Do big cities exert more power than less populous ones in American state legislatures? In many m m political systems, greater representation leads to more policy gains, yet for most of the nation's history, urban advocates have argued that big cities face systematic discrimination in statehouses. Drawing on a new historical dataset spanning 120 years and 13 states, we find clear evidence that there is strength in numbers for big-city delegations in state legislatures. District bills affecting large metropolises fail at much higher rates than bills affecting small cities, counties, and villages. Big cities lose so often because size leads to damaging divisions. We demonstrate that the cities with the largest delegations—are more likely to be internally divided—are the most frustrated in the legislative process. Demographic differences also matter, with district bills for cities that have many foreign-born residents, compared the state as a whole, failing at especially high rates. -- Downloaded via iphone

US universities today serve as economic engines, performing the scientific research that will create new industries, drive economic growth, and keep the US globally competitive. But only a few decades ago, these same universities self-consciously held themselves apart from the world of commerce. Drawing on extensive historical research, EPB shows how the government--influenced by the argument that innovation drives the economy--brought about this transformation. Americans have a long tradition of making heroes out of their inventors. But before the 1960s and '70s neither policymakers nor economists paid much attention to the critical economic role played by innovation. However, during the late 1970s, a confluence of events--industry concern with the perceived deterioration of innovation in the US, a growing body of economic research on innovation's importance, and the stagnation of the larger economy--led to a broad political interest in fostering invention. The policy decisions shaped by this change were diverse, influencing arenas from patents and taxes to pensions and science policy, and encouraged practices that would focus specifically on the economic value of academic science. Yes, Free Community College Is Major, But Not Just For The Reason You Think | TPM Jan 2015
by Ed adviser at New America Fiundation - explains that it's the 1st step of brunging some order & accountability to state policies re their investment in their universities and community colleges - the federal student loans has been a sort of blank check for states to pass rising costs onto the gederal givernment and to students via tuitions and huge losns with no discipline or accountability - the Obsma ain proposal is less about the $s the states would have to contribute (California pribably alteady meets the 25% threshold for funding its community colleges frex) than requiring states to make a commitment for both good and bad times. Rught now they can go hog wild expanding campuses, faculties, etc when their dconomy is booming and push the ongoing costs of those decisions onto students and the federal gov when the economy is poor. And they haven't been passing the good times along to students as reduced tuition (and federal loans) during good times, so costs have increased at far faster than inflation for decades.

What’s the risk? -- The risk is that foreign property owners can use this system of "corporate courts" to challenge anything from plain packaging rules for cigarettes to denials of permits for toxic waste dumps to increases in the minimum wage. For any law, regulation or other government decision that the foreign investor does not like, all it has to do is think of an argument for why the decision somehow violated its right to “fair and equitable treatment” or why it might reduce its expected profits and it’s got a case. After listing key filibusters -- What would it have meant for the economy and jobs to launch a post-stimulus effort to maintain and modernize our infrastructure? How about reversing the tax structure that pays companies to move jobs out of the country? How about equal pay for women? How about a minimum wage increase? How about hundreds of thousands of teachers and first responders going back to work? How about being able to organize into unions to fight for wages, benefits and safer working conditions? How about relief from crushing student loan debt? -- In the House GOP leadership has been following the “Hastert Rule” to obstruct bills that would win with a majority vote. -- So instead of looking at what has been blocked in the House, we should look at what has passed. What has passed is a record of economic sabotage. Noteworthy is the GOP “Path to Prosperity Budget” (“Ryan budget”), described as “Cuts spending & implements pro-growth reforms that boost job creation.” It dramatically cuts taxes on the rich. It privatizes Medicare. It cuts spending on infrastructure, health care for the poor, education, research, public-safety, and low-income programs. It turns Medicaid, food stamps, and other poverty programs into state block grants. And lo and behold, this GOP budget that passed the House cuts taxes and cuts funding for even maintaining – never mind modernizing – our vital infrastructure needs. This is a budget of economic sabotage. Other GOP House “jobs” bills, listed at Boehner’s “jobs” page include: -- horrifyingly awful policies with Orwellian titles or red meat specials -- special attention to keeping oil & gas subsidies flowing and eviserating regulation, especially EPA -- Johnson stresses, the voters are unaware of all this thanks in part to the MSM which is ballanced re political parties, pro business & anti labor, and guilty of mindlessly peddling what Wren-Lewis calls mediamacro. The threat was already well known that Clinton welfare reform gains were a result of the booming economy, still left beneficiaries in the working poor world, and would create major problems in an economic downturn -- especially since it reinforced the hierarchy of 20thC social support programs that devalued and discriminated against women's work, removed some safeguards for especially vulnerable poor women with children who had fragile attachment to the labor market, and failed to forsee perverse interaction between the employment requirements of TANF qualifications and eligibility for unemployment insurance. The article reviews literature already emerging on the destructive features of the program design - which were exacerbated in the Great Recession by block grants to states with pro-cyclical budget constraints and in Red States interested only in further reducing welfare rolls and recipients of unemployment insurance, and a Congress hijacked by the Tea Party antagonistic to any countercyclical fiscal policy, especially for poor and unemployed. John Larsen, Shashank Mohan, Whitney Ketchum, and Trevor Houser -- On June 2, 2014, the EPA proposed guidelines for states to develop and implement carbon dioxide emissions standards for existing US power plants. These rules will likely bring about the most significant change in the US electricity sector in decades. But regulating GHG emissions from existing power plants will also have important supply-side implications, whether fuel switching from coal to natural gas or expanded production of renewable energy and energy efficiency equipment technology. CSIS and RHG have partnered to do an initial assessment of the economic impact of future emissions standards that accounts for these broader energy market dynamics and maps impacts by region of the country to help inform key regional and industry stakeholders. The study focuses on the changes to the electric power and energy production that are likely to under the EPA’s proposal, as well as price, demand expenditures and other impacts. The analysis provides a balanced and measured set of estimates of national and regional results to inform ongoing policy deliberations both in Washington and in the states. -- downloaded pdf to Note

Standard & Poor’s [pdf] finds a strong correlation between growing income inequality and the fiscal crisis of the states. The argument is pretty straightforward: rising income inequality since the late 1970s has been accompanied by two trends in the tax revenues received by the various states: a slowing in the rate of growth of tax revenues (from 1980 to 2011, average annual state tax revenue growth fell to 5 percent from 10 percent) and by a growing volatility in state tax revenues (from a standard deviation of 3.55 during 1950-1979 and 1.04 during 1990-1999 to 5.78 from 2000 to 2009). And the explanation for this relationship? - " the higher savings rates of those with high incomes causes aggregate consumer spending to suffer. And since one person’s spending is another person’s income, the result is slower overall personal income growth despite continued strong income gains at the top." On top of that, "Those at the top obtain more of their income from capital gains, which on the whole, fluctuate much more than income from wages. Tax revenues reflect this — both as a consequence of higher top-end tax rates and because the top end is where the income growth has occurred –- and are, therefore, more volatile." Thus, we should understand the following: when Standard & Poor’s downgrades the credit rating of one or another state, it’s actually downgrading the rise of income inequality within and across the states.

Preparing Our Communities for Climate Impacts: Recommendations for Federal Action | Georgetown Climate Center - September 2014
The Georgetown Climate Center released 100 recommendations today to improve federal programs that could be used to prepare for climate change. The new report will inform the White House State, Local and Tribal Leaders Task Force on Climate Preparedness and Resilience.The report draws from a series of workshops with leading federal, state and local officials and builds upon lessons learned post-disaster in New Orleans (following Hurricane Katrina), New York (Hurricane Sandy) and Vermont (Hurricane Irene). The report identifies more than 30 federal programs, initiatives and laws that can be used to prepare for extreme events such as storms, floods and heat waves as well as rising seas. Although state and local governments will be the primary actors when it comes to preparing for climate change impacts, the federal government can boost – or impede – preparedness. The federal government sends billions of dollars to states and communities every year, some of which could be used more effectively to adapt to climate change. Federal laws and regulations also can be important drivers of state and local action. But, in some cases, federal rules have hindered state and local innovation. The recommendations in the report explore how existing federal dollars, programs, regulations and policies can be retooled, repurposed and deployed to promote and remove barriers to adaptation. -- downloaded pdf to Note

Part 1: In recent years, thousands of people have had cash confiscated by police without being charged with crimes. -- Part 2: One training firm started a private intelligence-sharing network and helped shape law enforcement nationwide. -- Part 3: Motorists caught up in the seizures talk about the experience and the legal battles that sometimes took more than a year. **--** After the terror attacks on 9/11, the government called on police to become the eyes and ears of homeland security on America’s highways. Local officers, county deputies and state troopers were encouraged to act more aggressively in searching for suspicious people, drugs and other contraband. Dept Homeland Security and DOJ spent millions on police training. The effort succeeded, but it had an impact that has been largely hidden from public view: the spread of an aggressive brand of policing that has spurred the seizure of $100s millions in cash from motorists and others not charged with crimes. Thousands of people have been forced to fight legal battles to get their money back. Behind the rise in seizures is a cottage industry of private police-training firms that teach the techniques of “highway interdiction” to departments across the country. One firm created a private intelligence network that enabled police nationwide to share detailed reports about motorists — criminals and the innocent alike — including their Social Security numbers, addresses and identifying tattoos, as well as hunches about which drivers to stop. Many of the reports have been funneled to federal agencies and fusion centers as part of the government’s burgeoning law enforcement intelligence systems — despite warnings from state and federal authorities that the information could violate privacy and constitutional protections. A thriving subculture of road officers on the network now competes to see who can seize the most cash and contraband, describing their exploits in the network’s chat rooms and sharing “trophy shots” of money and drugs. Some police advocate highway interdiction as a way of raising revenue for cash-strapped municipalities.
