Being an artificial iceberg, this will naturally screw up the local river hydrology due to the melt temperature, but if you aren't normally expecting to fish from the river, and it doesn't need to be navigable, this seems like a viable alternative to other winter thermal storage techniques.

Wow, China is operating one of the few currently active solar updraft towers in existence! Getting modern operational experience? Using local sand as the heat absorbing medium, and having acutating shutters/doors on the collector periphery to use local wind flow to augment the heat rise flow are good tricks.
