Certainly that can be part of the answer, but not the entire one. I have an ongoing argument with a friend of mine from Alabama about how business friendly that state is (or was until it implemented draconian immigration laws that are now hurting business). Alabama not only has low taxes and low wages, it has been a leader in the economic arms race by giving massive incentives to auto manufacturers to locate there.
