The end of Atlanticism: has Trump killed the ideology that won the cold war? | News | The Guardian
"special relationship" - The foreign policy establishment has been lamenting its death for half a century. But Atlanticism has long been a convenient myth // Atlanticism has never had a very stable meaning. For one thing, the US and Europe have not always considered each other natural political partners. For most of American history, there hasn’t even been a unified “Europe” to partner with. [...] Advertisement

In 1973, Henry Kissinger, himself a transatlantic refugee, launched a “Year of Europe” tour to try to save the relationship in the name of containment, preventing the further growth of the Soviet Union. Speaking as Nixon’s national security adviser, he asked whether the Atlantic community could thrive as the memory of the second world war began to fade. As the “rigid divisions of the past two decades diminish, new assertions of national identity and national rivalry emerge”. He argued that Americans should continue to support European unity. “If we permit the Atlantic partnership to atrophy … we shall miss our historic opportunity for even greater achievement.”

Western Europeans vary in nationalist, anti-immigrant, anti-religious minority attitudes | Pew Research Center
https://twitter.com/pewglobal/status/1011496037532553218 // While younger people tend to score lower on the NIM, statistical analysis suggests that, in Western Europe overall, this has less to do with their age and more to do with factors like religion and familiarity with Muslims. For example, younger Western Europeans are more likely to say they personally know a Muslim and to say they are religiously unaffiliated; both of these factors are closely associated with lower NIM scores.

Britain is one of worst places in western Europe for asylum seekers | UK news | The Guardian
Britain is one of the worst destinations for people seeking asylum in western Europe, according to a Guardian analysis of policies, data and reports of the conditions faced by the record recent influx of new arrivals.

At the start of a year-long project with three other newspapers on Europe’s refugee crisis, the Guardian has analysed the experience of refugees and asylum seekers in the European Union’s big five nations – the UK, Germany, France, Spain and Italy – and found the conditions in Britain do not compare well.

Why Everyone Must Get Ready For The 4th Industrial Revolution
For example, as automation increases, computers and machines will replace workers across a vast spectrum of industries, from drivers to accountants and estate agents to insurance agents. By one estimate, as many as 47 percent of U.S. jobs are at risk from automation. Many experts suggest that the fourth industrial revolution will benefit the rich much more than the poor, especially as low-skill, low-wage jobs disappear in favor of automation.

But this isn’t new. Historically, industrial revolutions have always begun with greater inequality followed by periods of political and institutional change. The industrial revolution that began at the beginning of the 19th century originally led to a huge polarization of wealth and power, before being followed by nearly 100 years of change including the spread of democracy, trade unions, progressive taxation and the development of social safety nets.

Energy drove the decline, with prices down 8% in February compared to a 5.4% slide in January. The dismal figures have dashed hopes that ECB efforts to boost prices were working. Beware the Minuses of Negative Interest Rates
Whether sub-zero interest rates actually work is open to debate, however. So says Richard Koo, the chief economist of the Nomura Research Institute. “In my view,” he writes, “the adoption of negative interest rates is an act of desperation born out of despair over the inability of quantitative easing and inflation targeting to produce the desired results.” The failure of the BOJ and the ECB to meet their inflation and growth goals is shared by the Federal Reserve and the Bank of England. None of these central banks understand that their textbook solutions don’t fit the real economy, Koo asserts. [...] And on a more practical level, why corporations sit on record hoards of cash (taxes aside). Email Shows How Google Gets Things Done In Washington - BuzzFeed News
[ tech; winner takes all ] Shelton’s email, which has not previously been disclosed, shows the extent to which Google has tried to wield influence in Washington. UK to send five ships to Baltic as part of Nato buildup against Russia | Politics | The Guardian
Britain will also contribute troops to a new 6,000-strong force that is intended to act as a deterrent [...] After years of steady military withdrawal from Europe since the end of the cold war, the US last week announced a quadrupling of military spending to $3.4bn (£2.35bn) to increase its presence in Europe as a counter to Russia. The UK contribution, though modest by comparison, is still significant given the extent to which the navy has been reduced after years of cutbacks.

The Pentagon has fired the first shot in a new arms race | Mary Dejevsky | Opinion | The Guardian
In a speech in Washington last week, previewing his announcement, Ash Carter said he would ask for spending on US military forces in Europe to be quadrupled in the light of “Russian aggression”. The allocation for combating Islamic State, in contrast, is to be increased by 50%. The message is unambiguous: as viewed from the Pentagon, the threat from Russia has become more alarming, suddenly, even than the menace that is Isis. [...] In the last months of his presidency, this detachment is ending. The additional funds for Europe’s defence are earmarked for new bases and weapons stores in Poland and the Baltic states. There will be more training for local Nato troops, more state-of-the-art hardware and more manoeuvres. [ ... + MH17 downing w Russian ground to air defense missile ]

What's holding back the world economy? | Business | The Guardian
[ continued financialisation of economy / faustian pact ] QE and low interest rates have disproportionately created wealth in the financial sector and inflated asset bubbles. It has done little for the real economy. The rules of the market need to be rewritten [...] dominant policies during the post-crisis period – fiscal retrenchment and quantitative easing (QE) by major central banks – have offered little support to stimulate household consumption, investment, and growth. On the contrary, they have tended to make matters worse. In the US, quantitative easing did not boost consumption and investment partly because most of the additional liquidity returned to central banks’ coffers in the form of excess reserves. 'Panic situation': Asian stocks tumble amid fears of new global recession | Business | The Guardian
central banks have few avenues left to explore to encourage investment and boost growth. Talk of an impending recession in the US, however, is creating speculation among investors that the federal reserve will put on hold its attempts to normalise rates. “The ‘fear factor’ in markets has morphed from being about an emerging market hard-landing and collapsing oil prices to being about the extent of the slowdown in the developed world and the ability of central banks to reflate asset values yet again,” said analysts at Citi in a note. //&! Syria refugee crisis: six charts that show how Europe is struggling to respond | World news | The Guardian
Of the 1.2 million asylum applications filed, 356,805 were from Syrian applicants. The number of first-time applicants has grown hugely in the past five years. The increase in the number of people seeking asylum in Europe has been driven primarily by applications from Syria, Afghanistan and Iraq. [...] In Germany, one of the few EU countries to have reported full-year figures for 2015, there were almost 442,000 first-time asylum applications in 2015 alone: over a third of these by Syrians. Going through paperwork takes time, though; the country registered 428,468 Syrian arrivals last year. As a proportion of population, the most applications have been received in Hungary (649 applications per 100,000 population), Sweden (528 per 100,000 population) and Austria (where there were 273 applications per 100,000 population up to the end of November). //&! bit.ly/1o5FdLQ // Cameron Pays Up to keep them away and voters happy - bit.ly/1R3rJf5 &! bit.ly/1Kr9kqZ

Bank of Japan shocks markets by adopting negative interest rates | World news | The Guardian
BOJ shock decision to adopt negative interest rates, in an attempt to protect the flagging economy from market volatility and fears over the global economy. In a 5-4 vote, the bank’s board imposed a 0.1% fee on deposits left with the Bank of Japan (BoJ) – in effect a negative interest rate. The move, which follows the similarly aggressive precedent set by the ECB in June 2014, is designed to encourage commercial banks to use excess reserves they keep with the central bank to lend to businesses. //&!
Carney: No need for interest rate rises now - BBC News
Carney said that collapsing oil prices and an "unforgiving" global environment meant that tighter monetary policy was not yet necessary. [...] He pointed out that the Fed's rate rise had only brought the US interest rate to the same "lofty level" as the Bank of England's. The Governor said that three factors would be the strongest guide to when interest rates might rise. First, that economic growth in the UK would be higher than the average trend. He said that growth at an average quarterly rate of 0.5% in 2015 had "disappointed". Second, that wage growth strengthens and productivity improves. And, third, that core inflation starts to approach the target rate of 2%. //&! Protests in Poland as proposed laws curtail women's rights | World news | The Guardian
Campaigners are planning to step up resistance to Poland’s ultra-conservative government after it cleared a constitutional path for hardline law changes, expected to include a total ban on abortion and curbs to gender and human rights. Tens of thousands joined mass demonstrations in the run-up to the law change, which would curtail the independence of the constitutional tribunal – the country’s highest legislative court. But to the dismay of women’s rights activists, no protests greeted the government’s first concrete policy move – to scrap subsidies for IVF in public hospitals.
