Growing calls for federal UK in wake of Brexit vote
[ out of a constitutional crisis the day after euref w pm quitting - should seek a new UK in a new world, different world ] According to Mr Fraser, the answer is federalism. An entrenched Scottish Parliament, an English Parliament sharing time at Westminster, English city regions with administrative but not legislative power, the replacement of the House of Lords with a senate representing "each federated part of the UK."
I do not intend in these musings to examine this particular set of ideas too closely. My attention is more aimed at the other advocate of federalism this week, Labour's Kezia Dugdale.

MSPs give Nicola Sturgeon mandate to hold direct EU talks - The Scotsman
Labour, the Liberal Democrats and Greens backed her motion asking for a mandate for talks with the UK government, other devolved administrations, EU institutions and member states, which was passed by 92 votes to zero.

The Conservatives abstained after their attempt to amend it failed.

Could the Scottish Parliament stop the UK from leaving the EU?
Ms Sturgeon, as she has made amply plain, wants more evidence that the people of Scotland are ready this time round to back independence. So she wants time. She needs time.
Hence, partly, the search for alternatives. The search for any means by which Scotland can maintain EU links.
To be clear again, this is a genuine, governmental search. Ms Sturgeon is not bluffing or deploying guile. She, authentically, wants ideas as to how to proceed.
