US officials are taking the Turkish threats seriously. According to their assessments, US forces in the area would be insufficient to deter or confront a concerted Turkish effort. However, those same assessments suggest that an initial Turkish incursion would be small with only battalion-sized forces arrayed across the border. According to US officials, such an incursion would likely be designed to placate domestic opinion and exert pressure on the US rather than entirely upend the current order in Northeast Syria.
Zabadani: Late last week, reports from Zabadani, a town in the western Damascus countryside, suggested that up to 30 young men had been arrested by Syrian security. The arrests followed the appearance of graffiti denouncing the Syrian regime on walls in the town. Government forces stated that the buildings would be demolished if more graffiti appeared, and when it did, they began to dismantle the buildings and were shot at. The arrests followed this alleged attack. Zabadani has been mostly peaceful and incident-free since the end of hostilities in the area, which saw the town completely depleted of population. Returnees to Zabadani have been approved by the government and have come from Damascus as well as Lebanon. A significant percentage of those wishing to return from Lebanon were refused permission, and, as a result, there have been fewer arrests and detentions within the city than elsewhere, though there have been documented cases occur. The recent incidents have the potential to interrupt the possibility of a return to Zabadani for those who are currently living as IDPs or refugees. A local source told Syria in Context that they believe the slogans were written by the security services to create instability and grounds for arrests, though there was no evidence to corroborate this claim, nor to tie those arrested to the act.

U.S. Officials Are Worried About Turkish Foray Into Syria - WSJ
"U.S. officials said this week that they have seen mounting evidence that Turkey is preparing to insert forces into northeastern Syria, a move that could place the remaining American force at risk.

“It’s a perfect storm, it’s really ugly. There may just be no choice but to leave,” said one U.S. official of the dilemma American policy makers may confront in coming days."

U.S. officials have grown alarmed about Ankara’s moves in part because there is less confidence within the U.S. government the U.S. will get an adequate heads up that Turkey is moving in, one official said. Any warning could come less than 48 hours before Turkey takes action.

“It seems more and more likely based on the actions they are taking in southern Turkey,” said one U.S. official, referring to movements of equipment and personnel.

The countries, when they’re ready to actually announce — which requires going through their own parliamentary and constitutional procedures, figuring out what their missions are, who’s going to pay for this, that and the other thing — will announce. We just had this done by Denmark.

A few countries — I can’t name them — have already indicated substantial increases or substantial forces on the ground, but they don’t want to make an announcement because they can within certain parameters not have to go public. But we’re quite pleased at the progress we’re making, and we’ll be making more progress. There will be more announcements.

Ahmed said more U.S. troops will probably be needed to implement the zone, though the Americans have not said whether they will deploy any.

The deal envisions an area five to 14 kilometers deep (three to eight miles) with no YPG presence, as well as removal of heavy weapons from a 20-kilometer-deep zone (12 miles), she said. Turkey wants a deeper zone. The length of the zone has not yet been agreed on, but will likely stretch hundreds of kilometers (miles).

Ahmed said only those originally from eastern Syria would be allowed to return. Kurdish officials worry Turkey wants to bring back large numbers of Syrians to the areas, which were previously controlled by IS militants, changing the demographic balance in the area. Syria’s Kurds are predominantly from the country’s northeast, living in mixed or Kurdish-dominated villages and towns there. She said no residents will be displaced because of the implementation of the safe zone.

وأضافت المصادر أن التقسيمات العسكرية السابقة بتسمية 3 "ساحات" عسكرية في المنطقة ستبقى على ماهي عليه، موضحة أن الساحات هي "ساحة الكسرة، وساحة الصور، وساحة البصيرة"، على أن يتمَّ تغيير القيادة العسكرية لكل منطقة، بالإضافة إلى تشكيل مجلس عسكري ومدني موحد لـ"إقليم دير الزور" بقيادة عربية.
وأوضحت المصادر أن المجلس العسكري سيضم أبناء المنطقة من المنتسبين لمليشيات "قسد"، إضافة إلى تكليف المجلس المدني بإدارة "الإقليم" ذاتياً بميزانية مستقلة مخصصة تقدم من قبل الداعمين لمليشيات "قسد".

But the most critical factor is that Arab cultural-educational practices conditioned too many of their personnel to remain passive at lower levels of any hierarchy and to manipulate information to avoid blame. In modern combat—where the difference between victory and defeat is often aggressive, innovative junior officers able to react to unforeseen circumstances and take advantage of fleeting opportunities—these tendencies proved devastating time and again.

Saudi Arabia and its coalition partners have transferred American-made weapons to al Qaeda-linked fighters, hardline Salafi militias, and other factions waging war in Yemen, in violation of their agreements with the United States, a CNN investigation has found.

Saudi Arabia and the United Arab Emirates, its main partner in the war, have used the US-manufactured weapons as a form of currency to buy the loyalties of militias or tribes, bolster chosen armed actors, and influence the complex political landscape, according to local commanders on the ground and analysts who spoke to CNN.

One of those militias linked to AQAP, the Abu Abbas brigade, now possesses US-made Oshkosh armored vehicles, paraded in a 2015 show of force through the city.
