A reporter unexpectedly asked the president how he could explain his sudden passion for civil rights when he had never shown much enthusiasm for the cause. The question hung in the air. I could almost hear his silent cursing of a press secretary who had not anticipated this one. But then he relaxed, and from an instinct no assistant could brief -- one seasoned in the double life from which he was delivered and hoped to deliver others -- he said in effect: Most of us don't have a second chance to correct the mistakes of our youth. I do and I am. That evening, sitting in the White House, discussing the question with friends and staff, he gestured broadly and said, "Eisenhower used to tell me that this place was a prison. I never felt freer."

"In an ideal system, incoming presidents would have months of orientation to learn the ropes and break their rhetorical addiction. No such school exists for presidents. There is a transition process, but it doesn’t sufficiently prepare a president or his team. Presidential transitions are a bigger undertaking than any private-sector transfer of power. In business, large mergers and acquisitions typically take a year or more and involve hundreds of staffers. Dow Chemical and DuPont announced their $130 billion merger in December 2015, and it closed in September 2017. A president-elect and his team have two and a half months between victory and inauguration to figure out how to run a $4 trillion government with a civilian workforce of 2 million, to say nothing of the military. The United States federal government is the most complicated conglomerate on the planet."

The Civil Rights Act of 1968 — better known as the Fair Housing Act — prohibited discrimination in housing based on race, color, religion and national origin by landlords, real estate companies, cities, insurance companies and lending institutions, including banks. It prohibited discrimination in advertising, zoning, construction and outlawed the practice of “redlining” and racial discrimination through “restrictive covenants and deeds.”
