Too many children in mental health hospitals, says report - BBC News
Children with learning disabilities or autism were being particularly let down by the system, it added. Children's Commissioner Anne Longfield's report says successive governments have tried to tackle the problem, but the number of children in mental health hospitals remains "unacceptably high".

Research shows a clear need to "focus on children's journeys before they are admitted into inpatient care", the report says, but often this is not happening.

"Children, families and staff working in this area spoke again and again about how the failure to provide appropriate support to children when they are in school and living in the community, and particularly when they reach a crisis point, has contributed to inappropriate hospital admissions and delayed discharges," it says.

This is the shock finding of a study conducted by four universities and two thinktanks which found that parents with children in schools that have received a better-than-expected Ofsted report are much more likely to reduce how much they help their children with their homework. This, in turn, could have a damaging impact on their children’s GCSE results.

NHS England loses 6,000 mental health nurses in 10 years | Society | The Guardian
The number of mental health nurses in England has slumped by more than a tenth over the past decade, new figures have revealed. This is despite commitments from both Theresa May and her predecessor, David Cameron, to boost resources for mental health services, which many medical professionals say are now in crisis.

The total mental health nursing workforce has decreased by 10.6% since 2009, according to the Royal College of Nursing (RCN).

Probation service: Offender supervision to be renationalised - BBC News
The supervision of all offenders on probation in England and Wales is being put back in the public sector after a series of failings with the part-privatisation of the system.

It reverses changes made in 2014 by then Justice Secretary Chris Grayling. The National Audit Office said problems with the part-privatisation had cost taxpayers nearly £500m.

Widening inequalities in pay, health and opportunities in the UK are undermining trust in democracy, says an Institute for Fiscal Studies report. [...] The think tank warns of runaway incomes for high earners but rises in "deaths of despair", such as from addiction and suicide, among the poorest.

It warns of risks to "centre-ground" politics from stagnating pay and divides in health and education.

The report says such widening gaps are "making a mockery of democracy".

The Institute for Fiscal Studies (IFS), one of the country's leading research institutes, is launching what it says is the UK's biggest analysis of inequality.

That will be chaired by Nobel Prize-winning economist Prof Sir Angus Deaton.

Excluded pupils' results 'to be part of league tables' - BBC News
Schools in England will have to stay accountable for pupils they exclude, a government-backed review has said.

It could mean school league table rankings having to include the exam results of pupils who have been excluded and moved elsewhere.

The intention is to stop so-called "off-rolling", where schools remove difficult or low-achieving pupils.

"Exclusion from school should never mean exclusion from education," said review author Edward Timpson.

Education Secretary Damian Hinds, endorsing the report, promised "greater clarity" for schools over the appropriate use of exclusions.

Learning disability 'trapped' in hospitals as NHS target missed - BBC News
Figures for March show that there are at least 2,260 people with learning disabilities or autism staying in hospitals in England - most for around two years, with half being kept in secure wards. [...] But charity Mencap said "hundreds of people with a learning disability who should have been living in the community are still trapped in in-patient settings".

The charity said families were often powerless to get them out and people could be locked up for years on end, instead of being supported in their communities.

Racism is not about politeness – it’s about power.

Words have meaning. Politicians have responsibilities. Racism is real. But because the media rarely call to talk about racial disparities in school exclusions, sentencing or poverty. Racism is a system of oppression rooted in history, politics, economics and culture. Our understanding of it should not be reduced to a litany of gaffes and flubs any more than it can be relegated to people shouting epithets and wielding baseball bats. These are the most glaring and dramatic manifestations of a broader, deeper problem – they should not be mistaken for the problem itself. Moreover, people have to the right to misspeak, be corrected, offer a proper apology and move on.

But over the past few weeks, the relentless parade of remarks, ranging from gauche to grotesque, suggests more than simply individual, off-the-cuff indiscretions. There is only so long one can keep talking about an isolated series of events before one must concede there may be a pattern. This return to the language of the 1970s, in which black people are “coloured” and Islamophobia is a matter for the Foreign Office, is moving in lockstep with the racial politics of the 1970s, with citizens being deported and non-white people considered foreign.

Four single mothers win high court benefits battle against DWP | Society | The Guardian
The ruling upstaged an announcement by the work and pensions secretary, Amber Rudd, of her plans to scrap a proposal to extend the two-child benefits cap, as part of an attempt to reset public perceptions of universal credit.

Interserve: Major government contractor 'seeks second rescue deal' - BBC News
One of the UK's largest providers of public services is seeking a rescue deal as it struggles with £500m of debt, according to the Financial Times.

Interserve, which works in prisons, schools, hospitals and on the roads, said it might look for new investment or sell off part of the business.

Workers at the Foreign Office and the NHS are among Interserve's tens of thousands of UK employees.

The government said it supported the company's long-term recovery plan.

Child protection services near crisis as demand rises - BBC News
The Child Welfare Inequalities project concluded deprivation was the largest single factor in families becoming involved in child protection.

In the most deprived areas about one child in every 60 was in care, compared with one in every 660 in the wealthiest areas.

With poorer areas spending more money on those in care, the team also concluded these authorities had seen more cuts to preventative services.

More nursing bursaries axed as Government is accused of being "hell bent" on reducing supply of new NHS recruits - Mirror Online
Applicants who already have a different degree and want to join the profession on the two year postgraduate course will now rack up thousands of pounds more in student debt.

It comes after the axing of the bursary for undergraduates completing a three year degree and apprentices on a five-year course resulted in a huge drop off in applicantions.

The Royal College of Nursing currently estimates there are 40,000 nursing vacancies in England alone.

Parents 'shelling out for free nursery scheme' - BBC News
Parents are subsidising a new flagship "free" nursery scheme for three- and four-year-olds in England from their own pockets, a survey suggests.

Nurseries are making up losses by upping fees for younger children and charging for meals and nappies, a survey of 1,662 providers suggests.

The survey, by the Pre-School Learning Alliance, suggests only a third are delivering the hours totally free.

The government says it is investing £6bn in childcare by 2020.
