Learning disability 'trapped' in hospitals as NHS target missed - BBC News
Figures for March show that there are at least 2,260 people with learning disabilities or autism staying in hospitals in England - most for around two years, with half being kept in secure wards. [...] But charity Mencap said "hundreds of people with a learning disability who should have been living in the community are still trapped in in-patient settings".

The charity said families were often powerless to get them out and people could be locked up for years on end, instead of being supported in their communities.

Foremost is that we will not win transgender issues directly at the ballot box, or in the gerrymandered republican legislatures which dominate the political landscape. And with that tax revenue to pay for public health care and public education campaigns to raise awareness and change perception, image and opinion. Not pulling the nanny state. But if you use tobacco, you pay twice; now with your discretionary spending choice and then with your health, and we let you know on the packaging. And we can also subsidise cycle to work schemes, cycle lanes, cycle shelters.

Only banks, global corporations and the superrich have any power against this faceless semi-superstate [...] In the past year, on two occasions when tested, European solidarity fell apart. [...] The real power, meanwhile, sits with large corporations, banks and elites. And here’s the strangest thing: for all the power concentrated at the top, the EU lacks the will to operate purposefully in the multipolar global power system. We know, roughly, what the US wants. Ditto for China and Russia. Ask what Europe wants – in Ukraine, Syria or the Arctic circle – and you’ll draw a blank. In a multipolar world, whose chaos zones are expanding, effective states with clear diplomatic aims and red lines matter.

The consequences have been entirely predictable – and quite possibly intentional. Breadline defendants are choosing to plead guilty and pay the £150 rather than run the risk of an even higher charge by pleading not guilty. Not surprisingly, and rightly, lawyers and reformers are incensed. The Law Society and the Bar Council, plus lobby groups like the Howard League for Penal Reform, say that defendants are pleading guilty even when they are innocent. Dozens of magistrates across England have resigned rather than participate in the system, including one who was initially suspended for offering to pay a destitute defendant’s charge himself. Last month in New Zealand, the current lord chief justice, Lord Thomas, said that the new charges were “imperilling” Magna Carta rights of access to justice.

“The criminal courts charge disproportionately punishes the poorest in our community,” she said. “Those who cannot pay for a TV licence, a train ticket, or previous fines. Simultaneously, the job centres are sanctioning people’s benefits lasting for anything up to three years without a fair trial. “These charges undermine the right to a fair trial, putting pressure on people to plead guilty for fear of the costs. They limit our ability to impose fines, prosecution costs and rightful compensation. They have reduced the discretion magistrates should possess to sentence based on individual circumstances and, finally, I believe they are unworkable and will cost more to recover [and remit] than they are worth.”

Donald Trump has exposed the opportunity gulf between those who make policy and those who live it – turning immigrants into scapegoats in the process [...] The disappointment, although often wrapped in anger over immigration, is at its core about diminished opportunity. It is consistent with the economic reality that has persisted over the last three decades: except for the very rich, Americans haven’t seen their wealth increase. The people I talked to are not entirely wrong; their particular job prospects and their particular wealth have been harmed. [...] The angry are mostly people who work with their hands, who feel stuck in a vise tightening from two sides: there is a greater number of people looking for the same jobs and there are fewer jobs available, since many of these jobs having moved overseas.

As the UK's imprisonment rate remains the highest in western Europe, Panorama joins Michael Gove - the man in charge of British prisons - on a fact-finding mission in Texas. 'Hang 'em high' Texas is not the first place you might look for lessons in criminal justice - they execute more people and lock up more offenders than anywhere else in America. But now this conservative state is the unlikely centre of a rehabilitation-led revolution in prison reform that's sweeping through the US. Crime is down, prisoner numbers have fallen and, on top of this, they have cut costs. Are there valuable lessons to be learned here, and are UK politicians really ready to dole out some Texan justice?
