Hume's ‘Natural History of Religion’ offers a naturalized account of the causes of religious thought, an investigation into its ‘origins’ rather than its ‘foundation in reason’. Hume thinks that if we consider only the causes of religious belief, we are provided with a reason to suspend the belief. I seek to explain why this is so, and what role the argument plays in Hume's wider campaign against the rational acceptability of religious belief. In particular, I argue that the work threatens a form of fideism which maintains that it is rationally permissible to maintain religious belief in the absence of evidence or of arguments in its favour. I also discuss the ‘argument from common consent’, and the relative superiority of Hume's account of the origins of religious belief.

Refuting The Whole System? Hume's Attack on Popular Religion in 'The Natural History of Religion' -- There is reason for genuine puzzlement about Hume's aim in ‘The Natural History of Religion’. Some commentators take the work to be merely a causal investigation into the psychological processes and environmental conditions that are likely to give rise to the first religions, an investigation that has no significant or straightforward implications for the rationality or justification of religious belief. Others take the work to constitute an attack on the rationality and justification of religious belief in general. In contrast to these views, I argue that Hume aims to establish two important claims in ‘The Natural History of Religion’. First, almost all popular religions, including popular monotheism, are deeply superstitious. Second, superstitious monotheism is incompatible with the variety of theism supported by the argument from design. This incompatibility puts significant pressure on the rational acceptability of popular religions.

This article examines the political (and Whig) agenda behind the earl of Shaftesbury's moral and religious thought, offering a reading of the so-called ‘moral sense’ that, based on Terry Eagleton's Marxist interpretation of moral-sense philosophy in general and Shaftesbury's use of the concept in particular, illuminates how far the moral sense serves a propagandistic purpose in Shaftesbury's writings. This article investigates the discussion of the origins and development of religious belief within the Scottish jurist and philosopher Henry Home, Lord Kames's Essays on the Principles of Morality and Natural Religion (1751). Kames's work is argued to be a significant yet understudied contribution to the Scottish Enlightenment's examination of religion as a human phenomenon. The Principles contained one of the lengthiest analyses on the topic published by a Scottish literatus. In particular, Kames placed into a historical trajectory the internal sense theory's account of the non-rational origins of religious belief. In doing so, he provided an apologetic account of the progress from polytheism to monotheism resulting from the emergence of civil society, which set the tone for later Scottish discussions of religion.

Does Welfare Spending Crowd Out Charitable Activity? Evidence from Historical England Under the Poor Laws - Boberg-Fazlić - 2015 - The Economic Journal - Wiley Online Library
This study examines the relationship between government spending and charitable activity. We present a novel way of testing the ‘crowding out hypothesis’, making use of the fact that welfare provision under the Old Poor Laws was decided at the parish level, thus giving heterogeneity within a single country. Using data on poor relief spending combined with data on charitable incomes by county before and after 1800, we find a positive relationship: areas with more public provision also enjoyed higher levels of charitable income. These results are confirmed when instrumenting for Poor Law spending and when looking at first differences.

The theory of evolution by natural selection provides the only scientific explanation for the existence of complex adaptations. The design features of the brain, like any organ, are the result of selection pressures operating over deep time. Evolutionary psychology posits that the human brain comprises a multitude of evolved psychological mechanisms, adaptations to specific and recurrent problems of survival and reproduction faced over human evolutionary history. Although some mistakenly view evolutionary psychology as promoting genetic determinism, evolutionary psychologists appreciate and emphasize the interactions between genes and environments. This approach to psychology has led to a richer understanding of a variety of psychological phenomena, and has provided a powerful foundation for generating novel hypotheses. Critics argue that evolutionary psychologists resort to storytelling, but as with any branch of science, empirical testing is a vital component of the field, with hypotheses standing or falling with the weight of the evidence. Evolutionary psychology is uniquely suited to provide a unifying theoretical framework for the disparate subdisciplines of psychology. An evolutionary perspective has provided insights into several subdisciplines of psychology, while simultaneously demonstrating the arbitrary nature of dividing psychological science into such subdisciplines. Evolutionary psychologists have amassed a substantial empirical and theoretical literature, but as a relatively new approach to psychology, many questions remain, with several promising directions for future research. This article revisits a number of familiar debates about climate change mitigation yet draws some unorthodox conclusions. First, that progress towards a renewable small-scale energy future in environmentally conscious countries such as Germany and Sweden may take the world as a whole further away from climate stability by reducing the political pressure to finance breakthrough innovation. Second, that without such game-changing innovations, developing countries will continue to deploy whatever technologies are domestically available, scalable and affordable, including thermal coal power in most instances. Third and finally, that as any realistic hope of achieving climate stability hinges on the innovation of breakthrough technologies, the urgency of climate change calls not so much for the domestic deployment of existing energy technologies but rather a concentrated effort to develop technologies that will be adopted globally. These arguments imply that national innovation policy, and an international treaty establishing a ‘Low-Emissions Technology Commitment’ should be the central focus of climate policy. -- added to Wiley profile

Drawing upon Rawlsian concerns regarding the fact of reasonable pluralism, I argue that Deweyan democracy is unworthy of resurrection. A modified version of Deweyan democracy recently proposed by Elizabeth Anderson is then taken up and also found to be lacking. Then I propose a model of democracy that draws upon Peirce's social epistemology. The result is a non-Deweyan but nonetheless pragmatist option in democratic theory.

Williams's classic 1980 article ‘Internal and External Reasons’ has attracted much criticism, but, in my view, has never been properly refuted. I wish to describe and defend Williams's account against three powerful criticisms by Michael Smith, John McDowell and Tim Scanlon. In addition, I draw certain implications from Williams's account – implications with which Williams would not necessarily agree – about the nature and the role of the personal in ethics. Williams's insight, that a reason (including a moral reason) must find purchase in an agent's ‘subjective motivational set’ if it is to function as a reason at all, undermines a central assumption of many moral philosophers, realists and non-cognitivists alike: that there exists a singular objective realm of moral facts and moral reasons supervening on the situation before the agent. According to this assumption, if two people facing that situation disagree about whether one of them has reason to Φ, then at least one of them must be mistaken. I reject this assumption and defend Williams's account, while pointing at ways in which the account might be developed. While the internalism-externalism debate itself is well-worn, there is still something new and important that can be gleaned from it. -- added to Wiley

Rowan Strong - A Vision of an Anglican Imperialism: The Annual Sermons of the Society for the Propagation of the Gospel in Foreign Parts 1701–1714 | Journal of Religious History 2006 - Wiley Online Library
This article examines the first two decades of the oldest continuing Anglican missionary society, the Society for the Propagation of the Gospel in Foreign Parts, founded in 1710. It argues that, contrary to the prevailing historiography of the British missionary movement, this early eighteenth-century society was genuinely evangelistic and marks the real beginning of that movement. The society also marks the beginning of a formal, institutional engagement by the Church of England with the British Empire. In the Society's annual anniversary sermons, and influenced by the reports sent by its ordained missionaries in North America, the Church of England's metropolitan leadership in England constructed an Anglican discourse of empire. In this discourse the Church of England began to fashion the identities of colonial populations of Indigenous peoples, white colonists, and Black slaves through a theological Enlightenment understanding.

The rapid rise of England's colonial commerce in the late seventeenth century expanded the nation's resource base, stimulated efficiency improvements across the economy, and was important for long-term growth. However, close examination of the interests at play in England's Atlantic world does not support the Whiggish view that the Glorious Revolution played a benign role in this story. In the decades after the Restoration, the cases of the Royal African Company and the Spanish slave trade in Jamaica are used to show that the competition between Crown and Parliament for control of regulation constrained interest groups on either side in their efforts to capture the profits of empire. Stuart 'tyranny' was not able to damage growth and relatively competitive (and peaceful) conditions underpinned very rapid increases in colonial output and trade. The resolution of the rules of the Atlantic game in 1689 allowed a consolidated state better to manipulate and manage the imperial economy in its own interests. More secure rent-seeking enterprises and expensive wars damaged growth and European rivals began a process of catch-up. The main argument for scientific realism is that our present theories in science are so successful empirically that they can't have got that way by chance - instead they must somehow have latched onto the blueprint of the universe. The main argument against scientific realism is that there have been enormously successful theories which were once accepted but are now regarded as false. The central question addressed in this paper is whether there is some reasonable way to have the best of both worlds: to give the argument from scientific revolutions its full weight and yet still adopt some sort of realist attitude towards presently accepted theories in physics and elsewhere. I argue that there is such a way - through structural realism, a position adopted by Poincare, and here elaborated and defended.

Carbon cost of collective farming collapse in Russia - Kurganova - Global Change Biology - Wiley Online Library
The collapse of collective farming in Russia after 1990 and the subsequent economic crisis led to the abandonment of more than 45 million ha of arable lands (23% of the agricultural area). This was the most widespread and abrupt land use change (LUC) in the 20th century in the northern hemisphere. The withdrawal of land area from cultivation led to several benefits including carbon (C) sequestration. Here, we provide a geographically complete and spatially detailed analysis of C sequestered in these abandoned lands. The average C accumulation rate in the upper 20 cm of mineral soil was 0.96 ± 0.08 Mg C ha−1 yr−1 for the first 20 years after abandonment and 0.19 ± 0.10 Mg C ha−1 yr−1 during the next 30 years of post-agrogenic evolution and natural vegetation establishment. The amount of C sequestered over the period 1990-2009 accounts to 42.6 ± 3.8 Tg C per year. This C sequestration rate is equivalent to ~10% of the annual C sink in all Russian forests. Furthermore, it compensates all fire and post-fire CO2 emissions in Russia and covers about 4% of the global CO2 release due to deforestation and other land use changes. Our assessment shows a significant mitigation of increasing atmospheric CO2 by prolonged C accumulation in Russian soils caused by collective farming collapse.

An increasing share of the economy is organized around financial capitalism, where capital market actors actively manage their claims on wealth creation and distribution to maximize shareholder value. Drawing on four case studies of private equity buyouts, we challenge agency theory interpretations that they are ‘welfare neutral’ and show that an alternative source of shareholder value is breach of trust and implicit contracts. We show why management and employment relations scholars need to investigate the mechanisms of financial capitalism to provide a more accurate analysis of the emergence of new forms of class relations and to help us move beyond the limits of the varieties of capitalism approach to comparative institutional analysis.

Networks and intermediaries alone cannot confer legitimacy upon financial actors and transactions. Status groups are a solution to this problem. They emphasize reputation, honour and good social behaviour as stabilizers of collective action, as means of social control and as indicators of legitimacy. I examine here the emergence and evolution of status groups of brokers in London, New York and Paris, and show how emphasis on honour was used to legitimize financial transactions. I argue that financial markets should be conceived as networks, intermediary and status groups. In global, automated financial markets status groups like securities analysts are gaining in prominence.

The Economic History Review, 64: 885–904. doi: 10.1111/j.1468-0289.2010.00562.x -- The country house is well recognized as a site of elite patronage, an important vehicle of social and political ambition, and a statement of power and taste. Yet we know relatively little about the networks of supply and purchasing patterns of rural elites, or about how their practices related to broader changes in material culture. Drawing on a large sample of bills and receipts of the Leigh family of Stoneleigh in Warwickshire, this article recreates the processes through which the material culture of the family home was constructed. These reveal London as the source for many highquality goods, although the pattern of supply was not a simple dichotomy of localeveryday and metropolitan-luxury purchases. They also show the large number of shopkeepers patronized as the Leighs spread their purchases through choice, convenience, and expediency. Relating this to wider conceptions of consumption, the Leighs emerge as engaging in layered and sometimes conflicting consumer cultures. They were concerned with fashion as novelty and a marker of rank; but they also valued traditional markers of status. Social distinction was achieved through a continued emphasis on title and lineage as much as fashion or taste—value systems that were unavailable to the middling sorts.

Ben Holland: Sovereignty as Dominium? Reconstructing the Constructivist Roman Law Thesis (2010)
JSTOR: International Studies Quarterly, Vol. 54, No. 2 (June 2010), pp. 449-480 -- The constructivist authors John Gerard Ruggie, Friedrich Kratochwil, and Nicholas Onuf have each independently pressed the case that the concept of state sovereignty owes its genesis to the rediscovery of the Roman law of private property in the Renaissance. This article supports this conclusion, but argues that it was the notion of representation that Roman property law bequeathed which was of such significance. It makes this argument through analyses of the writings of Hobbes (on the temporally permanent state), Montesquieu (on the territorially bounded state), and Sieves (on the nation-state). It thus provides a fresh account of the rise of the nation-state within the framework of a powerful series of analyses of sovereignty that have been posited by scholars in the discipline of International Relations.

This involves challenging Paul Rahe's recent thesis that Montesquieu thought both that monarchy was not at all suited to modernity and that England was a republic all along. By stressing the importance of honour and ambition I argue that the liberty that Montesquieu thought exemplified in the English constitution was, in large part, secured by its monarchical principle. Moreover, by eschewing the relevance of political virtue for modern commercial societies, Montesquieu set his own proposals out in opposition to the prevalent French republican discourse of his time; thus it is highly problematic to view him as having proposed a republic for the moderns. The article also serves to disentangle Montesquieu's understanding of political liberty from his analysis of republics in order to refute the idea that he provides support for a distinctively republican conception of liberty as non-domination. This undermines the republican critique of liberalism set forth by Philip Pettit, which is further challenged by considering the affinities between Montesquieu's and Constant's conceptions of liberty. Many commentators have argued that Montesquieu repudiated classical republicanism, yet on the reading advanced in this article it is equally problematic to view him as a modern republican.

In the study of politics, Cambridge is sometimes associated with a school of political philosophical “realism.” This article discusses what realism in political philosophy might mean, by examining first what might count as “unrealistic” political philosophy (looking at Sidgwick and Rawls), and then some recent attempts to identify a more realistic philosophical approach to politics. It argues that realistic political philosophy tends to emerge as a thin account of politics that falls between the stools of either more philosophical (i.e., more idealistic) or less philosophical (i.e., more historical) accounts. It illustrates this in relation to Sidgwick and also Hobbes, who is often held up as the quintessential realist in the history of political philosophy.

I suggest that the best way to make sense of the relationship between the competing concepts of rights and virtue in Locke's thought is through the idea of imperfect duties: moral duties that do not necessarily have a legal equivalent. These duties indicate how a teleological account of morality can exist within the framework of a commitment to individual rights while also raising questions about how a Lockean government should act in regard to them. I identify the imperfect duties involved in the ownership of property and tentatively explore Locke's scattered recommendations for ‘the art of governing’ individuals.

Breakey, H. (2013), Parsing Macpherson: The Last Rites of Locke the Possessive Individualist. Theoria. doi: 10.1111/theo.12022 -- C.B. Macpherson's “Possessive Individualist” reading of Locke is one of the most radical and influential interpretations in the history of exegesis. Despite a substantial critical response over the past five decades, Macpherson's reading remains orthodox in various circles in the humanities generally, particularly in legal studies, and his interpretation of several crucial passages has unwittingly been followed even by his sharpest critics within Lockean scholarship. In order to present the definitive rebuttal to this interpretation, and so finally to lay it to rest, I argue that every one of Macpherson's key pieces of textual evidence can be rejected entirely on its own terms; that is, by reference to no more than its immediate context. In this way I contend that fault of the Possessive Individualist reading lies far deeper than mere cherry-picking of the Lockean corpus, but centrally involves misreading, misplacing and misrepresenting the very parts of Locke's work Macpherson cites as evidence for his reading.
