[4] Numerical estimation, comparison and online calculation depend on bilateral parietal regions[6][7] while exact calculation and fact retrieval are associated with left parietal regions, perhaps due to their ties to linguistic processing.[6][7]


Depression is linked with a hyperactive right hemisphere, with evidence of selective involvement in "processing negative emotions, pessimistic thoughts and unconstructive thinking styles", as well as vigilance, arousal and self-reflection, and a relatively hypoactive left hemisphere, "specifically involved in processing pleasurable experiences" and "relatively more involved in decision-making processes".

In The Master and His Emissary, Iain McGilchrist writes that a creature like a bird needs two types of consciousness simultaneously. It needs to be able to focus on something specific, such as pecking at food, while it also needs to keep an eye out for predators which requires a more general awareness of environment.

These are quite different activities. The Left Hemisphere (LH) is adapted for a narrow focus. The Right Hemisphere (RH) for the broad. The brains of human beings have the same division of function.

The LH governs the right side of the body, the RH, the left side. With birds, the left eye (RH) looks for predators, the right eye (LH) focuses on food and specifics. Since danger can take many forms and is unpredictable, the RH has to be very open-minded.

The LH is for narrow focus, the explicit, the familiar, the literal, tools, mechanism/machines and the man-made. The broad focus of the RH is necessarily more vague and intuitive and handles the anomalous, novel, metaphorical, the living and organic. The LH is high resolution but narrow, the RH low resolution but broad.

The LH exhibits unrealistic optimism and self-belief. The RH has a tendency towards depression and is much more realistic about a person’s own abilities. LH has trouble following narratives because it has a poor sense of “wholes.” In art it favors flatness, abstract and conceptual art, black and white rather than color, simple geometric shapes and multiple perspectives all shoved together, e.g., cubism. Particularly RH paintings emphasize vistas with great depth of field and thus space and time,[1] emotion, figurative painting and scenes related to the life world. In music, LH likes simple, repetitive rhythms. The RH favors melody, harmony and complex rhythms.


Schizophrenia is a disease of extreme LH emphasis. Since empathy is RH and the ability to notice emotional nuance facially, vocally and bodily expressed, schizophrenics tend to be paranoid and are often convinced that the real people they know have been replaced by robotic imposters. This is at least partly because they lose the ability to intuit what other people are thinking and feeling – hence they seem robotic and suspicious.

Oswald Spengler’s The Decline of the West as well as McGilchrist characterize the West as awash in phenomena associated with an extreme LH emphasis. Spengler argues that Western civilization was originally much more RH (to use McGilchrist’s categories) and that all its most significant artistic (in the broadest sense) achievements were triumphs of RH accentuation.

The RH is where novel experiences and the anomalous are processed and where mathematical, and other, problems are solved. The RH is involved with the natural, the unfamiliar, the unique, emotions, the embodied, music, humor, understanding intonation and emotional nuance of speech, the metaphorical, nuance, and social relations. It has very little speech, but the RH is necessary for processing all the nonlinguistic aspects of speaking, including body language. Understanding what someone means by vocal inflection and facial expressions is an intuitive RH process rather than explicit.


RH is very much the center of lived experience; of the life world with all its depth and richness. The RH is “the master” from the title of McGilchrist’s book. The LH ought to be no more than the emissary; the valued servant of the RH. However, in the last few centuries, the LH, which has tyrannical tendencies, has tried to become the master. The LH is where the ego is predominantly located. In split brain patients where the LH and the RH are surgically divided (this is done sometimes in the case of epileptic patients) one hand will sometimes fight with the other. In one man’s case, one hand would reach out to hug his wife while the other pushed her away. One hand reached for one shirt, the other another shirt. Or a patient will be driving a car and one hand will try to turn the steering wheel in the opposite direction. In these cases, the “naughty” hand is usually the left hand (RH), while the patient tends to identify herself with the right hand governed by the LH. The two hemispheres have quite different personalities.

The connection between LH and ego can also be seen in the fact that the LH is competitive, contentious, and agonistic. It wants to win. It is the part of you that hates to lose arguments.

Using the metaphor of Chaos and Order, the RH deals with Chaos – the unknown, the unfamiliar, the implicit, the emotional, the dark, danger, mystery. The LH is connected with Order – the known, the familiar, the rule-driven, the explicit, and light of day. Learning something means to take something unfamiliar and making it familiar. Since the RH deals with the novel, it is the problem-solving part. Once understood, the results are dealt with by the LH. When learning a new piece on the piano, the RH is involved. Once mastered, the result becomes a LH affair. The muscle memory developed by repetition is processed by the LH. If errors are made, the activity returns to the RH to figure out what went wrong; the activity is repeated until the correct muscle memory is developed in which case it becomes part of the familiar LH.

Science is an attempt to find Order. It would not be necessary if people lived in an entirely orderly, explicit, known world. The lived context of science implies Chaos. Theories are reductive and simplifying and help to pick out salient features of a phenomenon. They are always partial truths, though some are more partial than others. The alternative to a certain level of reductionism or partialness would be to simply reproduce the world which of course would be both impossible and unproductive. The test for whether a theory is sufficiently non-partial is whether it is fit for purpose and whether it contributes to human flourishing.


Analytic philosophers pride themselves on trying to do away with vagueness. To do so, they tend to jettison context which cannot be brought into fine focus. However, in order to understand things and discern their meaning, it is necessary to have the big picture, the overview, as well as the details. There is no point in having details if the subject does not know what they are details of. Such philosophers also tend to leave themselves out of the picture even when what they are thinking about has reflexive implications. John Locke, for instance, tried to banish the RH from reality. All phenomena having to do with subjective experience he deemed unreal and once remarked about metaphors, a RH phenomenon, that they are “perfect cheats.” Analytic philosophers tend to check the logic of the words on the page and not to think about what those words might say about them. The trick is for them to recognize that they and their theories, which exist in minds, are part of reality too.

The RH test for whether someone actually believes something can be found by examining his actions. If he finds that he must regard his own actions as free, and, in order to get along with other people, must also attribute free will to them and treat them as free agents, then he effectively believes in free will – no matter his LH theoretical commitments.


We do not know the origin of life. We do not know how or even if consciousness can emerge from matter. We do not know the nature of 96% of the matter of the universe. Clearly all these things exist. They can provide the subject matter of theories but they continue to exist as theorizing ceases or theories change. Not knowing how something is possible is irrelevant to its actual existence. An inability to explain something is ultimately neither here nor there.

If thought begins and ends with the LH, then thinking has no content – content being provided by experience (RH), and skepticism and nihilism ensue. The LH spins its wheels self-referentially, never referring back to experience. Theory assumes such primacy that it will simply outlaw experiences and data inconsistent with it; a profoundly wrong-headed approach.


Gödel’s Theorem proves that not everything true can be proven to be true. This means there is an ineradicable role for faith, hope and intuition in every moderately complex human intellectual endeavor. There is no one set of consistent axioms from which all other truths can be derived.

Society of Mind - Wikipedia
A core tenet of Minsky's philosophy is that "minds are what brains do". The society of mind theory views the human mind and any other naturally evolved cognitive systems as a vast society of individually simple processes known as agents. These processes are the fundamental thinking entities from which minds are built, and together produce the many abilities we attribute to minds. The great power in viewing a mind as a society of agents, as opposed to the consequence of some basic principle or some simple formal system, is that different agents can be based on different types of processes with different purposes, ways of representing knowledge, and methods for producing results.

This idea is perhaps best summarized by the following quote:

Brain networks are expected to be modular. However, existing techniques for estimating a network’s modules make it difficult to assess the influence of organizational principles such as wiring cost reduction on the detected modules. Here we present a modification of an existing module detection algorithm that allowed us to focus on connections that are unexpected under a cost-reduction wiring rule and to identify modules from among these connections. We applied this technique to anatomical brain networks and showed that the modules we detected differ from those detected using the standard technique. We demonstrated that these novel modules are spatially distributed, exhibit unique functional fingerprints, and overlap considerably with rich clubs, giving rise to an alternative and complementary interpretation of the functional roles of specific brain regions. Finally, we demonstrated that, using the modified module detection approach, we can detect modules in a developmental dataset that track normative patterns of maturation. Collectively, these findings support the hypothesis that brain networks are composed of modules and provide additional insight into the function of those modules.

I seem to disagree with most people working on artificial intelligence (AI) risk. While with them I expect rapid change once AI is powerful enough to replace most all human workers, I expect this change to be spread across the world, not concentrated in one main localized AI system. The efforts of AI risk folks to design AI systems whose values won’t drift might stop global AI value drift if there is just one main AI system. But doing so in a world of many AI systems at similar abilities levels requires strong global governance of AI systems, which is a tall order anytime soon. Their continued focus on preventing single system drift suggests that they expect a single main AI system.

The main reason that I understand to expect relatively local AI progress is if AI progress is unusually lumpy, i.e., arriving in unusually fewer larger packages rather than in the usual many smaller packages. If one AI team finds a big lump, it might jump way ahead of the other teams.

However, we have a vast literature on the lumpiness of research and innovation more generally, which clearly says that usually most of the value in innovation is found in many small innovations. We have also so far seen this in computer science (CS) and AI. Even if there have been historical examples where much value was found in particular big innovations, such as nuclear weapons or the origin of humans.

Apparently many people associated with AI risk, including the star machine learning (ML) researchers that they often idolize, find it intuitively plausible that AI and ML progress is exceptionally lumpy. Such researchers often say, “My project is ‘huge’, and will soon do it all!” A decade ago my ex-co-blogger Eliezer Yudkowsky and I argued here on this blog about our differing estimates of AI progress lumpiness. He recently offered Alpha Go Zero as evidence of AI lumpiness:


In this post, let me give another example (beyond two big lumps in a row) of what could change my mind. I offer a clear observable indicator, for which data should have available now: deviant citation lumpiness in recent ML research. One standard measure of research impact is citations; bigger lumpier developments gain more citations that smaller ones. And it turns out that the lumpiness of citations is remarkably constant across research fields! See this March 3 paper in Science:

All of which makes it look like I’m the one with the problem; everyone else gets it. Even so, I’m gonna try to explain my problem again, in the hope that someone can explain where I’m going wrong. Here goes.

“Intelligence” just means an ability to do mental/calculation tasks, averaged over many tasks. I’ve always found it plausible that machines will continue to do more kinds of mental tasks better, and eventually be better at pretty much all of them. But what I’ve found it hard to accept is a “local explosion.” This is where a single machine, built by a single project using only a tiny fraction of world resources, goes in a short time (e.g., weeks) from being so weak that it is usually beat by a single human with the usual tools, to so powerful that it easily takes over the entire world. Yes, smarter machines may greatly increase overall economic growth rates, and yes such growth may be uneven. But this degree of unevenness seems implausibly extreme. Let me explain.

If we count by economic value, humans now do most of the mental tasks worth doing. Evolution has given us a brain chock-full of useful well-honed modules. And the fact that most mental tasks require the use of many modules is enough to explain why some of us are smarter than others. (There’d be a common “g” factor in task performance even with independent module variation.) Our modules aren’t that different from those of other primates, but because ours are different enough to allow lots of cultural transmission of innovation, we’ve out-competed other primates handily.

We’ve had computers for over seventy years, and have slowly build up libraries of software modules for them. Like brains, computers do mental tasks by combining modules. An important mental task is software innovation: improving these modules, adding new ones, and finding new ways to combine them. Ideas for new modules are sometimes inspired by the modules we see in our brains. When an innovation team finds an improvement, they usually sell access to it, which gives them resources for new projects, and lets others take advantage of their innovation.


In Bostrom’s graph above the line for an initially small project and system has a much higher slope, which means that it becomes in a short time vastly better at software innovation. Better than the entire rest of the world put together. And my key question is: how could it plausibly do that? Since the rest of the world is already trying the best it can to usefully innovate, and to abstract to promote such innovation, what exactly gives one small project such a huge advantage to let it innovate so much faster?


In fact, most software innovation seems to be driven by hardware advances, instead of innovator creativity. Apparently, good ideas are available but must usually wait until hardware is cheap enough to support them.

Yes, sometimes architectural choices have wider impacts. But I was an artificial intelligence researcher for nine years, ending twenty years ago, and I never saw an architecture choice make a huge difference, relative to other reasonable architecture choices. For most big systems, overall architecture matters a lot less than getting lots of detail right. Researchers have long wandered the space of architectures, mostly rediscovering variations on what others found before.

Some hope that a small project could be much better at innovation because it specializes in that topic, and much better understands new theoretical insights into the basic nature of innovation or intelligence. But I don’t think those are actually topics where one can usefully specialize much, or where we’ll find much useful new theory. To be much better at learning, the project would instead have to be much better at hundreds of specific kinds of learning. Which is very hard to do in a small project.

What does Bostrom say? Alas, not much. He distinguishes several advantages of digital over human minds, but all software shares those advantages. Bostrom also distinguishes five paths: better software, brain emulation (i.e., ems), biological enhancement of humans, brain-computer interfaces, and better human organizations. He doesn’t think interfaces would work, and sees organizations and better biology as only playing supporting roles.


Similarly, while you might imagine someday standing in awe in front of a super intelligence that embodies all the power of a new age, superintelligence just isn’t the sort of thing that one project could invent. As “intelligence” is just the name we give to being better at many mental tasks by using many good mental modules, there’s no one place to improve it. So I can’t see a plausible way one project could increase its intelligence vastly faster than could the rest of the world.

Futurists have argued for years about whether the development of AGI will look more like a breakthrough within a small group (“fast takeoff”), or a continuous acceleration distributed across the broader economy or a large firm (“slow takeoff”).

I currently think a slow takeoff is significantly more likely. This post explains some of my reasoning and why I think it matters. Mostly the post lists arguments I often hear for a fast takeoff and explains why I don’t find them compelling.

(Note: this is not a post about whether an intelligence explosion will occur. That seems very likely to me. Quantitatively I expect it to go along these lines. So e.g. while I disagree with many of the claims and assumptions in Intelligence Explosion Microeconomics, I don’t disagree with the central thesis or with most of the arguments.)

The Coming Technological Singularity
Within thirty years, we will have the technological
means to create superhuman intelligence. Shortly after,
the human era will be ended.

Is such progress avoidable? If not to be avoided, can
events be guided so that we may survive? These questions
are investigated. Some possible answers (and some further
dangers) are presented.

_What is The Singularity?_

The acceleration of technological progress has been the central
feature of this century. I argue in this paper that we are on the edge
of change comparable to the rise of human life on Earth. The precise
cause of this change is the imminent creation by technology of
entities with greater than human intelligence. There are several means
by which science may achieve this breakthrough (and this is another
reason for having confidence that the event will occur):
o The development of computers that are "awake" and
superhumanly intelligent. (To date, most controversy in the
area of AI relates to whether we can create human equivalence
in a machine. But if the answer is "yes, we can", then there
is little doubt that beings more intelligent can be constructed
shortly thereafter.
o Large computer networks (and their associated users) may "wake
up" as a superhumanly intelligent entity.
o Computer/human interfaces may become so intimate that users
may reasonably be considered superhumanly intelligent.
o Biological science may find ways to improve upon the natural
human intellect.

The first three possibilities depend in large part on
improvements in computer hardware. Progress in computer hardware has
followed an amazingly steady curve in the last few decades [16]. Based
largely on this trend, I believe that the creation of greater than
human intelligence will occur during the next thirty years. (Charles
Platt [19] has pointed out the AI enthusiasts have been making claims
like this for the last thirty years. Just so I'm not guilty of a
relative-time ambiguity, let me more specific: I'll be surprised if
this event occurs before 2005 or after 2030.)

What are the consequences of this event? When greater-than-human
intelligence drives progress, that progress will be much more rapid.
In fact, there seems no reason why progress itself would not involve
the creation of still more intelligent entities -- on a still-shorter
time scale. The best analogy that I see is with the evolutionary past:
Animals can adapt to problems and make inventions, but often no faster
than natural selection can do its work -- the world acts as its own
simulator in the case of natural selection. We humans have the ability
to internalize the world and conduct "what if's" in our heads; we can
solve many problems thousands of times faster than natural selection.
Now, by creating the means to execute those simulations at much higher
speeds, we are entering a regime as radically different from our human
past as we humans are from the lower animals.

Antinomia Imediata – experiments in a reaction from the left
So, what is the Left Reaction? First of all, it’s reaction: opposition to the modern rationalist establishment, the Cathedral. It opposes the universalist Jacobin program of global government, favoring a fractured geopolitics organized through long-evolved complex systems. It’s profoundly anti-socialist and anti-communist, favoring market economy and individualism. It abhors tribalism and seeks a realistic plan for dismantling it (primarily informed by HBD and HBE). It looks at modernity as a degenerative ratchet, whose only way out is intensification (hence clinging to crypto-marxist market-driven acceleration).

How come can any of this still be in the *Left*? It defends equality of power, i.e. freedom. This radical understanding of liberty is deeply rooted in leftist tradition and has been consistently abhored by the Right. LRx is not democrat, is not socialist, is not progressist and is not even liberal (in its current, American use). But it defends equality of power. It’s utopia is individual sovereignty. It’s method is paleo-agorism. The anti-hierarchy of hunter-gatherer nomads is its understanding of the only realistic objective of equality.


In more cosmic terms, it seeks only to fulfill the Revolution’s side in the left-right intelligence pump: mutation or creation of paths. Proudhon’s antinomy is essentially about this: the collective force of the socius, evinced in moral standards and social organization vs the creative force of the individuals, that constantly revolutionize and disrupt the social body. The interplay of these forces create reality (it’s a metaphysics indeed): the Absolute (socius) builds so that the (individualistic) Revolution can destroy so that the Absolute may adapt, and then repeat. The good old formula of ‘solve et coagula’.

Ultimately, if the Neoreaction promises eternal hell, the LRx sneers “but Satan is with us”.

Liberty is to be understood as the ability and right of all sentient beings to dispose of their persons and the fruits of their labor, and nothing else, as they see fit. This stems from their self-awareness and their ability to control and choose the content of their actions.


Equality is to be understood as the state of no imbalance of power, that is, of no subjection to another sentient being. This stems from their universal ability for empathy, and from their equal ability for reason.


It is important to notice that, contrary to usual statements of these two principles, my standpoint is that Liberty and Equality here are not merely compatible, meaning they could coexist in some possible universe, but rather they are two sides of the same coin, complementary and interdependent. There can be NO Liberty where there is no Equality, for the imbalance of power, the state of subjection, will render sentient beings unable to dispose of their persons and the fruits of their labor[1], and it will limit their ability to choose over their rightful jurisdiction. Anderson: You have argued that we underrate existential risks because of a particular kind of bias called observation selection effect. Can you explain a bit more about that?

Bostrom: The idea of an observation selection effect is maybe best explained by first considering the simpler concept of a selection effect. Let's say you're trying to estimate how large the largest fish in a given pond is, and you use a net to catch a hundred fish and the biggest fish you find is three inches long. You might be tempted to infer that the biggest fish in this pond is not much bigger than three inches, because you've caught a hundred of them and none of them are bigger than three inches. But if it turns out that your net could only catch fish up to a certain length, then the measuring instrument that you used would introduce a selection effect: it would only select from a subset of the domain you were trying to sample.

Now that's a kind of standard fact of statistics, and there are methods for trying to correct for it and you obviously have to take that into account when considering the fish distribution in your pond. An observation selection effect is a selection effect introduced not by limitations in our measurement instrument, but rather by the fact that all observations require the existence of an observer. This becomes important, for instance, in evolutionary biology. For instance, we know that intelligent life evolved on Earth. Naively, one might think that this piece of evidence suggests that life is likely to evolve on most Earth-like planets. But that would be to overlook an observation selection effect. For no matter how small the proportion of all Earth-like planets that evolve intelligent life, we will find ourselves on a planet that did. Our data point-that intelligent life arose on our planet-is predicted equally well by the hypothesis that intelligent life is very improbable even on Earth-like planets as by the hypothesis that intelligent life is highly probable on Earth-like planets. When it comes to human extinction and existential risk, there are certain controversial ways that observation selection effects might be relevant.

Unaligned optimization processes as a general problem for society
TL;DR: There are lots of systems in society which seem to fit the pattern of “the incentives for this system are a pretty good approximation of what we actually want, so the system produces good results until it gets powerful, at which point it gets terrible results.”


Here are some more places where this idea could come into play:

- Marketing—humans try to buy things that will make our lives better, but our process for determining this is imperfect. A more powerful optimization process produces extremely good advertising to sell us things that aren’t actually going to make our lives better.
- Politics—we get extremely effective demagogues who pit us against our essential good values.
- Lobbying—as industries get bigger, the optimization process to choose great lobbyists for industries gets larger, but the process to make regulators robust doesn’t get correspondingly stronger. So regulatory capture gets worse and worse. Rent-seeking gets more and more significant.
- Online content—in a weaker internet, sites can’t be addictive except via being good content. In the modern internet, people can feel addicted to things that they wish they weren’t addicted to. We didn’t use to have the social expertise to make clickbait nearly as well as we do it today.
- News—Hyperpartisan news sources are much more worth it if distribution is cheaper and the market is bigger. News sources get an advantage from being truthful, but as society gets bigger, this advantage gets proportionally smaller.


For these reasons, I think it’s quite plausible that humans are fundamentally unable to have a “good” society with a population greater than some threshold, particularly if all these people have access to modern technology. Humans don’t have the rigidity to maintain social institutions in the face of that kind of optimization process. I think it is unlikely but possible (10%?) that this threshold population is smaller than the current population of the US, and that the US will crumble due to the decay of these institutions in the next fifty years if nothing totally crazy happens.

What are the Laws of Biology?
The core finding of systems biology is that only a very small subset of possible network motifs is actually used and that these motifs recur in all kinds of different systems, from transcriptional to biochemical to neural networks. This is because only those arrangements of interactions effectively perform some useful operation, which underlies some necessary function at a cellular or organismal level. There are different arrangements for input summation, input comparison, integration over time, high-pass or low-pass filtering, negative auto-regulation, coincidence detection, periodic oscillation, bistability, rapid onset response, rapid offset response, turning a graded signal into a sharp pulse or boundary, and so on, and so on.

These are all familiar concepts and designs in engineering and computing, with well-known properties. In living organisms there is one other general property that the designs must satisfy: robustness. They have to work with noisy components, at a scale that’s highly susceptible to thermal noise and environmental perturbations. Of the subset of designs that perform some operation, only a much smaller subset will do it robustly enough to be useful in a living organism. That is, they can still perform their particular functions in the face of noisy or fluctuating inputs or variation in the number of components constituting the elements of the network itself.

“It could turn ugly”: Selective disclosure of attitudes in political discussion networks - ScienceDirect
We find Americans are more likely to share their opinions with friends and family rather than co-workers and they are more likely to share their opinions on more salient topics. More importantly, they withhold their political attitudes specifically from those with whom they disagree in an attempt to avoid conflict. This produces the experience of highly homogeneous social contexts, in which only liberal or conservative views are voiced, while dissent remains silent, and oftentimes goes unacknowledged. This experience is not the result of homogeneous social contexts but the appearance of them. Paradoxically, the mechanism of selective disclosure, whose goal is to prevent conflict at the micro-level, might lead to the perception of greater division in the larger society.

Climate Risk, Cooperation, and the Co-Evolution of Culture and Institutions∗
We test this hypothesis for Europe combining high-resolution climate data for the period 1500-2000 with survey data at the sub-national level. We find that regions with higher inter-annual variability in precipitation and temperature display higher levels of trust. This effect is driven by variability in the growing season months, and by historical rather than recent variability. Regarding possible mechanisms, we show that regions with more variable climate were more closely connected to the Medieval trade network, indicating a higher propensity to engage in inter-community exchange. We also find that these regions were more likely to adopt participatory political institutions earlier on, and are characterized by a higher quality of local governments still today. Our results suggest that, by favoring the emergence of mutually-reinforcing norms and institutions, exposure to environmental risk had a long-lasting impact on human cooperation.

The weirdest people in the world?
Abstract: Behavioral scientists routinely publish broad claims about human psychology and behavior in the world’s top journals based on samples drawn entirely from Western, Educated, Industrialized, Rich, and Democratic (WEIRD) societies. Researchers – often implicitly – assume that either there is little variation across human populations, or that these “standard subjects” are as representative of the species as any other population. Are these assumptions justified? Here, our review of the comparative database from across the behavioral sciences suggests both that there is substantial variability in experimental results across populations and that WEIRD subjects are particularly unusual compared with the rest of the species – frequent outliers. The domains reviewed include visual perception, fairness, cooperation, spatial reasoning, categorization and inferential induction, moral reasoning, reasoning styles, self-concepts and related motivations, and the heritability of IQ. The findings suggest that members of WEIRD societies, including young children, are among the least representative populations one could find for generalizing about humans. Many of these findings involve domains that are associated with fundamental aspects of psychology, motivation, and behavior – hence, there are no obvious a priori grounds for claiming that a particular behavioral phenomenon is universal based on sampling from a single subpopulation. Overall, these empirical patterns suggests that we need to be less cavalier in addressing questions of human nature on the basis of data drawn from this particularly thin, and rather unusual, slice of humanity. We close by proposing ways to structurally re-organize the behavioral sciences to best tackle these challenges.

There are many similar cases: Jefferson vs Buffon on the wimpiness of North American mammals (as a reader pointed out),  biologists defending the prowess of marsupials in Australia (a losing proposition) , etc.

- Dictatorships all through history have attempted to suppress freedom of the press and freedom of speech. Why is this? Are they just very sensitive? On the other side, the leaders of the Enlightenment fought for freedom of speech, and would not budge an inch against this principle.
- When two people are on a date and want to sleep with each other, the conversation will often move towards but never explicitly discuss having sex. The two may discuss going back to the place of one of theirs, with a different explicit reason discussed (e.g. "to have a drink"), even if both want to have sex.
- Throughout history, communities have had religious rituals that look very similar. Everyone in the village has to join in. There are repetitive songs, repetitive lectures on the same holy books, chanting together. Why, of all the possible community events (e.g. dinner, parties, etc) is this the most common type?
What these three things have in common, is common knowledge - or at least, the attempt to create it.


Common knowledge is often much easier to build in small groups - in the example about getting off the bus, the two need only to look at each other, share a nod, and common knowledge is achieved. Building common knowledge between hundreds or thousands of people is significantly harder, and the fact that religion has such a significant ability to do so is why it has historically had so much connection to politics.

Trust in Large Organizations
We argue that trust should be particularly important for the performance of large organizations. In a cross-section of countries, evidence on government performance, participation in civic and professional societies, importance of large firms, and the performance of social institutions more generally supports this hypothesis. Moreover, trust is lower in countries with dominant hierarchical religions, which may have deterred networks of cooperation trust hold up remarkably well on a cross-section of countries.

We examine the effect of trust on financial investment and contracting decisions in a micro-economic environment where trust is exogenous. Using hand-collected data on European venture capital, we show that the Eurobarometer measure of trust among nations significantly affects investment decisions. This holds even after controlling for investor and company fixed effects, geographic distance, information and transaction costs. The national identity of venture capital firms' individual partners further contributes to the effect of trust. Education and work experience reduce the effect of trust but do not eliminate it. We also examine the relationship between trust and sophisticated contracts involving contingent control rights and find that, even after controlling for endogeneity, they are complements, not substitutes.

The paper questions the common view that share price increases of firms involved in hostile takeovers measure efficiency gains from acquisitions. Even if such gains exist, most of the increase in the combined value of the target and the acquirer is likely to come from stakeholder wealth losses, such as declines in value of subcontractors' firm-specific capital or employees' human capital. The use of event studies to gauge wealth creation in takeovers is unjustified. The paper also suggests a theory of managerial behavior, in which hiring and entrenching trustworthy managers enables shareholders to commit to upholding implicit contracts with stakeholders. Hostile takeovers are an innovation allowing shareholders to renege on such contracts ex post, against managers' will. On this view, shareholder gains are redistributions from stakeholders, and can in the long run result in deterioration of trust necessary for the functioning of the corporation.

Using data on trust and trustworthiness from the 1990 wave of the World Values Survey, I first investigate a model of the extent of tax cheating and the size of government that recognizes the interdependence of the two. The results reveal that tax cheating is lower in countries that exhibit more (not-government-related) trustworthiness. However, holding that constant, tax cheating becomes more acceptable as government grows. All in all, there is some weak evidence that the strong positive cross-country correlation between the size of government and tax cheating masks the fact that big government induces tax cheating while, at the same time, tax cheating constrains big government. I then add to the structural model an equation determining the level of prosperity, allowing prosperity to depend, inter alia, on the level of government and on trust in others. I find some evidence that both prosperity and government involvement are higher in more trusting societies. Moreover, holding these measures of trust constant, the association of government size with prosperity is positive until a level of government spending somewhere between 31% and 38% of GDP, after which its marginal effect is negative. Thus, although a trusting citizenry allows larger government, the tax burden this entails erodes the rule obedience taxpayers exhibit toward government.

The less WEIRDO a society becomes, the more being a WEIRDO--characterized by high social trust, reciprocity, political compromise, generosity to those in need, isonomy, etc--switches from being an advantage to being a disadvantage. Social trust declines, reciprocity disappears, political compromise is replaced by a winner-take-all ethnic spoils system, generosity is exploited to the point that it is seen as an entitlement, and the legal system gets hijacked by racial grievance concepts like "social justice". A neglected aspect of human selfhood is that people are information agents .... We initially assumed that accuracy would be the paramount concern for the information agent... But there are other considerations. Groups benefit from collective action, and so consensual agreement may be a high priority. Consensus may be needed in many situations when the means to verify information’s accuracy are beyond reach... Even if dissenters tum out to have more accurate information, disobedience is punished... Why might evolution have made people willing to sacrifice accuracy in favor of consensus, at least sometimes? Here we speculate that desire for consensus may derive from an innate social motive, whereas accuracy is an epistemic motive that would need to be acquired, and is therefore less deeply rooted and perhaps weaker. There may not be an innate motive to evaluate the truth value of assertions or to appreciate the meaningful difference between truth and falsehood. Hence it may be necessary to leam from experience that accuracy is an informational virtue that confers benefits, whereas consensus may be more closely tied to innate motivations .... The human mind discovers early in life that other minds have different information, which is something most other animals never discover. The desire to share attention and thoughts with others could thus be innate (or innately prepared) whereas the desire to sort truth from fiction may only come along later...The group first builds consensus and only after that is done seeks novel, idiosyncratic input that might increase accuracy. In an important sense, information shared by the group is valued more and perceived as more accurate than unshared information

When shared information coalesces into a collective worldview that includes values, it often has sociopolitical implications. Many groups are committed to particular ideologies or agenda, and information that impugns shared beliefs could be especially unwelcome. Political and religious ideologies have often sustained their power by asserting and enforcing views of questionable truthfulness. Hence individuals and groups may seek to exert control over the shared reality so as to benefit themselves. Thus many individuals will find it more important to get the group to agree with their favored view than to help it reach an objectively correct view. One fascinating question about official falsehoods is whether the ruling elites who propagate such views believe them or not... As an example close to home, psychology today is dominated by a political viewpoint that is progressively liberal, but it seems unlikely that many researchers knowingly assert falsehoods as scientific facts. They do however make publication of some findings much easier than others. The selective critique enables them to believe that the field’s body of knowledge supports their political views more than it does, because contrary facts and findings are suppressed.

Overcoming Bias : High Dimensional Societes?
I’ve seen many “spatial” models in social science. Such as models where voters and politicians sit at points in a space of policies. Or where customers and firms sit at points in a space of products. But I’ve never seen a discussion of how one should expect such models to change in high dimensions, such as when there are more dimensions than points.

In small dimensional spaces, the distances between points vary greatly; neighboring points are much closer to each other than are distant points. However, in high dimensional spaces, distances between points vary much less; all points are about the same distance from all other points. When points are distributed randomly, however, these distances do vary somewhat, allowing us to define the few points closest to each point as that point’s “neighbors”. “Hubs” are closest neighbors to many more points than average, while “anti-hubs” are closest neighbors to many fewer points than average. It turns out that in higher dimensions a larger fraction of points are hubs and anti-hubs (Zimek et al. 2012).

If we think of people or organizations as such points, is being a hub or anti-hub associated with any distinct social behavior?  Does it contribute substantially to being popular or unpopular? Or does the fact that real people and organizations are in fact distributed in real space overwhelm such things, which only only happen in a truly high dimensional social world?

The study identifies the persistence of the Roman road network until the present an important factor causing this developmental advantage of the formerly Roman part ofGermany both by fostering city growth and by allowing for a denser road network.

Does Management Matter? Evidence from India
We have shown that management matters, with improvements in management practices improving plant-level outcomes. One response from economists might then be to argue that poor management can at most be a short-run problem, since in the long run better managed firms should take over the market. Yet many of our firms have been in business for 20 years and more.

One reason why better run firms do not dominate the market is constraints on growth derived from limited managerial span of control. In every firm in our sample only members of the owning family have positions with major decision-making power over finance, purchasing, operations or employment. Non-family members are given only lower-level managerial positions with authority only over basic day-to-day activities. The principal reason is that family members do not trust non-family members. For example, they are concerned if they let their plant managers procure yarn they may do so at inflated rates from friends and receive kick-backs.

A key reason for this inability to decentralize is the poor rule of law in India. Even if directors found managers stealing, their ability to successfully prosecute them and recover the assets is minimal because of the inefficiency of Indian civil courts. A compounding reason for the inability to decentralize in Indian firms is bad management practices, as this means the owners cannot keep good track of materials and finance, so may not even able to identify mismanagement or theft within their firms.30

As a result of this inability to delegate, firms can expand beyond the size that can be managed by a single director only if other family members are available to share directorial duties. Thus, an important predictor of firm size was the number of male family members of the owners. In particular, the number of brothers and sons of the leading director has a correlation of 0.689 with the total employment of the firm, compared to a correlation between employment and the average management score of 0.223. In fact the best managed firm in our sample had only one (large) production plant, in large part because the owner had no brothers or sons to help run a larger organization. This matches the ideas of the Lucas (1978) span of control model, that there are diminishing returns to how much additional productivity better management technology can generate from a single manager. In the Lucas model, the limits to firm growth restrict the ability of highly productive firms to drive lower productivity ones from the market. In our Indian firms, this span of control restriction is definitely binding, so unproductive firms are able to survive because more productive firms cannot expand.


However, when we reverse the employment statistic–only ~15% of Indians work for a firm compared to approximately 90% of US workers we see the problem. Entrepreneurship in India isn’t a choice, it’s a requirement. Indian entrepreneurship is a consequence of India’s failed economy. As a I wrote in my Cato paper with Goldschlag, less developed countries in general, not just India, have more entrepreneurs.


The modal size of an Indian firm is 1 employee and the mean is just over 2. The mean number of employees in a US firm is closer to 20 but even though that is ten times the Indian number it obscures the real difference. The US has many small firms but what makes it different is that it also has large firms that employ lots of people. In fact, over half of all US workers are employed by the tiny minority (0.3%) of firms with over 500 employees.

Students in India who cheat on a simple laboratory task are more likely to prefer public sector jobs. This paper shows that cheating on this task predicts corrupt behavior by civil servants, implying that it is a meaningful predictor of future corruption. Students who demonstrate pro-social preferences are less likely to prefer government jobs, while outcomes on an explicit game and attitudinal measures to measure corruption do not systematically predict job preferences. _A screening process that chooses high-ability applicants would not alter the average propensity for corruption._ The findings imply that differential selection into government may contribute, in part, to corruption.

Our study extends the understanding of the motivational basis of public sector employment by considering civic virtue in addition to altruism and risk aversion and by investigating selection and socialization. Using a largely representative, longitudinal data set of employees in Germany including 63,101 observations of 13,673 different individuals, we find that civic virtue relates positively to public sector employment beyond altruism and risk aversion. We find evidence on selection and no evidence on socialization as an explanation for this result.

Sadly, this is not a book about some small, shady corner of Indian politics: 34% of the members of parliament (MPs) in the Lok Sabha (lower house) have criminal charges filed against them; and the figure is rising (see chart). Some of the raps are peccadillos, such as rioting or unlawful assembly—par for the course in India’s raucous local politics. But over a fifth of MPs are in the dock for serious crimes, often facing reams of charges for anything from theft to intimidation and worse. (Because the Indian judicial system has a backlog of 31m cases, even serious crimes can take a decade or more to try, so few politicians have been convicted.) One can walk just about the whole way from Mumbai to Kolkata without stepping foot outside a constituency whose MP isn’t facing a charge.


What is more surprising is that the supply of willing criminals-cum-politicians was met with eager demand from voters. Over the past three general elections, a candidate with a rap sheet of serious charges has had an 18% chance of winning his or her race, compared with 6% for a “clean” rival. Mr Vaishnav dispels the conventional wisdom that crooks win because they can get voters to focus on caste or some other sectarian allegiance, thus overlooking their criminality. If anything, the more serious the charge, the bigger the electoral boost, as politicians well know.

As so often happens in India, poverty plays a part. India is almost unique in having adopted universal suffrage while it was still very poor. The upshot has been that underdeveloped institutions fail to deliver what citizens vote for. Getting the state to perform its most basic functions—building a school, disbursing a subsidy, repaving a road—is a job that can require banging a few heads together. Sometimes literally. Who better to represent needy constituents in these tricky situations than someone who “knows how to get things done”? If the system doesn’t work for you, a thuggish MP can be a powerful ally.

Here we test how exposure to corruption norms affect behavior in our game. We do so by using our exposure score (a mean of the corruption perceptions of the countries the participant has lived in) and the heritage corruption score (a mean of the corruption perceptions of the countries the participant has an ethnic heritage). Since there is no incentive to offer bribes or contribute, except when compelled to do so by punishment, we predict that exposure to norms should primarily affect Leader decisions. Nonetheless, internalized norms may also affect the behavior of players in contributing and bribing.


The correlation between the direct exposure and heritage measures of corruption is r = 0.67, p < .001.


Then we see that direct exposure to corruption norms results in increased corrupt behavior—i.e. in our Canadian sample, those who have lived in corrupt countries from which they do not derive their heritage behave in more corrupt ways.

Trust and Bribery: The Role of the Quid Pro Quo and the Link with Crime: http://www.nber.org/papers/w10510
I study data on bribes actually paid by individuals to public officials, viewing the results through a theoretical lens that considers the implications of trust networks. A bond of trust may permit an implicit quid pro quo to substitute for a bribe, which reduces corruption. Appropriate networks are more easily established in small towns, by long-term residents of areas with many other long-term residents, and by individuals in regions with many residents their own age. I confirm that the prevalence of bribery is lower under these circumstances, using the International Crime Victim Surveys. I also find that older people, who have had time to develop a network, bribe less. These results highlight the uphill nature of the battle against corruption faced by policy-makers in rapidly urbanizing countries with high fertility. I show that victims of (other) crimes bribe all types of public officials more than non-victims, and argue that both their victimization and bribery stem from a distrustful environment.

The theory of kin selection provides a straightforward justification for norms of nepotism and favoritism among relatives; more subtly, it also implies that the returns to such norms may be influenced by mating practices. Specifically, in societies with high levels of sub-ethnic fractionalization, where endogamous (and consanguineous) mating within kin-group, clan and tribe increases the local relatedness of individuals, the relative returns to norms of nepotism and favoritism are high. In societies with exogamous marriage practices, the relative returns to norms of impartial cooperation with non-relatives and strangers are increased. Using cross-country and within-country regression analyses and a cross-country lab experiment, we provide evidence for this account.

Ethnic favouritism is a global phenomenon
We find robust evidence for ethnic favouritism – ethnographic regions that are the current political leader’s ethnic homeland enjoy 7%-10% more intense night-time light, corresponding to 2%-3% higher regional GDP. Furthermore, we show that ethnic favouritism extends to ethnic groups that are linguistically close to the political leader.

Most significantly, these effects are as strong outside of Africa as they are within, challenging the preconception that ethnic favouritism is mainly or even entirely a sub-Saharan African phenomenon. For example, Bolivian presidents tended to favour areas populated by European descendants and Criollos, largely at the expense of the indigenous population. After the election of Evo Morales, a member of the indigenous Ayamara ethnic group, luminosity in indigenous areas grew substantially. Notably, critics suggest Morales gave special attention to the interests and values of the Ayamara at the expense of other indigenous peoples (e.g. Albro 2010, Postero 2010).

Democratisation is not a panacea
Our results further suggest that, while democratic institutions have a weak tendency to reduce ethnic favouritism, their effect is limited. In particular, a change from autocratic regimes to weak democracies does not seem to reduce ethnic favouritism (and may even increase it).

This result could in part be explained by political leaders’ motivations for engaging in ethnic favouritism. We find that the practice intensifies around election years in which the political leader's office is contested, suggesting that leaders may target policies towards their ethnic homelands to improve their re-election prospects, and not solely out of co-ethnic altruism. To the extent that political leaders engage in ethnic favouritism for electoral purposes, democratisation is not likely to be effective in curbing the practice.

Though Facebook will occasionally talk about the transparency of governments and corporations, what it really wants to advance is the transparency of individuals – or what it has called, at various moments, “radical transparency” or “ultimate transparency”. The theory holds that the sunshine of sharing our intimate details will disinfect the moral mess of our lives. With the looming threat that our embarrassing information will be broadcast, we’ll behave better. And perhaps the ubiquity of incriminating photos and damning revelations will prod us to become more tolerant of one another’s sins. “The days of you having a different image for your work friends or co-workers and for the other people you know are probably coming to an end pretty quickly,” Zuckerberg has said. “Having two identities for yourself is an example of a lack of integrity.”

The point is that Facebook has a strong, paternalistic view on what’s best for you, and it’s trying to transport you there. “To get people to this point where there’s more openness – that’s a big challenge. But I think we’ll do it,” Zuckerberg has said. He has reason to believe that he will achieve that goal. With its size, Facebook has amassed outsized powers. “In a lot of ways Facebook is more like a government than a traditional company,” Zuckerberg has said. “We have this large community of people, and more than other technology companies we’re really setting policies.”

The key value of privacy, which tends to be lost amid all the technological babble about the concept, is that it makes social cooperation more feasible among people who disagree, share different tastes, or fundamental points of view.


This is especially an issue with democracy. The reason why the United States has anonymous voting laws is because without them, people are persecuted for their party affiliations by people with rival party loyalties. This being forgotten, the age of Facebook and similar technologies has opened up ordinary people to this sort of ordinary political persecution. Moderating influences like that of the respect for privacy put a brake on some of the more rapacious, violent aspects of party politics.


The impulse for this comes less from the availability of the technology, and more because of the preexisting social trends. When there is a family life, there is communication and closeness within the family.

With more people living without a family life, they go to the public square to get their needs for social validation met. This doesn’t work so well, because strangers have no skin in the life of the atomized individual that only exists as an image on their screens.

Cultural economics is the branch of economics that studies the relation of culture to economic outcomes. Here, 'culture' is defined by shared beliefs and preferences of respective groups. Programmatic issues include whether and how much culture matters as to economic outcomes and what its relation is to institutions.[1]

Overcoming Bias : A Tangled Task Future
So we may often retain systems that inherit the structure of the human brain, and the structures of the social teams and organizations by which humans have worked together. All of which is another way to say: descendants of humans may have a long future as workers. We may have another future besides being retirees or iron-fisted peons ruling over gods. Even in a competitive future with no friendly singleton to ensure preferential treatment, something recognizably like us may continue. And even win.

Homophily in Entrepreneurial Team Formation
Using a unique dataset of MBA students, we observe homophily in ethnicity and gender increases the probability of forming teams by 25%. Homophily in education and past working experience increases the probability of forming teams by 17% and 11 % respectively. Homophily in education and working experience is stronger among males than females. Further, we examine the causal impact of homophily on team performance. Homophily in ethnicity increases team performance by lifting teams in bottom quantiles to median performance quantiles, but it does not increase the chance of being top performers. Our findings have implications for understanding the lack of diversity in entrepreneurship and venture capital industry.

Extending a two-player public goods game and a minimum effort game by an additional pre-play stage that informs team members about their mutual likability we find that female teams lower their contribution to the public good in case of low likability, while male teams achieve high levels of cooperation irrespective of the level of mutual likability. In mixed sex teams, both females’ and males’ contributions depend on mutual likability.

Findings show that team organization improves outcomes when workers are from the same country. The opposite is true when workers are nationally diverse. These results are more pronounced for teams of workers with specialized skills. Further investigation of the data suggests that nationally diverse teams have difficulty communicating.

One psychologist, Joyce Benenson, thinks women are evolutionarily predestined not to collaborate with women they are not related to. Her research suggests that women and girls are less willing than men and boys to cooperate with lower-status individuals of the same gender; more likely to dissolve same-gender friendships; and more willing to socially exclude one another. She points to a similar pattern in apes. Male chimpanzees groom one another more than females do, and frequently work together to hunt or patrol borders. Female chimps are much less likely to form coalitions, and have even been spotted forcing themselves between a female rival and her mate in the throes of copulation.


Even when workplace bullying becomes severe, employment lawyers told me, women are less likely to sue for gender discrimination if their tormentor is another woman, since people tend to assume that women look out for one another. (One lawyer said that this is why companies often appoint members of “protected classes,” such as minorities and women, to human-resources roles. Having someone from one of these groups handle a firing can make it harder to sue for wrongful termination.)

When reading the academic literature on diversity, it's important to note whether a study looks at skill diversity or demographic diversity.

In team production at a plant in Kenya, an upstream worker supplies and distributes flowers to two downstream workers, who assemble them into bunches. The plant uses an essentially random rotation process to assign workers to positions, leading to three types of teams: (i) ethnically homogeneous teams, and teams in which (ii) one or (iii) both downstream workers belong to a tribe in rivalry with the upstream worker’s tribe. I find strong evidence that upstream workers undersupply non-coethnic downstream workers (vertical discrimination) and shift flowers from non-coethnic to coethnic downstream workers (horizontal discrimination), at the cost of lower own pay and total output. A period of ethnic conflict following Kenya’s 2007 election led to a sharp increase in discrimination. In response, the plant began paying the two downstream workers for their combined output (team pay). This led to a modest output reduction in (i) and (iii) teams—as predicted by standard incentive models—but an increase in output in (ii) teams, and overall.


My findings suggest that interethnic rivalries lower allocative efficiency in the private sector, that the economic costs of ethnic diversity vary with the political environment, and that in high-cost environments firms are forced to adopt “second best” policies to limit discrimination distortions.

As the workforce becomes increasingly diverse, motivating individuals from different backgrounds to work together effectively is a major challenge facing organizations. In an experiment conducted at a large public university in the United States, we manipulate the salience of participants' multidimensional natural identities and investigate the effects of identity on coordination and cooperation in a series of minimum-effort and prisoner's dilemma games. By priming a fragmenting (ethnic) identity, we find that, compared to the control, participants are significantly less likely to choose high effort in the minimum-effort games, leading to less efficient coordination. In comparison, priming a common organization (school) identity significantly increases the choice of a rational joint payoff maximizing strategy in a prisoner's dilemma game.

In an ideal world, social science research would provide a strong basis for advocacy and social policy. However, advocates sometimes misunderstand or even ignore scientific research in pursuit of their goals, especially when research pertains to controversial questions of social inequality. To illustrate the chasm that can develop between research findings and advocates’ claims, this article addresses two areas: (a) the effects of the gender diversity of corporate boards of directors on firms’ financial performance and (b) the effects of the gender and racial diversity of workgroups on group performance. Despite advocates’ insistence that women on boards enhance corporate performance and that diversity of task groups enhances their performance, research findings are mixed, and repeated meta-analyses have yielded average correlational findings that are null or extremely small.

Democrats like to tell themselves a comforting story.

Democrats are pragmatists, if they do say so themselves, deeply rooted in the reality-based community, beholden to facts, toiling valiantly and soberly to make the country a better, fairer place. Republicans, meanwhile, are ideologues monomaniacally fixated on cutting government spending and taxes for the wealthy, regardless of the consequences, and moving inexorably further and further to the extreme right.

However, if a recent Pew poll is to be believed, this story is nothing but a self-justifying myth. Yes, many Republicans are ideological, and the party has indeed been moving to the right in recent years. But the truth is that Democrats have simultaneously been moving to the left — and doing so with greater unity and, on some issues, more rapidly than Republicans have been moving right.


What's new in Pew's poll are the changes in public opinion over time across a range of issues. Not only are Democrats and Republicans further apart than ever (or at least since tracking began, in 1994) on such issues as government regulation of business, benefits to the poor, the fairness of corporate profits, the role of racism in American society, immigration, and environmental regulations, but in most cases the growing gap is more a result of a shift in public opinion among Democrats than it is a product of changes among Republicans.

In some cases (on race and immigration) the biggest shift has come in the past few years, which points to a rebound effect in reaction to Donald Trump's campaign and his presidency. But on most of the issues, the gap has been widening for a much longer time, pointing to a broader trend toward the ideological left among Democrats.

Clearly, there’s a “How a Bill Becomes a Law” quality about all of this; now that Congress is more-or-less a vestigial organ of government and almost all policymaking is done by the Executive Branch, contained intermittently by the courts, carried out by contractors, and acting on plans conceived largely by think tanks and academia, how much democratic accountability do we even expect?

There’s something irritating as well, of course, about newspapers acquiring breathless naivete about the influence of institutions they’ve spent decades decrying. Much like the “new-found respect” for the CIA or for George W. Bush, it leads one to suspect that either they are the world’s worst liars, or as Obama’s adviser Ben Rhodes bragged to the Times last year, “The average reporter we talk to is 27 years old, and their only reporting experience consists of being around political campaigns. That’s a sea change. They literally know nothing.”

Abstract. The scientific credibility of economics is itself a scientific question that can be addressed with both theoretical speculations and empirical data. In this review, we examine the major parameters that are expected to affect the credibility of empirical economics: sample size, magnitude of pursued effects, number and pre-selection of tested relationships, flexibility and lack of standardization in designs, definitions, outcomes and analyses, financial and other interests and prejudices, and the multiplicity and fragmentation of efforts. We summarize and discuss the empirical evidence on the lack of a robust reproducibility culture in economics and business research, the prevalence of potential publication and other selective reporting biases, and other failures and biases in the market of scientific information. Overall, the credibility of the economics literature is likely to be modest or even low.

We investigate two critical dimensions of the credibility of empirical economics research: statistical power and bias. We survey 159 empirical economics literatures that draw upon 64,076 estimates of economic parameters reported in more than 6,700 empirical studies. Half of the research areas have nearly 90% of their results under-powered. The median statistical power is 18%, or less. A simple weighted average of those reported results that are adequately powered (power ≥ 80%) reveals that nearly 80% of the reported effects in these empirical economics literatures are exaggerated; typically, by a factor of two and with one-third inflated by a factor of four or more.

Police gather blood and saliva samples from many who aren’t criminals, including those who forget ID cards, write critically of the state or are just in the wrong place

Many of the ways Chinese police are collecting samples are impermissible in the U.S. In China, DNA saliva swabs or blood samples are routinely gathered from people detained for violations such as forgetting to carry identity cards or writing blogs critical of the state, according to documents from a national police DNA conference in September and official forensic journals.

Others aren’t suspected of any crime. Police target certain groups considered a higher risk to social stability. These include migrant workers and, in one city, coal miners and home renters, the documents show.


In parts of the country, law enforcement has stored DNA profiles with a subject’s other biometric information, including fingerprints, portraits and voice prints, the heads of the DNA program wrote in the Chinese journal Forensic Science and Technology last year. One provincial police force has floated plans to link the data to a person’s information such as online shopping records and entertainment habits, according to a paper presented at the national police DNA conference. Such high-tech files would create more sophisticated versions of paper dossiers that police have long relied on to keep tabs on citizens.

Marrying DNA profiles with real-time surveillance tools, such as monitoring online activity and cameras hooked to facial-recognition software, would help China’s ruling Communist Party develop an all-encompassing “digital totalitarian state,” says Xiao Qiang, adjunct professor at the University of California at Berkeley’s School of Information.


A teenage boy studying in one of the county’s high schools recalled that a policeman came into his class after lunch one day this spring and passed out the collection boxes. Male students were told to clean their mouths, spit into the boxes and place them into envelopes on which they had written their names.


Chinese police sometimes try to draw connections between ethnic background or place of origin and propensity for crime. Police officers in northwestern China’s Ningxia region studied data on local prisoners and noticed that a large number came from three towns. They decided to collect genetic material from boys and men from every clan to bolster the local DNA database, police said at the law-enforcement DNA conference in September.

China is certainly in the lead in the arena of digital-biometric monitoring. Particularly “interesting” is the proposal to merge DNA info with online behavioral profiling.



This is the thing I find the most disenchanting about the current political spectrum. It's all reheated ideas that are a century old, at least. Everyone wants to run our iPhone society with power structures dating to the abacus.

The government thinks "social credit" will fix the country's lack of trust — and the public agrees.

To be Chinese today is to live in a society of distrust, where every opportunity is a potential con and every act of generosity a risk of exploitation. When old people fall on the street, it’s common that no one offers to help them up, afraid that they might be accused of pushing them in the first place and sued. The problem has grown steadily since the start of the country’s economic boom in the 1980s. But only recently has the deficit of social trust started to threaten not just individual lives, but the country’s economy and system of politics as a whole. The less people trust each other, the more the social pact that the government has with its citizens — of social stability and harmony in exchange for a lack of political rights — disintegrates.

All of which explains why Chinese state media has recently started to acknowledge the phenomenon — and why the government has started searching for solutions. But rather than promoting the organic return of traditional morality to reduce the gulf of distrust, the Chinese government has preferred to invest its energy in technological fixes. It’s now rolling out systems of data-driven “social credit” that will purportedly address the problem by tracking “good” and “bad” behavior, with rewards and punishments meted out accordingly. In the West, plans of this sort have tended to spark fears about the reach of the surveillance state. Yet in China, it’s being welcomed by a public fed up of not knowing who to trust.

In my opinion, how to construct a theory that tells us which physical systems are conscious and which aren’t—giving answers that agree with “common sense” whenever the latter renders a verdict—is one of the deepest, most fascinating problems in all of science. Since I don’t know a standard name for the problem, I hereby call it the Pretty-Hard Problem of Consciousness. Unlike with the Hard Hard Problem, I don’t know of any philosophical reason why the Pretty-Hard Problem should be inherently unsolvable; but on the other hand, humans seem nowhere close to solving it (if we had solved it, then we could reduce the abortion, animal rights, and strong AI debates to “gentlemen, let us calculate!”).

Now, I regard IIT as a serious, honorable attempt to grapple with the Pretty-Hard Problem of Consciousness: something concrete enough to move the discussion forward. But I also regard IIT as a failed attempt on the problem. And I wish people would recognize its failure, learn from it, and move on.

In my view, IIT fails to solve the Pretty-Hard Problem because it unavoidably predicts vast amounts of consciousness in physical systems that no sane person would regard as particularly “conscious” at all: indeed, systems that do nothing but apply a low-density parity-check code, or other simple transformations of their input data. Moreover, IIT predicts not merely that these systems are “slightly” conscious (which would be fine), but that they can be unboundedly more conscious than humans are.

To justify that claim, I first need to define Φ. Strikingly, despite the large literature about Φ, I had a hard time finding a clear mathematical definition of it—one that not only listed formulas but fully defined the structures that the formulas were talking about. Complicating matters further, there are several competing definitions of Φ in the literature, including ΦDM (discrete memoryless), ΦE (empirical), and ΦAR (autoregressive), which apply in different contexts (e.g., some take time evolution into account and others don’t). Nevertheless, I think I can define Φ in a way that will make sense to theoretical computer scientists. And crucially, the broad point I want to make about Φ won’t depend much on the details of its formalization anyway.

We consider a discrete system in a state x=(x1,…,xn)∈Sn, where S is a finite alphabet (the simplest case is S={0,1}). We imagine that the system evolves via an “updating function” f:Sn→Sn. Then the question that interests us is whether the xi‘s can be partitioned into two sets A and B, of roughly comparable size, such that the updates to the variables in A don’t depend very much on the variables in B and vice versa. If such a partition exists, then we say that the computation of f does not involve “global integration of information,” which on Tononi’s theory is a defining aspect of consciousness.

One of the fundamental challenges in economics is to explain what causes the large cross-country differences in the level of income per capita. Development accounting – which has become the standard approach to address this question – typically assumes a production function for total value added (GDP) and backs out aggregate productivity differences as a residual. That is, aggregate productivity differences are computed as the unobserved factor that explains the cross-country variation in income per capita left unexplained by variation in the physical production factors. Typically, studies within this approach find that around 50% of the variation in per capita income is due to aggregate productivity differences.

Of course, such an aggregate approach leaves open the question about the micro determinants of the observed differences in aggregate productivity. These include within-sector distortions (e.g., due to market power or differential access to finance - see Hsieh and Klenow 2009), sector-specific productivity differences (in particular, low agricultural productivity levels in developing countries – see Gollin et al. 2013), and cross-country differences in input-output (IO) structure interacting with sectoral productivity differences or distortions. In particular, an old literature in development economics has long emphasised the role of IO linkages for aggregate economic performance (e.g. Hirschman 1958) and recently this insight has received new attention by mainstream macroeconomists.

Ideological Segregation Online and Offline
We find that ideological segregation of online news consumption is low in absolute terms, higher than the segregation of most offline news consumption, and significantly lower than the segregation of face-to-face interactions with neighbors, co-workers, or family members. We find no evidence that the Internet is becoming more segregated over time.
