President Barack Obama’s budget for 2013 will set off a vitriolic battle. Republicans will rail against the Democrats’ “class warfare” and Democrats will rail against the Republicans’ “coddling of the rich”. Yet it is mostly for show. The rich will win in their fund balances while probably losing at November’s presidential polls, and the poor and working class will probably re-elect Obama but suffer a continuing decline in relative and perhaps absolute incomes.

Today, Friday July 22, Obama and House majority leader, Boehner, are reportedly about to agree to a $3 trillion spending cuts only deal. Their original agreement earlier this month, which blew up due to Teapublican radicals’ opposition, called for a $4 trillion combined package of $3 trillion in cuts with $1 trillion from tax loophole closing to raise revenues. Now Obama is about to drop raising tax revenues altogether to get an agreement with Boehner and the Teapublicans to raise the debt ceiling.

At a time of growing concern about federal deficits and the national debt, few dispute the need to take on Medicare. The health insurance program for seniors and others with certain disabilities already accounts for 15 percent of the federal budget — behind only Social Security and defense spending. And that share is expected to rise as health-care costs continue their upward spiral and more baby boomers retire, threatening the long-run solvency of Medicare.

Yet several of the most prominent solutions under discussion largely derive their savings by shifting a greater share of the cost onto beneficiaries. The Republican plan sponsored by Rep. Paul Ryan (R-Wis.) and passed by the House of Representatives in April, for instance, would substantially reduce federal spending on Medicare by capping the government’s contribution to the program and transforming it into a system of “premium supports” granted to seniors to partially subsidize their purchase of private insurance plans, with seniors responsible for any additional costs. This would more than double out-of-pocket health-care spending by a typical senior to $12,500 per year, according to estimates by the Congressional Budget Office.

NYT: The Value of Medicaid
The Oregon study provides striking results for its first year. The group that gained Medicaid coverage was significantly more likely to have received care from a hospital or a doctor, or to use prescription drugs, belying the notion that enrollees could not find providers. The insured group was far more likely to get preventive care, like mammograms, and to have a regular doctor.

Staggering as it is, that figure grossly underestimates the total cost of wars in Iraq, Afghanistan and Pakistan to the U.S. Treasury and ignores more imposing costs yet to come, according to a study released on Wednesday.

There's a problem here. The analogy is ridiculous. Government budgets - and the U.S. budget in particular - are absolutely nothing like a household budget.
