Offhshoring meets nearshoring, literally. I seem to remember some other company that was proposing this as well a while back. Could conceivably do this by having a series of cruise ship style vessels berthing to a rotating pier attached to a turret mooring, much like offshore FPSO's.

Fujitsu announces 'Engineering Cloud' for manufacturing ‹ Japan Today: Japan News and Discussion
This seems to be pretty smart, outsourcing the segments of manufacturing support IT operations for small companies to someone who is competant, and getting access to better softwre and supply chain management suites. The CAD stuff is going to be difficult, short of using something like VMware's PCoIP protocol for doing remote 3D CAD work, but that ultimately needs a fairly high end PC or specialist thin client to do it well.

EC studio, Inc.|Selling in Japan made easy.
Interesting company, and a rarity in japan, since it has zero facetime with customers. There are also all about their employees, to the degree of dropping bad customers and taking the side of their employees.

A compact pseudo-blade cluster enclosure with 512 atom processor powered servers inside. Needless to say, a SAN is required. But, with Atom CPU's , this has very low power draw.

Slashdot Comments | Job Ad Hints At Microsoft Move To ARM Servers
If this is a real Microsoft anecdote, it makes you wonder why Microsoft didn't partner with a PDA maker and one of the big storage companies like EMC to make a robotically managed ARM blade server silo/rack? Real blade servers now are approaching the sizes of LTO tapes. It then becomes a question of how much local SSD storage you want in the ARM blade, versus accessing a SAN over the blade backplane?

Well, that, or do a drawer setup of 3U or 4U drawers containing many vertically mounted blade servers, like a Sun Thumper storage server.

Deal made with China on IT info disclosure : Business : DAILY YOMIURI ONLINE (The Daily Yomiuri)
I expect some very interesting new legal definitions of "government owned company" shortly, and/or certain government strategic agreements that will short circuit this "compromise" via tricks such as infrastructure monopolies being broken out as "strategic".

Green Revolution Cooling
Direct full server mineral oil immersion cooling is now possible with appropriate power supplies and SSD hard disks (rotating hard disks are actually air breathing). These guys are packing it as a 42U rack lying on it's back to allow easier single server removal, though frankly that would make a hell of a mess and it would be better to go with monolithic sealed units that fail in place...
