Testing times ahead for Universal Credit
[ in real terms cuts through the back door. spin doctor and positioning ] Universal Credit was meant to bring "radical changes" to people's real incomes and incentivise them to move off benefits and into work, according to David Finch, a former economic analyst at the DWP.
"But... the strength of the improved incentives it was meant to bring have been gradually eroded," he says, speaking in his current role as a researcher at the Resolution Foundation.
There have been significant tensions between the Treasury and the DWP over its cost.
Last year the government announced funding cuts to the universal credit "work allowance" - reducing the amount people can earn before benefit payments are withdrawn.

Is Stephen Crabb the man to tackle this age of extreme inequality?
The Panama Papers will lead to the dynamiting of Tory credibility, but new work and pensions secretary, Stephen Crabb, is unlikely to prove the saviour of his party’s reputation. [...] Last autumn’s U-turn over cuts to working tax credits was a smoke screen. The axe will fall, only not everywhere, not just yet. From this week, existing universal credit claimants will lose up to £220 a month as the work allowance is pared back faster than the national living wage increases to replace it. [...] Short of taking a vow of poverty and retreating like Charles V to a monastery, there is nothing he can say now that will change the perception that he is at the head of a party that has a fundamental personal interest in preserving the advantages of the 1%.

George Osborne: A profile of the man behind the Budget - BBC Newsnight
// 70% of UK economy growth (GDP), 2015, was consumption. // and trade deficit/current account deficit for 2015, biggest ever on record ---- The UK's current account deficit widened to a record high in the final quarter of last year.
The deficit in the three months to December was £32.7bn, the equivalent of 7% of GDP, said the Office for National Statistics (ONS).
For all of 2015, it came to £96.2bn or 5.2% of GDP. Both figures were the highest since records began in 1948.
A current account deficit means the value of imports of goods, services and investment income exceeds exports.[...] "An obvious potential trigger for the markets losing confidence in the UK economy could be a vote to leave the EU in the 23 June referendum." Hey Britain – Your Kids Have Just Been Privatised
"Thatcher said the problem with socialism is that you run out of other people money. Henry VIII will tell you the problem with crony capitalism is you eventually run out of other people’s assets to sell." [...] In George Osborne’s mercurial March 2016 budget he showed his own Machiavellian sleight of hand. He is now seen as a politician whose leadership ambitions come before the welfare of the British people. Osborne’s allegiance is to The City not the country. When he and Peter Mandelson holidayed on financier Nat Rothschild’s yacht do you think they talked about free school meals and increasing the economic opportunities of the people in Grimsby? [...] Look at his actions and we see that one of Osborne’s aims is to reinstate the class divisions that began to ebb away with socially progressive policies. This last budget sought to weave a line into the fabric of society between the haves and have-nots. [...] We are at the end of the debt cycle and there’s nowhere else to go. [...] This is not the budget for the next generation of young people. This is the budget for the next generation of rent-seekers, moneymen and crony capitalists.

Disability benefits U-turn leaves Cameron with £4.4bn to find
David Cameron has been forced to concede that a £4.4bn black hole created by the U-turn over disability benefits will not be filled by further cuts to welfare as he fought to shore up his credibility following the shock resignation of Iain Duncan Smith. The spending climbdown was announced on Monday by Stephen Crabb, the new work and pensions secretary, an hour after Cameron addressed the political crisis engulfing the Conservative party by offering his support to George Osborne and praise for the work of Duncan Smith. Lords rebuff Tory plan to cut ESA for second time | Politics | The Guardian
[ trying to redefine who deserves something for nothing, and disability ] Peers defeat government again over proposed £30-a-week cut to benefits for ill and disabled found ‘unfit to work.’ The House of Lords has defeated the government again over welfare reform and work bill proposals to cut £30 a week from the benefits of ill and disabled people who have been found unfit to work. Peers passed an amendment that calls on ministers to deliver a formal assessment of the likely impact of the cut on the health, finances and work prospects of hundreds of thousands of claimants, who will see their unemployment benefits reduced by £1,500 a year. [...] there is no evidence that the proposed cut would help ESA Wrag recipients get back into employment, while campaigners say the cut will push claimants further into poverty. Just two individuals - Rupert Murdoch and Lord Rothermere - controlled a staggering 52.2 per cent of online and print national news publications in the UK in 2013 [...] All of these newspapers either backed the Conservatives or Ukip in the most recent election and are all considered traditional right-wing publications. If you add up the readership of these right-wing newspapers, they account for a staggering 69 per cent of national newspaper readership in Britain in 2013. Left Foot Forward concluded their analysis by stating that “over three quarters (77.8 per cent) of the press is owned by a handful of billionaires.”

Hunt 'misrepresented' data on 7-day NHS - BBC News
The Labour leader attacked Jeremy Hunt after the BBC revealed the health secretary used academically unverified and unpublished data to back his plans. Last July, in the pay row with junior doctors, Mr Hunt said there were about 6,000 deaths a year because of the lack of "a proper seven-day service". But this assertion was later questioned by academics. Emails show one of the author's of the unpublished paper, which Mr Hunt was using to justify the 6,000 figure, was unhappy with how his study was being used. [...] This figure was then used regularly by the government in its argument for changes to doctors' contracts. [ they needed it to justify back-door cutbacks to NHS budget. An Alarm Goes Off Threatening The "Strong U.S. Jobs" Myth: Withheld Income Taxes Are Stalling | Zero Hedge

While for most of 2015, tax withholdings rose at a rate of 5% or more from a year ago, on the back of job growth and gains in wages, commissions and other incentive pay, in recent months there has been a substantial dropoff in this key indicator.

Hospitals may refuse to impose Jeremy Hunt’s new contract on junior doctors | Society | The Guardian
[7-day service] Tory unrest grows over health secretary’s gamble as opt-out could lead to a flood of local deals with trusts [...] The Guardian has established that none of the 152 foundation trust hospitals in England will be obliged to force their junior doctors to accept the deal and can instead offer them better terms. The disclosure of an opt-out for top hospitals threatens to derail the health secretary’s controversial push to impose new terms and conditions on all 45,000 junior doctors that has sparked their bitter and long-running dispute. [...] Labour accused Hunt of misleading parliament on Thursday by claiming in his Commons statement that an array of “senior NHS leaders” backed imposition. Thirteen of the 20 supposed signatories of a letter of support have since disowned it and said they do not back Hunt. I had alcohol-related breast cancer. Here’s why I still drink | Joanna Moorhead | Opinion | The Guardian
The chief medical officer advises women to think about cancer when having a drink. The PM said existing ESA claimants unable to work would not lose any money. "But in future, those who are able to get back to work, we should help them get back to work. Shock figures show patients stuck in north hospitals for more than a year despite being fit to leave - Press and Journal
Shock new figures show eight patients across NHS Highland and NHS Grampian were kept in hospital for more than a year, despite doctors giving the green light for them to be discharged. Another 20 patients at the two health boards were left in limbo for more than six months. Last night Health Secretary Shona Robison admitted there was “much more to do” to tackle the so-called bed blocking, which costs the NHS millions of pounds each year. [...] These patients were all classified as so-called ‘Code 9′ patients – meaning they require specialist support, such as space in a care home, before they are able to return to the community. [...] “The availability of suitable facilities to safely accommodate those of our patients with the most complex conditions is limited, [...] unable to dedicate enough staff. The health board admitted that recruitment to the adult care sector was a growing problem, //&! Care homes and the NHS: The silent scandal? - bbc.in/23GhyCd & bbc.in/1PfdoHx

A day in court showed me the misery of Britain’s housing policy | Polly Toynbee | Opinion | The Guardian
The housing crisis they inherited has worsened as rents rise, but David Cameron and George Osborne’s cuts to social housing are a bizarre response: the housing and planning bill going through parliament marks the end of the social housing era. Not by accident but by deliberate policy, 88,000 council homes to rent will be lost, says the Conservative-controlled Local Government Association. Labour says the total will be 180,000 by 2020. Money is sucked out of social housing into the Treasury, as the 1% rent cut saves on the housing benefit bill by stealing funds due to pay for new social homes. Half of all renters get some housing benefit, with the continuous rise in rents. Cutting that support simply propels more into homelessness.

Next week's junior doctor strike on - BBC News
[ after they came back on the table from the first strike and another strike as been called off during negotiation ] Next week's strike by junior doctors in England will go ahead as talks with the government have failed to reach a solution - but union leaders say medics will provide emergency cover. [...] BMA junior doctor leader Dr Johann Malawana said despite some "good progress" the union had been left no choice but to announce the stoppage would take place. He accused the government of taking an "entrenched" position by insisting the extra pay doctors get for working on a Saturday is cut. [ Tories redefine WEEKEND, as they did with poverty, and else ] Dr Malawana said: "What we are asking for is fair and affordable recognition of unsocial hours."

Hitachi boss issues warning over Wylfa subsidy deal - BBC News
[ giving extortionate (for consumer) strike prices, while cutting renewable feed in tariff 95% and 500m subsidies for Oil/Aberdeen ] The head of the company behind a new £8bn nuclear power station on Anglesey has warned it may walk away from the project if a subsidy deal with the UK government cannot be reached. Hitachi chairman Hiroaki Nakanishi told the Telegraph he voiced concerns about Wylfa Newydd's expected cost to Foreign Secretary Philip Hammond. It followed problems a rival faced for the Hinkley Point plant in Somerset. The UK government said it wants low-cost nuclear power. Hitachi owns Horizon Nuclear Power which is behind the plans to build the new power plant, which could be operational by the early 2020s. Horizon is in talks with the Department of Energy and Climate Change (DECC) on issues such as the strike price, which will be key to attracting additional finance.

Unilever boss warns UK against sugar tax | Business | The Guardian
[ sprinkling doubt. Mexico and France has good case for it. ] Paul Polman says the tax is ‘not the holy grail’ and there is little evidence around the world such a levy can actually tackle Britain’s obesity crisis [...] However, the chief executive said a sugar tax was not the “holy grail” and insisted that the countries that have introduced it, such as Mexico, are not seeing obvious benefits. [ it's about long-term, one step at a time, Sugar Tax is a start ] [...] [ lobby acitivities ] The food and drink industry has been in talks with the government about a national obesity strategy, but it is against demands for an arbitrary reduction in sugar content across the board. Companies such as Coca-Cola have suggested they aim to cut 20% of the sugar in the existing diet of a consumer by a combination of reformulating their products and promoting low-sugar alternatives such as Diet Coke.
