Interserve: Major government contractor 'seeks second rescue deal' - BBC News
One of the UK's largest providers of public services is seeking a rescue deal as it struggles with £500m of debt, according to the Financial Times.

Interserve, which works in prisons, schools, hospitals and on the roads, said it might look for new investment or sell off part of the business.

Workers at the Foreign Office and the NHS are among Interserve's tens of thousands of UK employees.

The government said it supported the company's long-term recovery plan.

The pensioners
Carillion grew fast by taking over companies, including Alfred McAlpine, Mowlem and George Wimpey. Each deal brought with it a pension scheme, and the combined schemes, which have nearly 30,000 members, are estimated to be at least £990m in deficit.

The government’s pensions lifeboat, the Pension Protection Fund (PPF), is expected to assume a liability of up to £900m, its largest ever. It has enough money to do that, but scheme members will face payout cuts of about 15%.

£1bn funding shortfall may force UK care homes to close, says watchdog | Society | The Guardian
Fees paid by cash-strapped councils fail to meet costs of caring for residents, according to Competition and Markets Authority [...] In its report into the £16bn care homes sector, which covers 410,000 residents and stretches across 11,300 homes, the CMA said “urgent action” was needed because the current regime was “not sustainable” without additional funding.

It suggested that people who paid for their own care were being asked to pay more than they should in order to subsidise council-funded residents.

Germany's AfD: how to understand the rise of the right-wing populists
Indeed, the party’s name stems from Angela Merkel’s now famous observation that there was no alternative to the policies her government put in place in a bid to save the euro at the height of the financial crisis. [...] The AfD is, however, a rather more complicated beast than that. Although many of the Eurosceptics who founded the party have long since left, their influence has not vanished completely. One of the AfD’s two "leading candidates" for the 2017 election, Alice Weidel, for example, is a 38-year-old lesbian who used to work for Goldman Sachs. She speaks fluent Mandarin and spent six years in China writing a PhD on the Chinese pension system. She is certainly not the archetypal leader of a far-right party.

End austerity – and kickstart Martin Luther King’s revolution of values | Richard Kozul-Wright | Opinion | The Guardian
Hyperglobalisation has concentrated massive wealth in a few hands, boosting the cult of materialism that the great civil rights campaigner warned us about // Byung-Chul Han // The real threat now is to the underlying trust, cohesion and sense of fairness that markets depend upon in order to function effectively. Against this, insisting that “there is no alternative” is yesterday’s political slogan. People everywhere desire much the same thing: a decent job, a secure home, a safe environment, a better future for their children and a government that listens and responds to their concerns. They want a different deal from that offered by hyperglobalisation. Prosperity for all cannot be delivered by austerity-minded politicians, rent-seeking corporations and speculative bankers. What is urgently needed now is a global new deal. Three elements – recovery, regulation and redistribution – remain at the heart of any such deal. Book Richard Kozul-Wright is director of the globalisation and development strategies division in the United Nations Conference on Trade and Development. Its annual report, Beyond Austerity: Towards a Global New Deal, is published today

Hillary Clinton's book has a clear message: don't blame me | Thomas Frank | Opinion | The Guardian
She seems to have been almost totally unprepared for the outburst of populist anger that characterized 2016, an outburst that came under half a dozen different guises: trade, outsourcing, immigration, opiates, deindustrialization, and the recent spectacle of Wall Street criminals getting bailed out. It wasn’t the issues that mattered so much as the outrage, and Donald Trump put himself in front of it. Clinton couldn’t. [...] But by and large, Clinton’s efforts to understand populism always get short-circuited, probably because taking it seriously might lead one to conclude that working people have a legitimate beef with her and the Democratic party. &! http://www.bbc.co.uk/news/world-us-canada-41244474 &! https://www.theguardian.com/us-news/2017/sep/12/hillary-clinton-supporters-memoir-book

Back to the future on inflation
[ no rising demand = no inflation ] Globalisation and the march of technology have strengthened the hand of employers and weakened that of workers. So it is no surprise that though unemployment has relentlessly fallen, wage growth remains in the doldrums.

Then there is the war between generations. As the baby boomers approached retirement, they sought to safeguard their wealth. Inflation-targeting central banks, the dismantling of the welfare state and fiscal austerity were the natural results. The modern macroeconomic constitution has disenfranchised the inflationary constituency of the young. &! https://www.project-syndicate.org/commentary/tax-cuts-for-the-rich-solve-nothing-by-joseph-e--stiglitz-2017-07

UK pay squeeze breaks all sorts of records for all the wrong reasons | Larry Elliott | Business | The Guardian
As John Philpott, who runs the Jobs Economist consultancy, noted: “What’s remarkable is that pay growth, however measured, is so weak at a time when employment is at joint record rate of 74.8% and unemployment at a 42-year low of 4.6%, driven almost entirely in the latest quarter by relatively strong growth in full-time jobs for employees on permanent contracts. Hard times and near full employment make strange bedfellows, highlighting the extent to which a deregulated labour market with an abundance of workers available to fill low wage vacancies has altered the UK jobs landscape.”

Yes this really is the end of Tory austerity – because it was never about economics in the first place | The Independent
[private sector will pick up the tap - the households did, but not corporations! bc long-term ROI growth in not attractive in the west w secular stagnation! see Richard Koo ] But it was a very long time coming. It became clear within a year of George Osborne’s 2010 “emergency budget”, which forced through huge cuts in capital budgets and an intense squeeze on Whitehall departments and welfare spending, that the austerity medicine was hurting, not helping.

The economy was flatlining, teetering on the verge of recession. Whether this was primarily due to the crisis in the neighbouring eurozone and a spike in global oil prices or because the negative knock-on impact of the government’s domestic spending cuts was bigger than initially thought is still debated by economists.

Naomi Klein: ‘Trump is an idiot, but don’t underestimate how good he is at that’ | Books | The Guardian
One essential ingredient of resistance, she suggests, is to retain a belief in telling and understanding complex stories, keeping faith with narrative.

One of the questions that Klein’s book does not reach a conclusion about is how conscious Trump is of his shock doctrine tactics. Is he a demagogue in the scheming manner of Putin and Erdoğan, or just a useful idiot for the forces around him?

93% Of All Jobs "Created" Since 2008 Were Added Through The Birth/Death Model | Zero Hedge
Here are the details of how over 90% of the jobs created in the past decade were nothing more than a "statistical" adjustment in some BLS model. [...] Furthermore, self-employed persons as a percentage of the working age population and the number of jobs created by establishments less than one year old are also declining. [...] the multi-decade slowdown in new business formation. Further supporting the Harvard study findings, a Brookings Institution paper called “Declining business dynamism in the United States: a look at states and metros” shows that business formations slowed down and business deaths accelerated after the crisis of 2008 (below to the right). (( THE LOW HANGING FRUITS OF INNOVATION HAVE BEEN PLUCKED! + ECON WINNER TAKES ALL = COMPETITION ON PRICE )) [...] The Bureau of Labor Statistics (BLS) seems to be alone in its belief that the entrepreneurial environment in the US is improving. We believe that the BLS has been artificially inflating the monthly payroll numbers via the birth and death adjustment. This overstatement is not trivial in nature – the adjustment added 30% of all jobs reported since 2010.

Schools told not to plan for budget deficits - BBC News
Schools have been told that they "must" avoid planning to go into budget deficits.
The warning comes in a letter from the finance director at the Department of Education (DE), Gary Fair.
It is in response to a move from more than 40 head teachers in greater Belfast who said they would refuse to implement more cuts to their budgets.
They said they would not take measures like laying off staff to save money, even if it pushed them into the red.

More than half of donations to EU referendum campaigns came from just ten wealthy donors | The Independent
In its report Take back Control: How big money undermines trust in politics, the campaign group found that of the £31,834,885 donated to both sides during the referendum, £16, 444, 905 – about 52 per cent – came from just 10 individuals or companies. [...] Leave received £17.5 million of all donations - almost exactly one vote for every pound given towards the Brexit campaign - compared to Remain’s £14.2 million.

Transparency International also found that 95 per cent of all money raised during the referendum campaign came from just 100 donors – a tiny fraction of the millions who voted on June 23.

Cameron’s legacy is secure – he’s the man who sold millennials down the river | Rhiannon Lucy Cosslett | Opinion | The Guardian
Such complacency, many of us thought, was entirely in line with the man’s whole shtick – an egotistical public schoolboy encased in shiny PR guff, a man incapable of contemplating the possibility that he might ever be wrong, gambling the fortunes of an entire country before coolly walking away from the ensuing fiasco literally humming. [...] many of those who voted for Brexit will either be dead or in care homes that millennials will be subsidising, probably in a deregulated, privatised environment in thrall to US corporate interests and hostile to workers’ rights. That’s if care homes even exist.

Austerity 2.0 ... and there there were the 1000£ leather trouses. ] So I may as well try to look at it from her point of view – summon up some empathy, a term that May herself disdained in the accompanying interview as “a very ‘today’ word”. She’s not completely fashion mad then. She prefers to say “understanding”. Thus the social worker becomes the biologist: while we may empathise with our fellow humans, we merely understand the life cycle of the cockroach.

Head teachers take school funding anxieties to Twitter - BBC News
Head teachers and their staff have taken to Twitter to highlight what may have to be axed in schools in England because of budget cuts.
There have been more than 27,000 tweets using the hashtag #whatwouldyoucut since the campaign against the cuts started on Sunday.
The government insists school investment is at a record £40bn.
But the Association of School and College Leaders said this was only because pupil numbers are rising.
It argued that head teachers are having to make tough decisions about which services to cut.
The tweets included photographs of science experiments, school trips, sporting activities and performing arts events.

Budget 2017: Hammond to tell us the Brexit vote could have been worse | Business | The Guardian
consumers carried on spending and businesses continued to expand.

The picture for the public finances is also looking rosier compared with Hammond’s maiden autumn statement in November. [...] But here’s what the chancellor will not tell you: living costs have gone up and will continue to do so. The poorest will be hit hardest as the cost of essentials such as food and heating take a growing chunk out of already tight family budgets. Wages will struggle to match rises in inflation and the government’s benefit cuts mean that incomes will fall for the poorest people in Britain. In short, unless the government does something significant to improve living standards this week, inequality will start rising again.

Tory spending pledges on police, education and childcare 'at risk' | Politics | The Guardian
[ after 7 years of austerity, no end in sight, debt keeps climbing, no to little investment, ... now you have to break promises from 2010 that there are protected budgets, ... to meet your fucking debt reduction promise ] Conservative promises to protect spending on police, sixth form education and childcare are at risk as Philip Hammond demands £3.5bn in new cuts from his cabinet colleagues, according to an analysis by the IPPR thinktank. The IPPR believes the government will not be able to hit its savings target, even allowing for proposed budget cuts, at the same time as meeting spending promises made by George Osborne when he was chancellor. [...] when the Treasury announced a new new drive for “efficiency savings” earlier this week, the only spending commitments that were reaffirmed were Conservative manifesto pledges to protect the core schools budgets and the NHS; and a subsequent promise to meet the Nato target of spending 2% of GDP on defence. [...] “the police budget could now face a further £250 to £500m in cuts that the public were not aware of”. [ LOTS OF UNINTENDED CONSQUENCES ABOUND, YOU SAVED HERE, BUT COSTS CREATED THERE, KNOCK ON EFFECTS! SHORT AND LONG-TERM! ie skills and social mobility, meaning less taxable income in the future bc stagnant wages & living standards, then you still try meet you debt reduction targets and you start cutting off fingers, hands, foot, ... ]

IFS: Growth in UK living standards worst in 60 years | Business | The Guardian
The Institute for Financial Studies is predicting that households will be almost 20% worse off by 2021 - IFS calculations show that average household incomes will be 18% lower in 2021-22 than could have been reasonably expected before the financial crisis in 2007-08 - “One of the biggest drivers of the rise in child poverty is policy choices, which is why it is essential that the prime minister and chancellor use the upcoming budget to put in place measures to stop this happening. An excellent start would be to ensure families can keep more of their earnings under the universal credit.”

More than politics, Theresa May’s true strength is her grasp of British culture | Rafael Behr | Opinion | The Guardian
While John Major and Tony Blair struggle with their Brexit defeat, the prime minister has read the national mood and is successfully navigating it // SHE IS NAVIGATING IT? OTHERS WOULD SAY like Blair SHE SITS THERE AS PASSENGER. // Culture and identity tend to be treated as peripheral expressions of whatever is happening in the economy, which is sometimes true but not always. May understands that. She is a more astute culture warrior than economist, and for now that is serving her well. // HAPPY TO DO HARD BREXIT EVEN IF IT HURTS THE ECONOMY "make the best of it" // To win power from New Labour, Cameron adapted to Blairish mode: self-consciously modern, socially liberal, metropolitan and relaxed about Europe. [...] There was always something absurd about “anti-establishment” language in the plummy tones of Boris Johnson or Nigel Farage. But their campaign did capture a rebellious spirit. Partly it was generalised frustration at the state of everything; partly it was counter-revolution – the backlash by people who sensed that their lives, interests and anxieties were the punchline to a joke at a fancy London dinner party. [...] liberals haven’t grasped the scale of their defeat. That is good for May, who navigates through the middle.
