Bernardin Akitoby, Sanjeev Gupta, Abdelhak Senhadji -- IMF Research staff -- There has been a heated debate about the effectiveness of fiscal policy as a countercyclical tool but little evidence on how it can support growth. This column shows that fiscal policy can lift medium- and long-term growth in both advanced and developing economies. But all fiscal reforms are not equal in their growth dividend. Successful reforms are often part of a broader reform package and can balance the growth-equity trade-off.

En 1789, Dugald Stewart (1753-1828) salue, comme de nombreux intellectuels écossais, la Révolution française. Il y voit la première tentative de mise en pratique des principes du rationalisme politique français, que la théorie politique des « Économistes » a, selon lui, fournis. Toutefois, au fil du temps, Stewart évoque en des termes de moins en moins élogieux cette expérience révolutionnaire. Mais, contrairement à la majeure partie de l'opinion publique écossaise, il ne rejette pas le projet des Français. Si au début des années 1800, ce philosophe écossais croit encore dans le bien-fondé des idées de 1789, c'est en raison, d'une part, de ses convictions whigs, qui le rendent sensible au rationalisme politique des Français, et, d'autre part, des solutions que la monarchie rationalisée des « Économistes » peut, en partie, apporter aux problèmes rencontrés par la monarchie anglaise. In 1789, Dugald Stewart (1753-1828), like many Scottish intellectuals, welcomed the French Revolution. He saw it as the first attempt to apply the principles of French political rationalism that the political theory of the « Economistes » had provided. Stewart, however, grew less and less laudatory about this revolutionary experience. In contrast to the greater part of Scottish public opinion, however, he did not reject the French experiment. If at the beginning of the 1800's, this Scottish philosopher still believed in the legitimacy of the ideas of 1789, it was partly because his whig convictions made him receptive to the political rationalism of the French, and partly because he felt that the solutions of a more rational monarchy as envisaged in the writing of the « Economistes » might prove useful in partially resolving problems encountered by the British monarchy. -- huge number of cites -- downloaded pdf to Note

From OECD - "The debate over base erosion and profit shifting (‘BEPS’) has reached the highest political level and has become an issue on the agenda of several OECD and non-OECD countries… The G20 leaders’ meeting in Los Cabos on 18-19 June 2012 explicitly referred to “the need to prevent base erosion and profit shifting” in their final declaration. G20 finance ministers, triggered by a joint statement of UK Chancellor Osborne and German Finance Minister Shaüble, have asked the OECD to report on this issue by their meeting in February 2013. Such a concern was also voiced by US President Obama in his Framework for Business Tax Reform, where it is stated that “the empirical evidence suggests that income-shifting behaviour by multinational corporations is a significant concern that should be addressed through tax reform”." -- The BEPS project is essentially a bunch of working groups, composed of officials from the world’s largest economies, that are tasked with the job of trying to figure out how the international tax landscape for corporations should be changed. They are focusing on a few specific areas, including but not limited to: ** Tax avoidance by digital companies: Do different rules need to be created to specifically address the digital economy? ** Financial loopholes: What changes need to be made to prevent companies from using financial instruments like intercompany loans to avoid paying tax on some of their income? ** Intangibles: Should international transfer pricing norms be revised to make it harder for companies to reduce their taxes simply by moving their intangibles to low-tax jurisdictions? ** Documentation: What sort of international reporting standards could be imposed to make it harder for global companies to shift their income into low-tax jurisdictions?

Theory and Society - Special Issue: Current Routes to the Study of Contentious Politics and Social Change -- If social movements are an attempt by "outsiders" to gain leverage within politics, then one might expect the global spread of democracy to reduce social movement activity. This article argues the reverse. Granted, many past social movements, such as women's rights and civil rights, were efforts to empower the disenfranchised. However, this is not typical. Rather, social movements and protest tactics are more often part of a portfolio of efforts by politically active leaders and groups to influence politics. Indeed, as representative governance spreads, with the conviction by all parties that governments should respond to popular choice, then social movements and protest will also spread, as a normal element of democratic politics. Social movements should therefore not be seen as simply a matter of repressed forces fighting states; instead they need to be situated in a dynamic relational field in which the ongoing actions and interests of state actors, allied and counter-movement groups, and the public at large all influence social movement emergence, activity, and outcomes. -- downloaded pdf to Note

Green Bonds enable capital-raising and investment for new and existing projects with environmental benefits. Recent activity indicates that the market for Green Bonds is developing rapidly. The Green Bond Principles (GBP) are voluntary process guidelines that recommend transparency and disclosure and promote integrity in the development of the Green Bond market by clarifying the approach for issuance of a Green Bond. Sean Kidney - World Bank does a 10yr, AAA $12.06m green retail bond especially for Merrill Lynch Wealth Management clients. Harbinger? | Climate Bonds Initiative - Sep 2, 2014
A new green retail bond (link is external) has been issued by the World Bank in conjunction (link is external)Merrill Lynch Wealth Management (link is external). The bond has 10 year tenor, coupon of 2.32% for the first 5 years which gradually increases to a maximum of 8.82% and is callable after the first year. A very interesting approach, presumably carefully worked out with Merrill Lynch. The World Bank green bond program's credentials are verified by CICERO (link is external). One characteristic that some financial media coverage has been highlighting is that this was the first green bond issued that has a "callable (link is external)" structure. The World Bank does like to try things out in the retail space: in 2011 they issued some retail green bonds through the BoAML network, paying a fixed coupon for the first year that switched to a floating coupon after one year (but weren't callable). Earlier this year they issued another structured bond through BNP Paribas. That bond was linked to an equity index (link is external). All part of working out what will fly in the retail space, so others can then pick and run with successful formats.

University of Colorado Law School -- The National Labor Relations Act of 1935, or Wagner Act, played a crucial role in shaping the New Deal and eventually transforming the economic, political, and legal foundations of modern America. Although many aspects of the statute’s history, including its relationship to the rise of industrial unionism and the epic struggle to secure its constitutionality, have been well told by historians and legal scholars, key elements of its story remain obscured by misconceptions, oversight, and outright myth. Not least among these areas of uncertainty is how the new law actually functioned in the months and years immediately after the Supreme Court upheld its constitutionality, and what its fate in this crucial time says about the nature of the New Deal itself. This article undertakes to shed light on these questions by unfolding the history of one of the most important events in the Second New Deal period: the “Little Steel” Strike of 1937. Drawing on a host of sources, including five major archival collections, this article tells the story of this dramatic and violent episode, including its legal history. Presenting the strike as a key test of the Wagner Act and a critical bellwether of the New Deal, the article documents not only the virtues of new regime in labor rights just as it emerged from the shadow of unconstitutionality, but also congenital shortcomings in the labor law that have undermined workers’ rights ever since. In a further challenge to conventional narratives of the period, the story of the strike exposes the remarkable degree to which the power of the business community survived, relatively undiminished, the Wagner Act and the political changes that accompanied it. Moreover, giving credence to a broader literature on New Deal law and policy, the article presents the strike and litigation surrounding it as proof of the continuing weakness of the New Deal and as key moments in the conservative turn that marked course of reform in the late 1930s.
