Yemen conflict: Governor of Aden killed in Islamic State attack - BBC News
Islamic State militants say they are responsible for a blast that killed the governor of Yemen's port city of Aden. Jaafar Mohammed Saad and several aides died when their convoy was hit. IS says it detonated a car laden with explosives as he drove by. The group has established a presence in Yemen since its civil war broke out. It is opposed to the government and Iranian-backed Houthi rebels who have seized much of the country, including the capital Sanaa. Earlier this year, Aden was recaptured by government troops backed by a Saudi-led coalition.

Die eigene Sicherheit oder Einflusssphäre auf Kosten anderer erhöhen zu wollen, führt nicht zu mehr, sondern zu weniger Sicherheit und Stabilität. Europa braucht deshalb neue Absprachen über Sicherheit und Zusammenarbeit. Europa braucht ein neues Helsinki.

There are two groups involved in Islamic State: First, the core strength, the Sunni Arabs in Iraq; second, the much-hyped “foreign fighters” from outside the Iraq/Syria war zone. [...] That’s what Islamic State’s Iraqi roots are: Bitter, defeated Sunni using religion as a handy pretext to win back control of the country they consider theirs, and theirs alone. BBC News - Iraq crisis: Obama to set out 'US offensive against IS'
US President Barack Obama is to set out his "game plan" against Islamic State militants in a speech on Wednesday. Mr Obama, who has been criticised for failing to outline a strategy, told NBC TV the US would degrade IS, shrink their territory and "defeat them". US jets bombed IS targets in western Iraq for the first time on Sunday. Meanwhile, the Arab League has vowed to take "all necessary measures" against IS, which has seized a huge amount of territory from Iraq and Syria. The League gave its backing to a Security Council resolution passed last month calling on member states to stem the flow of weapons and money to extremists in Iraq and Syria. BBC World Service Middle East editor Sebastian Usher says the Arab League's message will hearten Mr Obama, but the question now is whether its members will fully act on it, and act together rather than against each other. [...] Mr Obama went on: "On Wednesday, I'll make a speech and describe what our game plan's going to be going forward."

BBC News - Foley beheading video shocks the world, Obama says
Mr Obama compared Islamic State (IS) [...] to a "cancer" and said its ideology was "bankrupt". [...] had "no place in the 21st Century". "No just god would stand for what they did yesterday or what they do every single day," he added. He said the future would be won by those such as James Foley, who "built rather than destroyed". [...] [Foley] gives a message to his family and links his imminent death to the US government's bombing campaign of IS targets in Iraq. Clearly under duress, he says: "I call on my friends, family and loved ones to rise up against my real killers, the US government, for what will happen to me is only a result of their complacency and criminality." It reads: “I ask for aid and to lend a hand and help the people of Sinjar areas and its affiliates and villages and complexes which are home to the people of the Yazidi religion. I invite [you] to assume [your] humanitarian and nationalistic responsibilities towards them and help them in their plight and the difficult conditions in which they live today.” It’s hard to know what, if anything, is left of the humanitarian responsibilities of the international community. The age of intervention is over, killed in large part by the Iraq war. But justifiable skepticism about the use of military force seems also to have killed off the impulse to show solidarity with the helpless victims of atrocities in faraway places.

Auswärtiges Amt ändert Reisehinweise für Russland - SPIEGEL ONLINE
Außenminister Guido Westerwelle sei über die Entwicklung "sehr besorgt", hieß es in der Mitteilung des Auswärtigen Amtes. "Die bewusste Stigmatisierung und Strafandrohung gegenüber gleichgeschlechtlichen Beziehungen darf in einer modernen und dem Anspruch nach demokratischen Gesellschaft keinen Platz haben", so Westerwelle. In diesem Zusammenhang änderte das Auswärtige Amt auf Veranlassung des Ministers den Text seiner Reisehinweise für Russland. Die Rechtslage und mögliche Strafen werden nun explizit erwähnt. Konkret schreibt das Amt (Auszug): "Durch das Gesetz drohen auch Ausländern bei Weitergabe von Informationen, öffentlicher Demonstration und Unterstützung von Homosexualität Geldstrafen in Höhe von bis zu 100.000 Rubel (rund 2300 Euro), bis zu 15 Tage Haft und die Ausweisung aus der Russischen Föderation."

Klare Unterstützung für Reformer im Nahen Osten - aber eine allzu vage Agenda für eine neue US-Außenpolitik: Die arabische Welt wird US-Präsident Barack Obamas Grundsatzrede zur Kenntnis nehmen, Jubel dürfte sie kaum auslösen. Nicht zuletzt wegen der deutlichen Unterstützung für Israel.

Dieser Auftritt war von vornherein ein Risiko. Niemand zwischen Casablanca und Bagdad hatte darauf gewartet, dass Barack Obama eine Grundsatzrede zum Arabischen Frühling hält. Der US-Präsident hat sich trotzdem dafür entschieden - und erläuterte am Donnerstag seine Einschätzungen zu den Umwälzungen in der Region. Obama erklärte, warum diese ein "neues Kapitel" in der Geschichte der amerikanischen Diplomatie nötig machen.

Erdogan has been elected twice, presided over an economic boom that’s tripled average incomes while Egypt’s remained stagnant, and shifted ... popularity has spread to the Arab world, where he was named the most favored leader last year in a survey by Zogby International and the University of Maryland.
Turkey is cited as a model by opposition leaders competing for power as the region’s rulers struggle to quell a wave of protests. The head of Tunisia’s Islamist party, who returned from a 22-year exile this week after President Zine El Abidine Ben Ali was toppled, said his country can emulate Turkey, and opposition groups fighting to oust Hosni Mubarak in Egypt and win political rights in monarchical Jordan cite similar aims.

“Turkey is the model for all the Muslim parties,” said Kazim Mezran, a professor of international relations at Johns Hopkins University’s campus in Bologna, Italy. “Islamic parties across the area are now saying, ‘Look at them, that’s what we want to become.’”
