Hospital 'abused' vulnerable adults in Durham - BBC News
The 17-bed hospital is one of scores of such units in England that provide care for just below 2,300 adults with learning disabilities and autism. [...] Dr Paul Lelliott, deputy chief inspector of hospitals at the CQC, told Panorama: "On this occasion it is quite clear that we did not pick up the abuse that was happening at Whorlton Hall.

"All I can do is apologise deeply to the people concerned."

The Department for Health and Social Care said it treated allegations of abuse with the "utmost seriousness", but could not comment any further because of the police investigation.

Many are detained under the Mental Health Act.

Recycled packaging 'may end up in landfill', warns watchdog - BBC News
The National Audit Office (NAO) says over half of the packaging reported as recycled is actually being sent abroad to be processed.

As a result, it says, the government has little idea of whether the recyclables are getting turned into new products, buried in landfill or burned.

While an illusion of success has been created by the UK’s system for recycling packaging, the NAO says, the reality may be quite different.

Last July, in the pay row with junior doctors, Mr Hunt said there were about 6,000 deaths a year because of the lack of "a proper seven-day service". But this assertion was later questioned by academics. Emails show one of the author's of the unpublished paper, which Mr Hunt was using to justify the 6,000 figure, was unhappy with how his study was being used. Thousands told their pension savings could be at risk - BBC News

The BBC has also uncovered evidence that employers and workers are being deliberately misled by some providers. The government said it was aware of the issue, and was planning to take action. Independent experts claim the problem could affect up to a quarter of a million people a year who are putting their savings into so-called master trust pensions. Such schemes are popular with the 1.8 million small employers with fewer than 30 staff who are currently signing up under the auto enrolment programme. "There is a risk of these schemes falling over; there is a risk that members might lose their money," said Andrew Warwick Thompson, executive director for regulatory policy at the Pensions Regulator. However, he said scheme assets invested through asset managers regulated by the Financial Conduct Authority (FCA) would be safe. This will be "the vast majority of cases", he said.

The other common feature that Kregel notes is that the major objective of active, global financial institutions no longer is the maximization of profits by seeking the lowest cost funds and channeling them to the highest risk-adjusted return. Rather, they are most interested in maximizing the amount of funds intermediated in order to maximize fees and commissions, thereby maximizing the rate of return on bank capital. This means a shift from continuous risk assessment and risk monitoring of funded investment projects that produce recurring flows of interest payments over time, to the identification of riskless "trades" that produce large, single payments with as much of the residual risk as possible carried by the purchasers of the package. The upshot is that most derivative packages mask the actual risk involved in an investment and increase the difficulty in assessing the final return on funds provided.

MPs have launched an inquiry into the UK’s tax system after the government was accused of allowing Google to pay too little in a £130m deal. The House of Commons Treasury committee announced that it would examine whether a radical shakeup of corporation tax was needed, amid concern that Google has been allowed to get away with an effective rate of 3%. The inquiry is not directed at Google, but will investigate the UK’s shrinking corporate tax base more widely and whether HMRC is doing enough to tackle avoidance. It will ask whether there needs to be a radical shakeup of the system, and whether business taxation could be based on turnover rather than profits. Texan here. I can say it is getting pretty noticeable in some parts. The I-20 between Pecos and Abilene reeks of gas now. I've lived in Texas for over 20 years and this is the worst it's been. At one point, I had to turn the air off in my car just so the stench would stop flowing in (even the air filter did little to help). But in a bit of uplifting news, Sweetwater, also on the I-20, has installed a ton of wind turbines. So it's good to see that the move the green energy is being made in the state.

Mr Winterkorn’s bonuses were based on his capacity to deliver production, jobs and profits: environmental sustainability or engaging with wider stakeholders did not get a look-in. [...] Capitalism, in short, may have boundless creative and innovative energy – but it also has boundless ways to go wrong. Intriguingly, recent work by a group of researchers at Harvard and the London Business School compared 90 American companies that took sustainability seriously with 90 who did not. Over 18 years the 90 committed to sustainability delivered annual financial returns 4.8% higher than the other 90.
