Recycled packaging 'may end up in landfill', warns watchdog - BBC News
The National Audit Office (NAO) says over half of the packaging reported as recycled is actually being sent abroad to be processed.

As a result, it says, the government has little idea of whether the recyclables are getting turned into new products, buried in landfill or burned.

While an illusion of success has been created by the UK’s system for recycling packaging, the NAO says, the reality may be quite different.

Taxpayers owe private firms £199bn for PFI deals - BBC News
creaming off, For example, it said the capital raised through PFI cost 2% to 3.75% more than from state borrowing.

"Small changes to the cost of capital can have a significant impact on costs," it added.

"Paying off a debt of £100m over 30 years with interest of 2% costs £34m in interest. At 4% this more than doubles to £73m."

In the past PFI deals have been accused of leading to huge cost overruns and indebting NHS trusts.

The Sunday Telegraph says trainee surgeons have complained that an endemic culture of bullying among senior colleagues is putting patients' lives at risk.
The paper says some surgeons have reported being assaulted during operations for raising safety concerns, and an atmosphere of fear is said to be leading to failures in concentration that directly harm patients.

Sewage plants are leaking millions of tiny plastic beads into Britain's seas | Environment | The Guardian
Sewage plants are contributing to plastic pollution in the oceans with millions of tiny beads spilling into the seas around the UK, according to a new report.

Dozens of UK wastewater treatment plants use tiny plastic pellets, known as Bio-Beads, to filter chemical and organic contaminants from sewage, according to a study from the Cornish Plastic Pollution Coalition (CPPC).

The report found that many millions of these pellets, which are only about 3.5mm wide, have been spilled and ended up in the environment.

The author of the report, Claire Wallerstein, said once the Bio-Beads had been released they are hard to spot and almost impossible to remove – yet can cause significant harm to marine wildlife. // Great Pacific Garbage Patch

Draft leglislation, to be published possibly as early as Thursday, will begin the process of implementing a pledge made by David Cameron in his conference speech last autumn. The prime minister said his “vision for our schooling system” was to place education into the hands of headteachers and teachers rather than “bureaucrats”. A local authority criticised for failing to protect Poppi Worthington’s siblings for almost a year after her death did not discipline social workers and instead applied for a draconian order in an attempt to cover-up the failings, documents show. Thirteen-month-old Poppi died after she was found with serious injuries at her home in Barrow-in-Furness, Cumbria, three years ago. A high court family judge concluded that Poppi’s father, Paul Worthington, sexually assaulted her shortly before her death and she died as a result of the injuries she suffered during the assault. It has been revealed that her siblings were not taken into care until after their parents were arrested in August 2013.

Five cabinet ministers and a minister who attends cabinet are campaigning for Brexit Foreign Secretary Philip Hammond has defended plans to prevent ministers who oppose EU membership from seeing certain government documents. He said the government, which backs EU membership, was not neutral and those who disagreed could draw on specific policy information from other sources. MPs are to question the UK's top civil servant after he issued guidance to withhold "referendum-related" material. One anti-EU minister said retaining documents "can't possibly happen". The government's official policy is that Britain should remain in the EU - and civil servants are duty-bound to support government policies. The Labour leader attacked Jeremy Hunt after the BBC revealed the health secretary used academically unverified and unpublished data to back his plans. Last July, in the pay row with junior doctors, Mr Hunt said there were about 6,000 deaths a year because of the lack of "a proper seven-day service". But this assertion was later questioned by academics. Emails show one of the author's of the unpublished paper, which Mr Hunt was using to justify the 6,000 figure, was unhappy with how his study was being used. Hitachi boss issues warning over Wylfa subsidy deal - BBC News
[ giving extortionate (for consumer) strike prices, while cutting renewable feed in tariff 95% and 500m subsidies for Oil/Aberdeen ] The head of the company behind a new £8bn nuclear power station on Anglesey has warned it may walk away from the project if a subsidy deal with the UK government cannot be reached. Hitachi chairman Hiroaki Nakanishi told the Telegraph he voiced concerns about Wylfa Newydd's expected cost to Foreign Secretary Philip Hammond. It followed problems a rival faced for the Hinkley Point plant in Somerset. The UK government said it wants low-cost nuclear power. Hitachi owns Horizon Nuclear Power which is behind the plans to build the new power plant, which could be operational by the early 2020s. Horizon is in talks with the Department of Energy and Climate Change (DECC) on issues such as the strike price, which will be key to attracting additional finance.

MPs launch tax inquiry after criticism of £130m Google-HMRC deal | Business | The Guardian
MPs have launched an inquiry into the UK’s tax system after the government was accused of allowing Google to pay too little in a £130m deal. The House of Commons Treasury committee announced that it would examine whether a radical shakeup of corporation tax was needed, amid concern that Google has been allowed to get away with an effective rate of 3%. The inquiry is not directed at Google, but will investigate the UK’s shrinking corporate tax base more widely and whether HMRC is doing enough to tackle avoidance. It will ask whether there needs to be a radical shakeup of the system, and whether business taxation could be based on turnover rather than profits. Texan here. I can say it is getting pretty noticeable in some parts. The I-20 between Pecos and Abilene reeks of gas now. I've lived in Texas for over 20 years and this is the worst it's been. At one point, I had to turn the air off in my car just so the stench would stop flowing in (even the air filter did little to help). But in a bit of uplifting news, Sweetwater, also on the I-20, has installed a ton of wind turbines. So it's good to see that the move the green energy is being made in the state.
