"Freeter (フリーター furītā) is a Japanese expression for people who lack full-time employment or are unemployed, excluding housewives and students. The term originally included young people who deliberately chose not to become salary-men, even though jobs were available at the time.

Freeters may also be described as underemployed. These people do not start a career after high school or university, but instead earn money from low-skilled and low-paid jobs.

The word freeter or freeta was first used around 1987 or 1988 and is thought to be a portmanteau of the English word free (or perhaps freelance) and the German word Arbeiter ("labourer")."

"The Japan Institute of Labor classifies freeters into three groups: the "moratorium type" that wants to wait before starting a career, the "dream pursuing type", and the "no alternative type".

The moratorium type of freeter wants to enjoy life, and deliberately chooses not to join the rat race of the Japanese work environment.
The dream pursuing type has specific dreams incompatible with a standard Japanese career.
The no alternative type could not find a decent job before high school or university graduation in the system called "simultaneous recruiting of new graduates" (新卒一括採用 Shinsotsu-Ikkatsu-Saiyō), which is unique to Japanese society. Those left behind by Shinsotsu-Ikkatsu-Saiyō are forced to take low paying irregular jobs. This usually has to do with their dropout status from previous educational institutes. Those who dropped out of high school have the worst prospects."

Where are all the Contingent Workers
BLS released 2017 Contingent Worker Supplement (CWS). The results showed a slight decline in the percent of workers whose sole or main job was an alternative work arrangement from 10.7 in 2005 to 10.1 in 2017. How do we reconcile these findings with the CWS results? Where are all the contingent workers? We offer a few possibilities. A recent paper linking household survey respondents to tax filing data illustrates just how inconsistently people respond in different data sources: just 35 percent of respondents who filed the self-employment (SE) schedule on their taxes reported in the CPS that they are self-employed. Importantly, this discrepancy is increasing.

The Online Platform Economy: What is the growth trajectory?
More people on online labor platforms than capital (Airbnb, ebay) platforms.
From a universe of 6 million anonymized core Chase customers, we assembled a dataset of over 260,000 individuals who earned income from at least one of 30 distinct platforms between October 2012 and September 2015—the largest sample of platform earners to date. Over this three-year period, monthly participation in the Online Platform Economy grew 10-fold, from 0.1% to 1.0% of adults in our sample. In the same period the cumulative participation grew from 0.1% of adults to 4.2%, a 47-fold growth. We found that this growth also varied between labor platforms, where individuals perform discrete tasks or assignments; and capital platforms, where individuals sell goods or rent assets peer-to-peer.

HM Revenue & Customs said this policy amounted to a uniform and a deduction from pay to cover the clothing took pay below the legal minimum. Primark has since introduced a more flexible policy and provides some clothing free.

Despite £20,000 incentives to attract trainees and attempts to hold on to senior staff, the NHS is now 1,200 GPs further away from its target of recruiting an extra 5,000 GPs by 2020 than when it was first set by Health Secretary Jeremy Hunt in September 2015.

The Department of Health baseline at that time was 34,592 full-time GPs, but two years on the September 2017 figures show overall numbers stand at 33,302. &!
