Legalising cannabis could be ‘win-win-win’ for UK, says thinktank | Society | The Guardian
Institute of Economic Affairs says criminalisation has failed and reform could create £1bn Margaret Thatcher’s favourite free-market thinktank has called on the government to legalise cannabis, arguing that the move could generate more than £1bn in extra tax revenues every year, as well as savings in health and other public services.

Britain’s black market in cannabis is worth £2.6bn annually, with 255 tonnes sold to more than 3 million people last year, according to the Institute of Economic Affairs (IEA).

Durham police chief calls for legalisation of cannabis in UK | Society | The Guardian
“The status quo is not tenable. It’s getting worse. Drugs are getting cheaper, stronger, more readily available and more dangerous. More than 24,000 Scots hospitalised because of drinking
50p minimum price per one unit of alcohol, to come into effect March 2018, after years of legal fight against the alc lobby vested interest. (Sugar Tax, ) - http://www.bbc.co.uk/news/uk-scotland-scotland-politics-42066394 - Minimum pricing has been broadly welcomed by health bodies and alcohol awareness groups, who say it will target the kind of drinking that leads to the greatest harm. //
People from the most deprived areas are nearly eight times more likely to need help, according to the NHS. There were 36,235 alcohol-related hospital admissions last year - the equivalent of more than 100 a day. They involved 24,060 individual patients - up from the 35,376 admissions involving 23,656 patients the previous year. Britain’s young suffer as austerity continues to take its toll | Letters | Business | The Guardian
It is governmental negligence when the poorest young citizens do not have enough money to heat a home or buy a healthy balanced diet. Universities report time and time again that cold homes increase rates of respiratory disease, cardiovascular disease, excess winter deaths and mental illness. Inadequate diets increase the risk of malnutrition, obesity, diabetes and cardiovascular disease. Debt with insufficient income impacts on health indirectly through increased stress, depression and anxiety, and suboptimal coping behaviours – such as increased rates of smoking and drinking.

After the crash in 2008, the Queen asked: “Why did no one see it coming?” Ten years later, she might well ask the same question about the rise of early deaths among young people.

Where did all the GCSE pupils go – and why has no one noticed? | Education | The Guardian
[ underachieving taking pupils off roll to boost class/school rating! League Table. unintended consequences! macro over micro + staff shortage, pressure, not money, less money! making the short cut to let underachievers and trouble makers go. classic american school dropout. in childhood already left behind! ] Earlier this month, Sean Harford, Ofsted’s national director, said that from now on inspectors should question headteachers during inspections when large numbers of students have left. And Amanda Spielman, the chief inspector, described “off-rolling”, alongside other results-boosting methods, as a scandal.

Our investigation shows that even though the inspectorate recognised this as a national problem going back to 2010, it has not done anything about it.

The research organisation Education Datalab recently published reports on pupils leaving their secondary schools, following an investigation by Education Guardian in 2014. It raised concerns that 20,000 pupils were being lost to state education altogether, with no one knowing where they had gone. The reports do not show whether pupils were encouraged to move or left of their own volition. Those who had disappeared were mostly lower achievers.

Legal highs 'may be linked' to rise in HIV in Glasgow area
For the first time in almost 30 years, new diagnoses of HIV related to drug injecting was at a comparable level among gay and heterosexual men.
Investigations into the outbreak highlighted that some drug users were sharing needles, syringes, spoons and water when preparing and injecting their drugs.
It has also highlighted that there is low awareness of the risks of HIV from doing so. [...] Dr Catriona Milosevic, consultant in public health medicine at NHSGGC, said it was "vitally important" that people who inject drugs do not share or reuse equipment.

What McDonald's and Walmart Can Teach Drug Cartels | VICE | United States
Tom Wainwright, the Britain editor of The Economist, who ran the magazine's Mexico desk for three years, recently published a book titled Narconomics: How to Run a Drug Cartel that looks at the drug industry as a business, finding common ground between the underworld and legitimate corporations like Walmart, McDonald's, and Amazon. Wainwright was struck by how "el narcotráfico" was basically a business like any other, but one that was normally written about as if it were a war. For example, the book examines how the dark web is destroying street-corner dealers' businesses through lower prices, better quality control, and its wide-range of vendors compiled in one place, not unlike how Amazon has made it harder for brick-and-mortar shops to stay open.

Why Hillary Clinton’s ‘super-predator’ concession is such a big moment for political protest - The Washington Post
Clinton’s 1996 speech included some language about these so-called super-predators implying that they were a generation of guilt- and compassion-free sociopaths who, in the interest of society, simply had to be contained. [...] Clinton seemed audibly and visibly irritated, saying she would answer if allowed to speak and then, even more notably, “that no one had ever asked her that before.” Then, Clinton essentially moved on with her regularly scheduled fundraising program. There was no accounting, partial or full, for her 1996 position nor how she arrived at her 2016 stance on criminal justice reform. Moving on. [...] Clinton decided to offer an apology for using that “super-predator” and “brought to heel” language. In the 1990s both were part of a relatively popular but now largely discredited theory about rising youth crime. [ tough on crime was] effective tactic with white voters, because in the [US] there are a whole host of persistent stereotypes abt race & criminality.

Draft snooper's charter 'fails on spying powers and privacy protections' | World news | The Guardian
Theresa May’s draft “snooper’s charter” bill fails to cover all the intrusive spying powers of the security agencies and lacks clarity in its privacy protections, a parliamentary committee has said. The intelligence and security committee said the draft legislation published by the home secretary suffered from a lack of sufficient time and preparation. It was evident that even those working on the legislation had not always been clear about what it was intended to achieve, it said.

The proposed laws would criminalise the sale of the drug, but not those who buy it.

Can we really trust judges to protect reporters' confidential sources? | Media | The Guardian
Journalists won’t even be safe to talk email whistleblowers from a coffee shop [...] In stressing that the powers would not be used for mass surveillance, May said the onus would be on the home office to show necessity and proportionality. And who would decide whether that was justified? Judicial commissioners, she said. They would operate a “double-lock” authorisation process on intercept and bulk interception warrants in order to prevent intrusive snooping. [ old boys club with career interests? titles, pensions? ] But will this judicial oversight provide enough protection? That’s the key worry for journalists who now know that there is nowhere for them to conceal their communications with confidential sources. Kenny MacAskill calls for drug policy rethink - BBC News
A former Scottish justice secretary has suggested that he would be in favour of decriminalising some illegal drugs. [...] Many of Scotland's leading drug policy experts also agree that a radical rethink of the country's approach to the problem is required. And a UK government report last year found there is "no obvious" link between tough laws and levels of illegal drug use,

#EveryLineCounts campaign: Cocaine users urged to consider impact - BBC News
A UK campaign to highlight the harm caused by the production and distribution of cocaine is being launched by the National Crime Agency. [...] "When they use cocaine, aside from putting their own lives at risk, they are feeding an industry which routinely uses death, violence and destruction in its production process. "Buying cocaine funds the exploitation of impoverished people, destroys and pollutes large areas of rainforest, forces people from their homes so coca can be grown on their land, and results in the murder of police officers and others who stand in the way of powerful crime groups. "We are asking people to weigh up the facts and ask themselves whether they can square their use of this drug with the damage it does to others."

Defence review: PM could send 10,000 troops on to streets - BBC News
Trident - about 31bn // https://en.wikipedia.org/wiki/Deterrence_theory - Up to 10,000 troops could be deployed on to British streets in the event of a Paris-style attack, David Cameron has said, as he announced plans for an extra £12bn for military equipment. The PM also said two 5,000-strong "strike brigades" would be created, as it was revealed the cost of renewing Trident could increase by £6bn. [...] the government's £178bn defence spending plans for the next decade // Comment: The extra £12bn going to the Ministry of Defence of course comes at a cost to other departments. Every penny that goes there has to come from somewhere else, and the depth of the cuts elsewhere will be revealed by George Osborne on Wednesday. Welfare, the police, and support for business are all likely to be hit. [...] what ground forces exist in Syria to take and hold land where IS is destroyed? Billions of pounds of new British military kit can't answer that. [ Drones and Bombs don't replace boots ]

BBC Radio 4 - Today, 17/11/2015, Why are there AK47s in Europe?
legalisation process in western world under way (Canada) because war on drugs is a failure as much as the war on terror. // British journalist and author Misha Glenny told the Today programme that during the Balkan war of the 1990s, networks emerged dealing drugs and guns out of the Balkan countries and into the European Union. After the war, these networks remained, with an estimated four to five million semi-automatic weapons in circulation. There is a “symbiotic relationship” between terrorists and organised crime, he told presenter Mishal Husain.

bit.ly/1PAg5rx //&! CISA is “surveillance bill masquerading as a cybersecurity bill” via EFF //&! bit.ly/1LOkilv // We've gotten information that Facebook is secretly lobbying for a dirty bill called >> “CISA” that would give them impunity for violating their users’ privacy << (bc people were unable to sue said company) —as long as they hand over user data to the government. Most tech companies are against it for privacy reasons, but apparently Facebook is working behind the scenes to make sure it passes. [...] Facebook’s chief Senate lobbyist, Myriah Jordan, worked as General Counsel for CISA's sponsor, Senator Richard Burr, right up until taking the job at Facebook. On her lobbying disclosures she lists “cybersecurity” as one of the issues she's been discussing with senators.
