Questions raised over £10bn Chinese deal
The investment and infrastructure company said the deal paved the way for "significant investment" in areas such as clean energy, transport and affordable housing in Scotland.

Syria conflict: Russia air strikes 'killed 200 civilians' - BBC News
At least 200 civilians have been killed in Russian air strikes in Syria, an Amnesty International report says, quoting witnesses and activists. It says it "researched remotely" more than 25 Russian attacks in five areas between 30 September and 29 November. The findings indicate "serious failures [by Russia] to respect international humanitarian law", Amnesty says. Moscow has repeatedly denied causing civilian deaths, describing such claims as part of "information warfare". Russia began air strikes targeting Islamic State militants (IS) and other groups on 30 September, saying it was acting at the request of Syrian President Bashar al-Assad. Moscow has also been accused of bombing rebel groups opposed to Mr Assad but backed by the West.

Nach dem Ende des ersten Kalten Krieges haben die Regierungen versäumt, sie weiterzuentwickeln und sich naiv auf der Friedensdividende ausgeruht. Der Krieg in der Ukraine und das russische Abenteuer in Syrien sind die Folge dieses Versagens. Die eigene Sicherheit oder Einflusssphäre auf Kosten anderer erhöhen zu wollen, führt nicht zu mehr, sondern zu weniger Sicherheit und Stabilität. Europa braucht deshalb neue Absprachen über Sicherheit und Zusammenarbeit. Europa braucht ein neues Helsinki.

Number displaced worldwide hits record high - UN report - BBC News
The document by the UN refugee agency, UNHCR, says the number of people forced to flee their homes rose by 8.3 million from the previous year. The continuing conflict in Syria is seen as a major factor behind the record numbers. UNHCR head Antonio Guterres told the BBC the "world is a mess". "The drama is that if people think that humanitarians can clean up the mess. It's no longer possible. We have no capacities to pick up the pieces. "More and more people are suffering, and unfortunately for many of them there is no chance to support them." Mr Guterres said that the number of displaced people had increased to 42,500 per day in 2014, from 32,000 the year before. [...] The report says that at least 15 conflicts have erupted or reignited in the past five years, including eight in Africa and three in the Middle East. This led to 59.5 million displaced people by the end of 2014, of whom 38.2 million were displaced in their own country, by internal conflict.

These days, animosity toward leading U.S. adversaries — Vladimir Putin and Iranian mullahs — is bolstered through a sustained focus on their maltreatment of their LGBT citizens. The most war-craving neocons endlessly focus on the plight of gay Iranians — as though that’s what motivates their hostility, as though neocons care about any of that in the slightest — while completely ignoring brutal LGBT suppression by regimes that are highly deferential to the U.S. and Israel. All of this, though blatantly manipulative, is also a remarkably effective tactic: Obama-aligned gay groups in the U.S. such as Human Rights Campaign regularly churn out anti-Russia screeds, and do the same for Iran. Like any effective propaganda, all of this is grounded in some semblance of truth. The Taliban really are grotesquely oppressive to women; Saddam really was a severe human rights violator; Iran really does punish and sometimes even executes its gay citizens, while Putin has cultivated an anti-gay climate.

Last July, a coalition of internet service providers and international organisations teamed up with Privacy International to take legal action against GCHQ. Their claim, which arrived in court today, has been hobbled by what the privacy warriors said was the revelation that the government had quietly ushered through legislation amending the Computer Misuse Act to exempt GCHQ and law enforcement from prosecution, and did so while the case was ongoing.

BBC News - Ukraine: UK and EU 'badly misread' Russia
The House of Lords EU committee claimed Europe "sleepwalked" into the crisis. The EU had not realised the depth of Russian hostility to its plans for closer relations with Ukraine, it said. It comes as French President Francois Hollande and German Chancellor Angela Merkel spoke about the crisis at a joint news conference in Paris. Ill-equipped The committee's report said Britain had not been "active or visible enough" in dealing with the situation in Ukraine. It blamed Foreign Office cuts, which it said led to fewer Russian experts working there, and less emphasis on analysis. A similar decline in EU foreign ministries had left them ill-equipped to formulate an "authoritative response" to the crisis, it said. The report claimed that for too long the EU's relationship with Moscow had been based on the "optimistic premise" that Russia was on a trajectory to becoming a democratic country.
