A brisker way to put this is that capital can't be a citizen of nowhere, because it is loyal to what exists. The name for ‘nowhere’ used to be utopia, literally a non-place. To be a citizen of nowhere is to be a utopian, to have loyalties to a country that doesn't yet exist. And it may be the only space from which the apparent choice between Europeanism and racist nationalism is apprehensible as a double-bind.

s the Syrian war draws to an end and the barrel bombs stop terrorizing the country, Syrians are being encouraged to return home by the countries to which they have fled. Those who do so, however, are finding the persecution that caused them to flee has not gone away. Some Syrians who have returned have disappeared into the country’s notorious prison system, a stark reminder of the dangers the country’s former refugees face.

Foreign Policy has spoken to the relatives of two such Syrians, and activists claim there are many more. Several others, meanwhile, have been rounded up and conscripted into the army.

In Arsal, Farid Qarquor ducks questions about what might await him at home, preferring to focus on what he and his family are dealing with now. “We’ve been here for over five years; we fled from Flita,” he said. “It’s been the hardest winter so far.

“It’s difficult to get by. We have no jobs and no residency permits. The UN also took away our welfare cards. We now have to somehow provide for our own food, gas and healthcare. The owner of the land here also charges us for rent for our tent. We are lacking basic needs.

“The names that have an ‘X’ [next to them] are not supposed to return,” Hamra said, referring to Syrians displaced outside the country who—whether as a result of perceived anti-government political activities or unresolved military service files—are wanted by the Syrian government.

Those wanted by the government will need to “settle their status” with the government before returning.

But at present, no such mechanism is in place in Jordan.  

According to the list of names seen by Syria Direct, five out of around one hundred names have a tell-tale blue ‘X’ beside them in addition to one name with a note saying “dodged mandatory [military service].”

For those who are not wanted by the government—or at least for men aged 18-42—only one condition applies upon return: mandatory military service for those who have not yet completed it. However, Hamra assures that returnees are granted a six-month grace period upon return.

Even so, most of the returnees were women and children, according to committee member al-Khateeb.

In addition, the fear of arrest or detention by Syrian authorities is high. Again, this concern is shared by all Palestinians in Syria, including those who support the regime. Interviewees spoke of acquaintances who were detained simply because they had names similar to the names of men wanted by the regime and could thus be exchanged for ransoms or bribes. Others also noted the insecurity and disorder that has emerged in many areas under the control of militias hired by the regime, who exercise control over people’s daily lives.
