The designations ‘white nationalist’, ‘white separatist’ and ‘white supremacist’ are often conflated – even by proponents of each – but they can refer to different worldviews. A white nationalist demands at a minimum that a nation-state – such as the US or Rhodesia – have as its main purpose the interests of white citizens. In some variations, white nationalism has implicitly genocidal ambitions, but in others, as in South Africa and Rhodesia, non-whites would remain in view, or in separate zones, as inferior citizens. White separatists are typically interested in creating white societies, without much or any state capacity, in new territories. They see themselves as latter-day white settlers. White supremacists believe that the white race is inherently superior to all other races, a supposition often – but not always – shared by white nationalists.

The difference between Britain and the US, however, is that while Americans are having an argument about their known problem of racism, in Britain we are still having an argument about whether an argument even needs to be had.

Theresa May, who brought in the “Go Home” immigration vans, felt able to condemn Trump’s remarks about the four congresswomen as if from a position of moral authority.

Media personalities such as Piers Morgan – who has questioned my right to criticise British “heroes” – or columnists who say that black British figures such as Stormzy should be “grateful” to be in their own country, vigorously deny racism is intended.

Americans are more likely to acknowledge the existence of the kind of racism about which British people remain in denial. The problem in the US is that racism still has its uses. The question for the next presidential election will increasingly be, how many are willing to be complicit in the cost of that racism in exchange for the benefit – in this case, the support of an electoral base fired up by the president’s reviling of migrants and people of colour.

In a press conference responding to Trump’s remarks, the congresswomen affected expressed a desire not to let Trump’s tweets achieve what is, in reality, always racism’s true intent: distraction. “We should not take the bait,” Pressley said. She is right. Trump is turning on these congresswomen quite deliberately, having calculated that, regardless of their policies – which are centred substantially on addressing class inequality – US voters aren’t ready for a Democratic party which looks like them.

Yet it would be wrong to be dismissive of rhetoric as racist as this. Its intended purpose is certainly to play on the fears our racialised pasts have deposited in the present. But that can be a very reliable political strategy.

Telling US-born Democrats to go back to the countries they came from is a departure even by Mr Trump’s standards. In 2016 he attacked immigrants, chiefly Muslim and Mexican, as a threat to national security. Now he is portraying opinionated non-white citizens as un-American. Their citizenship is performance-based.

To Mr Trump, whites are automatically American. Others only qualify if they support his idea of what it is to be American. By any measure, this is textbook racism.

But there is method behind Mr Trump’s nastiness. His goal is to force Democrats to unite behind the so-called “Squad” of four non-white congresswomen, whose radicalism is not popular in the US heartlands. Most Americans are not socialist. Nor do they support paying reparations for slavery, or open borders. Most would probably be suspicious of a Green New Deal that aimed to abolish fossil fuels by 2030. These are the kinds of radical ideas Mr Trump wants to force Democrats to support.

Hardin’s article, published in Science, turned 50 this past December. Since then, tens of millions of students have been taught its core message. Every individual seeks to exploit the commons. In doing so they unsustainably overuse our shared resources to the ruin of all. 2/

(Side note: Hardin’s piece actually drew on a much earlier 1833 pamphlet by William Forster Lloyd about the dangers of overgrazing the English countryside. Worth a read for those so inclined: https://www.jstor.org/stable/1972412?seq=1#page_scan_tab_contents ) 4/

That this metaphor offers some essential insight is taken for granted. A generation of scholarship builds on its back, including in political science and economics. But does it? That's much less clear. 5/

As Susan Cox points out, British commons were exclusive to a defined set of individuals + this use itself was regulated. So the metaphor is not actually grounded in an empirically accurate representation of the commons. Other scholars have more strongly contested the logic of Hardin's argument. These range from friendly amendments (Ostrom) to wholesale critiques. 7/

This would all be an academic argument if not for the intellectual roots of Hardin's metaphor and thinking - roots that too few environmentalists acknowledge. 8/

Hardin wasn't a social scientist or on an expert on social organization. Instead, he was a Human Ecology prof at UC Santa Barbara (my home institution) where he taught until his 1978 retirement. (Morbid side note: he and his wife killed themselves in a 2003 suicide pact.) 9/

Have you read Hardin's Science essay lately? It's a mind-numbingly racist piece. And not in a subtle way that demands 2019 woke analysis. Spend the 20 minutes and do it. It’s an ethical mess from beginning to end. 10/
There are headings like “Freedom to Breed is Intolerable”, under which Hardin imagines the benefits that might accrue if “children of improvident parents starve to death”, an outcome stymied (a bad thing to him), by the welfare state. 11/

For these reasons, he campaigned against such programs as Food for Peace. A few paragraphs later: “If we love the truth we must openly deny the validity of the Universal Declaration of Human Rights.” I think you get the idea. 12/

Fast forward. Probably you’ve read articles on the intellectual network behind Trump’s nativist, racist demagoguery. In my mind, it’s not that Hardin WOULD HAVE been a Trumper. It's that he WAS a Trumper before Trump was a Trumper. He helped build the entire intellectual movement Trump has since exploited. 20/

Now, lots of awful people have left noble ideas that outlive them. But in Hardin’s case, the intellectual legacy is largely built on top of his racist, flawed Science that we still treat as gospel and uncritically assign in undergraduate courses year after year. 21/

It is not a legacy based on empirical scholarship, but on a metaphor that doesn't quite hold water. Not that you would know any of this from the anodyne retrospectives that have sprouted up in the last several months celebrating his article's 50th anniversary. 22/

Fifty years later, the environment community needs to stop ignoring this dark intellectual heritage. A movement that seeks to define a just, vibrant climate future needs to tear away the veneer, and choose what of Hardin to keep and what to discard. 23/

We must ask: on what empirical basis do we accept his metaphor? How do we teach his metaphor? Do we contextualize its racist roots? Is it productive to the social transformation necessary to save the world from the climate crisis? 24/

Not undertaking this honest examination will perpetuate its own (common) tragedy and make our intellectual heritage a form of unwitting support for some of the ugliest social forces at play in the world today. 25/25"

To this day, the American common man remains strongly coded in racial, classed, and religious terms. The common man is not, for example, commonly understood to be a Muslim. He is understood to be a coal miner from West Virginia, despite the fact that American Muslim men are much more common, statistically speaking, than West Virginian miners. These are the voters we’ve heard from endlessly over the last two years, the white working-class men of so-called “Trump country,” especially the white men without a college education who voted for Trump by a margin of 71 percent to 23 percent. The reasons for their choice have been hotly debated, including the erosion of perceived power, economic stagnation, cultural backlash, racial bigotry, gender bias, and evangelical social agendas. Yet Trump’s election was also widely perceived as an anti-elite insurrection, one that was treated as an anomaly, instead of as the latest in a series of populist surges in American history that have sought to “restore” a power to the common man that he perceived himself to be losing to other less-deserving groups.

Erikson was right that the neurotic sexual repression that obsessed Freud would fade, but that questions of self-definition would intensify. This is certainly the case at the political level, where so-called identity politics has become the only sort of politics anyone I know talks about. On the right, there is the attempt to preserve the old tribal markers of people and place, despite them being, at the deepest level, basically imaginary. On the left, identity is framed as at once gravely determined, tying you to entire human histories of either victimhood or guilt – and also so self-determined and infinitely flexible as to be almost meaningless.
