Bondi: Governor's regulation freeze and pill mill prosecution - Herald
This is a good example of how over-regulation occurs. There are perfectly good laws on the books to prosecute offenders. Yet, since this is a politically popular issue, the legislature wants to legislate, the bureaucrats want to promulgate, and the prosecutor wants an easier conviction, so another costly regulatory blanket is thrown over the industry - by Republicans!
