Those are the realistic, moderate, popular ideas, we're told. House Republican leadership insisted that a trans nondiscrimination law would somehow allow sexual predators to rape women and children in public bathrooms. And anti-LGBTQ advocates overwhelmed legislators over the weekend with anti-trans rants, alleging that a vote for the bill would lead to more sexual assault. The bathroom predator myth, of course, is wholly fictional, a canard concocted to dress up religious objections to trans rights in secular pretext. Yet by sheer force of repetition, activists have managed to convince legislators that this fabrication might be a legitimate concern, introducing ersatz ambiguity into the discussion—and giving representatives cover to oppose trans rights.

Questions raised over £10bn Chinese deal
The investment and infrastructure company said the deal paved the way for "significant investment" in areas such as clean energy, transport and affordable housing in Scotland.

Both diseases have been known about for decades, and yet in both cases no vaccines or drugs were available when we most needed them. So what's going on? Is this just a terrible coincidence, being caught off-guard like this twice in such quick succession, or is it part of a worrying trend and a taste of things to come? At first glance it wouldn't appear that the two diseases have much in common. One is difficult to catch but a ferocious killer, while the other spreads with ease but is relatively harmless to the vast majority of people infected. Yet, in both cases there is something novel, either in the way the virus has spread or in how it affected people which has made the outbreaks more of a threat. In global health security terms that is a real concern, because such sudden changes of modus operandi can not only make public health threats even more difficult to predict or anticipate than normal, but also make all the difference between a localised outbreak and global pandemic.

Cash from Swinney slammed as Aberdeenshire Council agrees new budget - Evening Express
The ruling SNP-led administration laid out budget plans to plug a £28m funding shortfall during a debate before the full council. The 2016/17 budget, which was approved 34 members to 23, includes a £3.2m cut in education and an estimated saving of £1.2m on early learning and childcare staffing. [...] The budget outlined slashing the road maintenance funds by £973,000, a reduction of nearly 6%. While £1.4m less will be spent on waste management – including the emptying of waste and recycling bins – than in 2015. A reduction in travel costs, investing in technology and making better use of council properties has been outlined to save £11.5m.

John Swinney warns of 'tough choices' ahead for Scotland - BBC News
Finance Secretary John Swinney has warned of "tough choices" facing Scotland as he prepares to set out his budget. Mr Swinney said the UK government's recent spending review placed "unprecedented pressure" on public expenditure north of the border. The UK government said Scottish ministers would have £390m more in spending available to them next year. Mr Swinney is due to present his 2016-17 spending plans on Wednesday. The Scottish government argues that cuts imposed by the UK government since 2010 - along with last month's spending review - mean that its discretionary budget will be 12.5% lower in real terms by 2019-20 than it was in 2010-11. Mr Swinney said 4.2% of that reduction would come between now and 2019-20.

HMRC to contact Scottish taxpayers over new income tax - BBC News
The Scottish Rate of Income Tax comes into effect on 6 April next year. It will be paid by UK taxpayers who live in Scotland, regardless of where they work, with the rate to be announced by the Scottish government in its draft budget on 16 December. Those paying the new rate will see their tax code prefixed by an 'S' and their income tax will continue to be collected from pay and pensions in the same way as it is now. The new system was a recommendation of the Calman Commission and has been devolved under the Scotland Act 2012 along with powers over stamp duty and landfill tax

Nicola Sturgeon asks opponents to back second independence referendum - BBC News
First Minister Nicola Sturgeon has challenged Scotland's Labour and Lib Dem leaders to consider backing a second vote on Scottish independence. The plea came after Kezia Dugdale and Willie Rennie said their members could campaign for independence. Ms Sturgeon said she welcomed what her opponents had said but she found it a "curious tactic". Both Labour and the Lib Dems said the first minister should concentrate on her party's record in government. All 2 blow out the IPO & not end up lower on day 1/compared 2 the last growth round. Box couldnt make a higher valuation after day 1 post-IPO than their last growth round via Private Equity. In a nutshell, FOMO is driving many investors in a hustle to be a part of the next Facebook or Twitter and put in huge investments for a fraction of stake. And, they don’t see much risk in it as long as they get the downside protection. BBC News - Chancellor says new Scots powers could result in UK tax competition
The Tory minister was giving evidence to the Treasury select committee which is examining the Smith Commission plan. Mr Osborne said it would be up to Scotland to decide whether to vary future tax rates and therefore spark "competition". He added that Holyrood would bear the consequences of using its new powers. On Thursday the draft Scotland Bill is due to be published. That represents the next stage in a process to send more powers across the border. During the Scottish independence referendum campaign, the Tories, Labour and Liberal Democrats vowed to give greater responsibility to Holyrood if voters said "No". On 18 September, the electorate decided 55% to 45% against change.

Peter Thiel on why Airbnb should be valued way higher than Uber… and why it’s not | PandoDaily
Rather than explaining how two companies locked in such a battle could possibly justify nearly $2 billion in collected investment and sky high valuations, he made the point that Airbnb in contrast is wildly undervalued at least relative to Uber. Thiel is also an investor in Airbnb– yet another darling of the sharing economy, valued at a “mere” $10 billion compared to Uber’s $18 billion. Unlike Uber and Lyft, Thiel argued, there is no obvious competitor to Airbnb. That in and of itself makes it a more valuable company because of the distraction and profit erosion that he describes throughout his book. So why doesn’t the market reflect that thinking? Thiel gave an amusing answer to that too: VCs like to invest in things they like to use. VCs love getting in black town cars, but they typically stay in five star hotels. Fewer still open up their homes to strangers for extra cash. Uber gets a “yeah! I like this one!” valuation boost.
