There's been talk of this before---there being no mechanism to strip a citizen of their rights---but this is, to my knowledge, the first effort to formalize it, and it's worth a shot.

The fact that the whole thing went almost completely unreported until the SNP pulled their little walkout stunt today only serves to underline that.
